NEW TRANSITION DATE FOR PSM
DODD has developed a new application, Provider Services Management (PSM) to replace PCW.  The new tool will be used for initial certification, recertification, and demographic updates. It was released on December 4th.   
 
Please note that any applications started in PCW but not fully submitted (fees paid) by 4:00pm on December 1st, 2017 will not be saved, and your information will be lost and you will need to create a new application in PSM.
ELECTRONIC VISIT VERIFICATION
The Ohio Department of Medicaid (ODM) will begin using an Electronic Visit Verification (EVV) system for many home and community-based services on January 8, 2018 (State Plan Home Health Services, State Plan Private Duty Nursing, State Plan RN assessment and Ohio Home Care Waiver Services).  EVV is an electronic system that verifies when provider visits occur and documents the precise time services begin and end.
 
Although this does not currently apply to DD waiver services, we are being told that EVV will roll out in 2018-2019 for DD waivers.  You can learn more about EVV at Medicaid EVV.

HCDDS INFORMATION & REFERRAL TEAM

Currently, HCDDS has around 1200 people that receive SSA coordination from an Information and Referral SSA (I&R).  Historically, people receiving I&R services did not have on-going needs and as a result did not have a My Plan. 
 
As of 12/1/17, we are dissolving this team so that everyone receiving I&R will be assigned to an ongoing SSA.  It is anticipated, that all of these individuals will have a My Plan completed by June, 2018. 
NEW UI/MUI INITIAL INCIDENT FORM

HCDDS has developed a new UI/MUI Initial Incident Form and also Prevention Plan Form that we are making available to providers.  Although these forms are not required, it is comprehensive which should minimize the need for HCDDS to follow-up to request additional information/clarification.  Additionally, the Prevention Plan Form can be used to note trends and patterns and to request a My Plan revision based on this.

RATE INCREASES
The department is amending rule 5123:2-9-30 to increase the On-Site/On- call HPC rates to reflect the increases to Ohio's minimum wage (Link for New Rates).  This change will go into effect 1/1/18. 

 

Due to system delays at the state level, HCDDS is not able to begin adjusting PAWS until December 4.  Individuals that are nearing the end of their span and require a PA will be prioritized. Due to the volume, not all PAWS will be updated by 1/1/18 and some delay can be expected. HCDDS will complete these changes as soon as possible to prevent provider delays.

ENSURING THE SUITABILITY OF SERVICES & SERVICE SETTINGS RULE-5123:2-9-02
This PowerPoint was shared with providers at the November Provider Forum.  This rule captures suitable settings for HCBS waiver provision and also describes the settings in which a residency agreement must be provided. We are beginning to hear that providers are receiving citations for not having residency agreements in place for required settings.  As a reminder, 5123.165 prohibits an entity from providing HPC if the entity also provides the individual a residence. 
Following the presentation, clarification was received from DODD regarding Shared Living in a family-owned setting.  For individuals receiving Shared Living services in a family member's home, there is no need for a written lease or residency agreement.  
NURSING RULES-5123:2-6
House Bill 483 of the 131st General Assembly amended statutes governing performance of health-related activities and administration of medication via certification and nursing delegation to unlicensed persons who provide services to individuals with developmental disabilities (i.e., "developmental disabilities personnel").  Revisions to Chapter 5123:2-6 rules are necessary to align with amendments made to descriptions of service delivery settings where developmental disabilities personnel may perform health-related activities and administer medication and expansion of the health-related activities and medication administration that may be performed by developmental disabilities personnel. 
 
Due to the nature and scope of revisions being made, the Department is rescinding the seven existing rules and adopting seven new rules.  You can review the proposed changes here that will go into effect 1/1/18.
NURSING DELEGATION RATE
A new service, proposed to be effective early 2018, will allow for HPC and ADA providers to be reimbursed for nursing delegation. Maximum limit will be 10 hours of consultation per month across settings (ADA and HPC) and one assessment every 60 days.  This rate will be state funded. Anticipated date: February 2, 2018.

These trainings will be held at the HCDDS Support Center, 1520 Madison Road. They are designed to inform new independent and agency providers about Medicaid and waiver requirements and review tips for meeting compliance.  Please register by contacting [email protected].
