A very important bond election is taking place on August 25, 2018. This is the 2018 Harris County Flood Control Bond Program. T
he County has identified more than 150 potential projects as candidates for bond funding, organized by watershed. Per the Harris County Flood Control website "if voters approve the bonds, the bonds would be sold in increments over at least 10-15 years, as needed for the multiple phases of each project. The actual timing of individual projects will depend on a variety of factors including environmental permitting and right-of-way acquisition. Projects will be authorized individually for funding by Commissioners Court, based on recommendations by the Flood Control District."

Harris County Commissioner's Court will be voting on the final project list on Tuesday, August 14, 2018 at their regularly scheduled meeting. West Fork of the San Jacinto River Dredging Project
The dredging process has started with the preparation of the disposal material sites which can be seen on the map below. Once the disposal sites have been prepared appropriately the next steps will include assembling and installing pipes that will transfer the dredge material from the barges to the disposal sites. After the pipes have been assembled and dredges have been set up the dredging can begin which is expected to begin in late August.
Please keep in mind that the Army Corps of Engineers project is a very narrow scope and will not be the only dredge projected completed in our area. The City of Houston and Harris County Flood Control are working together on more extensive dredging for the West Fork/East Fork of the San Jacinto River as well as Lake Houston in addition to a plan for the interior channels, like Bens Branch. Local area agencies are working together on a multi-level approach to securing the Lake Houston Area from future flood threats. South Belt Ellington Chamber Annual Banquet
On Thursday, July 19, Council Member Martin and staff attended the South Belt Ellington Chamber of Commerce Annual Banquet.
This year's banquet featured Governor Greg Abbott and honored our South Belt Ellington Heroes of Harvey. Alongside Houston City Council Member Dwight Boykins, Council Member Martin awarded each Hero of Harvey with a certificate of special recognition.
Thank you to all that exhibited a deep sense of community and worked together to respond to the needs of the South Belt Ellington community during and post-Harvey. Our residents truly are what makes our city special.

LHACC Salute to Healthcare Luncheon
On July 24 the Lake Houston Area Chamber hosted their Salute to Healthcare Luncheon which honored a group of healthcare workers from the community. The finalists included Amanda Chappell, Jamie Bentley, Laurie Allen, Nikki Roux, Terry Vaughn, Ashley Adair, Dr. Kimberly Waaso and Dr. Polly Heil-Mealey. Amanda Chappell took home the award for Nurse of the Year, Laurie Allen was named Healthcare Professional of the Year, Terry Vaughn was named Non-Clinical Healthcare Professional of the Year, and Dr. PollyHeil-Mealey was named Physician of the Year.
Council Member Martin extends his gratitude to all the finalists and appreciates all they do for our community.

Clear Lake Area Chamber of Commerce General Membership Luncheon
On Wednesday, July 25, Council Member Martin and staff attended the July Clear Lake Area Chamber of Commerce Luncheon, featuring Texas General Land Office Commissioner George P. Bush. As always, it was a great opportunity to visit with Commissioner Bush, and for him to update the Clear Lake area on the progress being made since Hurricane Harvey.
During his presentation, Commissioner Bush mentioned his advocacy for the Coastal Spine, and encouraged all residents to get insured as we are in the midst of hurricane season.

BAHEP General Membership Luncheon
On Wednesday, July 25, Council Member Martin and staff attended the Bay Area Houston Economic Partnership General Membership Meeting. Houston District Engineer Quincy Allen educated the membership on the progress made and upcoming construction along Interstate 45 and Highway 146. Allen also mentioned potential improvements to be implemented along Highway 3/Galveston Road, from Brookglen Drive to the Harris/Galveston County line.

South Sector Road Improvement Projects
In the month of July, the City of Houston Public Works (HPW) Department completed two projects within District E.
In January 2018, HPW began a roadway pavement replacement between 2618 and 3000 Martinville Drive. The scope of work included the replacement of existing pavement with new asphalt concrete pavement as well as ditch regrading.
In June 2018, HPW began a panel replacement along El Dorado Boulevard, from El Camino Real to Torry Pines Road. The scope of work included the removal and replacement of identified deteriorated pavement sections of the existing roadway. Council Member Martin is proud to see the work completed prior to the beginning of the 2018-2019 school year.
Since being sworn into office, Council Member Martin has been contacted by the community about the condition of many roadways and has worked with HPW to implement long-term effective repairs. The goal of these efforts are to preserve as well as prolong the life of the road base while providing a smoother riding surface.

Lake Conroe and Lake Houston Temporary Flood Mitigation Plan
Lake Houston and Lake Conroe were built as and remain important parts of the City's drinking water system. Over 4 million Houstonians and residents in the greater Houston region rely on water provided by the City of Houston.
Hurricane Harvey deposited tremendous amounts of silt in the West Fork of the San Jacinto River. The silt physically changed the river's ability to safely pass water flows during storms and created need for a significant dredging project to restore the river's capacity.
The City of Houston, in partnership with the Coastal Water Authority, operates Lake Houston. The San Jacinto River Authority operates Lake Conroe. Together we have developed a temporary Joint Reservoir Operations Plan which will be in place until the US Army Corp of Engineers dredging project on the lower West Fork of the San Jacinto River is complete. The project is scheduled to begin this month and may take up to three years to complete.
The lakes will be operated with two different strategies.
LAKE CONROE
Lake Conroe is located upstream from Lake Houston and pre-releases before a storm run the risk of pushing water into Lake Houston, which is not desirable. Therefore, the San Jacinto River Authority will conduct temporary seasonal lowering of Lake Conroe. Lake Conroe has a normal water level of 201 feet.
Apr 1 - May 31 Lake Conroe will be reduced and maintained at 200 feet.
Aug 1 - Sep 30 Lake Conroe will be reduced and maintained at 199 feet.
After each temporary seasonal lowering, Lake Conroe will be restored to normal water level.
LAKE HOUSTON
Lake Houston, as the lowest lake on the river system, will be operated using a pre-release approach. Coastal Water Authority will conduct pre-storm releases from Lake Houston. Lake Houston has a normal pool elevation of 42.5 feet.
If the National Weather Service predicts greater than 3 inches of rain within the San Jacinto River basin in a 48-hour period, Coastal Water Authority will lower Lake Houston to 41.5 feet.

Update on TDEM Funds and LIDAR Study
The grant application for the Lake Houston Dam Spillway Improvement project (estimated $48.5 Million) was submitted to the Texas Division of Emergency Management (TDEM) for review on July 27, 2018. The proposed project will install 10 tainter gates which will supplement the existing outlet works, thereby enabling the rapid lowering of the water level and providing additional storm water runoff storage capacity. The project will further reduce dam structural risks associated with elevated lake levels within the lake as well. The construction of the dam is expected to benefit residential communities and two wastewater treatment plants previously affected by flooding.
The Light Detection and Ranging (LIDAR) study has been completed by the Army Corp of Engineers and the City's Resiliency Office has acquired the data and are in the process of reviewing the data as it relates to additional efforts in the West Fork San Jacinto and tributaries.

Meadowcreek Village Civic Club Meeting
The Meadowcreek Village Civic Club has invited an Insurance Specialist from Federal Emergency Management Agency (FEMA) to speak to the community at their next meeting, Thursday, August 9 at 6:30 at the Meadowcreek Village Community Center, 5333 Berry Creek. The Meadowcreek Village Civic Club would like to extend the invitation to nearby residents in the Oak Meadows and Meadowbrook areas to attend and benefit from the presentation.

Mayor's Back 2 School Fest
The Mayor's Back to School Event 2018 will be Saturday August 11.
This event is designed to help economically disadvantaged Houston- area elementary school students and their families as they prepare to return to school. With the help of many great partners and sponsors, backpacks, school supplies, health screenings, immunizations, and social service resources are provided to thousands of students, free of charge.

First Responders Back to School Bash in Kingwood
Council Member Martin encourages all Kingwood residents to attend the First Responders Back to School Bash which will be held on August 16 from 4:00 p.m. - 7:00 p.m. in River Grove Park. It's a great way to interact with local law enforcement, and celebrate the end of summer before School starts!

Mayor Turner Announces Creation of Economic Development Subcommittee on Education
The Subcommittee on Education will uphold the Economic Development Committee's mission to build prosperity through job creation and business and trade opportunities.
The subcommittee will enact policy, funding and public awareness initiatives to ensure all Houstonians are equipped for the workforce. It also will work with educational communities across the city to further develop the necessary skill sets for Houston's industries.
Mayor Turner believes Houston is a city where all young people should be provided with the tools and resources they need to be successful. By creating opportunities for all, Houston will continue to be positioned as a global leader.
District H Council Member Karla Cisneros will serve as the subcommittee's chairwoman.
Other subcommittee members include District K Council Member Martha Castex-Tatum (vice chair), District E Council Member Dave Martin, At-Large Position 2 Council Member David Robinson, At-Large Position 4 Council Member Amanda Edwards and District D Council Member Dwight Boykins.
The subcommittee will hold its first weekly public meeting at 2 p.m. Wednesday, August 8. at Houston City Hall.
Rice University's Dr. Stephen L. Klineberg, founding-director of the Kinder Institute for Urban Research and Professor of Sociology, is scheduled to speak.
