NRPC Governance Changes Proposed
Proposal Includes Creation of a Transportation Policy Board and a New Nonprofit
The NRPC is proposing amendments to its bylaws to bring its governance practices into greater consistency with Federal Highway Administration and Federal Transit Authority requirements. Under federal law, NRPC is the designated Metropolitan Planning Organization (MPO) for the Nashua Urbanized Area (UZA). As a result of the 2010 Census, the NRPC/MPO also became a Transportation Management Area (TMA). A TMA is an MPO with more than 200,000 people. MPOs that are also TMAs are required to have certain state and federal representatives on their governing boards along with representatives from public transit agencies. The proposed bylaws changes would create a separate MPO Policy Board responsible for transportation issues that would include all NRPC commissioners as well as representatives from NHDOT, NHDES, the Nashua Transit System and the Souhegan Valley Transportation Collaborative (SVTC). Regular NRPC business would continue to be governed solely by local community appointed commissioners. In addition, NRPC is proposing the formation of an affiliated nonprofit 501(c)(3) corporation to gain access to grants from private foundations.

These proposed changes will be on the next NRPC Commission meeting agenda on June 17 at 7pm. For more information, contact Jay Minkarah at jaym@nashuarpc.org.
