FY 2021 Operating Budget Forums

Montgomery County Executive Marc Elrich is holding the first of five budget forums to seek input from residents about Fiscal Year 2021 (FY20) Operating Budget priorities. The Mid-County Budget Forum will be held Monday, October 7th at 7:00 p.m. at the new Wheaton Library and Community Recreation Center, 11701 Georgia Avenue, Wheaton, MD 20902. Burtonsville Placemaking Festival

Montgomery College Lifelong Learning Institute (LLI) Fall Registration 

flexibility through daytime, evening, and weekend courses at multiple Montgomery County locations. Individuals ages 60 and over pay fees only; tuition is waived. Free Off-Season Tax Preparation

The Community Action Agency's Volunteer Income Tax Assistance (VITA) partnership, part of the Department of Health and Human Services, offers off-season tax preparation for prior year and amended taxes (2016-2018) through October 30.  VITA's free tax preparation services are for Montgomery County residents only. To qualify, residents must have incomes of less than $55,000. Click here for more information.

Fight Acts of Hate and Bias

Communities United Against Hate (CUAH) is launching a year-long training series to engage the public around the issue of hate crimes and bias related incidents. The series is free and will feature quarterly themed modules addressing different aspects of hate and bias. Each module will culminate in a town hall, bringing together attendees, policy-makers, and other stakeholders to discuss key takeaways. For more information, click here.

Japanese University Students Visit Montgomery County
Kingfisher Global Leadership participants, Study Circle staff, and Liberty's Promise students

Ten Japanese university students visited Montgomery County on September 11 to learn about the County's immigrant integration strategies. The Kingfisher Global Leadership Program participants were given an overview of the County's demographics and strategies for immigrant integration by the director of the Office of Community Partnerships; visited Summit Hill Elementary School to learn about Linkages to Learning, a nationally recognized, holistic program that helps elevate multigenerational families from poverty; and experienced MCPS' Study Circles Program, which provides opportunities for effective dialogue and action to discuss topics -- such as race -- that are often uncomfortable. Liberty's Promise students from Kennedy High School joined the discussion. The group of students is touring the United States for two weeks to learn best practices to prepare themselves to be global leaders.

Montgomery County Welcomes You!


In celebration of National Welcoming Week, the Gilchrist Immigrant Resource Center worked with County residents to make a "welcoming mural." The Center shared this activity at FutureFest in Silver Spring on September 15 and at the Friendship Picnic in Wheaton on September 22. The families and individuals depicted in the banner truly believe Montgomery County is a welcoming community, affirming that diversity makes our community a better place to live for everyone.

OCTOBER WORKSHOPS AND INFORMATION SESSIONS

> Free Citizenship Application Workshop hosted by Asian Pacific American Legal Resource Center  (ALPALRC)

APALRC will host a free, Citizenship Application Workshop on Saturday, October 5th from 11:00 a.m. to 2:30 p.m. at the Gaithersburg Regional Library. At this workshop, attendees can expect to receive free one-on-one assistance in completing the paperwork to apply for naturalization/ U.S. citizenship. This workshop is free and open to all regardless of country of origin or nationality. Assistance with Fee Waiver, Reduced Fee, and Medical Exception applications also will be provided, as applicable. We encourage everyone who is interested in attending this workshop to register in advance either online or by calling 202-706-7135.

> Free Legal Services Provided by Pro Bono Program
  • The Pro Bono Program provides FREE LEGAL SERVICES to low-income county residents in civil cases. The Pro Bono Program provides two means for residents to receive free services - at a legal advice clinic or through the client intake line for referral to an attorney volunteer for direct representation. Individual circumstances may vary and in some cases the program may not be able to assist everyone
     
  • The Montgomery County Maryland Bar Foundation Pro Bono Program Legal Clinics meet twice a month throughout Montgomery County. Each clinic is staffed by attorneys versed in different areas of practice including Immigration.

Montgomery College (MC) provides FREE citizenship preparation classes throughout Montgomery County, including locations in Rockville, Silver Spring, and Wheaton. Do you provide services to Maryland victims of crime? Do you ever need a spoken or sign interpreter to communicate with the victims whom you serve? The Language Access Program at Ayuda can provide you with professionally trained, trauma-informed interpreters at no cost (because of funding from the Maryland Governor's Office of Crime Control and Prevention). > Financial Assistance for Citizenship Application Fees offered by CASA
CASA, in partnership with Montgomery County, is offering financial assistance to those who are eligible to apply for citizenship but cannot afford to pay the application fee. Residents of Montgomery County who earn less than 300% of the federal poverty guideline may qualify for a scholarship in the amount of $150 or $300 to help pay the application filing fee. Interested applicants should call (240) 560-2272 for more information.  Flyers are available in English and Spanish .  Note: Low-income individuals seeking to apply for citizenship may also be eligible for a fee waiver or reduced fee through USCIS.

Plan a Collection Drive for Community Service Month

It's Montgomery County's annual Community Service Month (and, through October 10, Maryland's "Day to Serve")--an excellent time to rally your coworkers, neighbors, classmates, or other like-minded individuals to work together to collect specific types of items for nonprofits and government agencies that serve our community.

Several local organizations are recruiting groups (and individuals) to collect food for those in need, including Bethesda Cares, Women Who Care Ministries, Catholic Charities, and Interfaith Works. In addition, there are many opportunities to collect a variety of other needed goods. These include collecting toiletries and other hygiene items for Silver Spring Christian Reformed Church, cat food for the Montgomery County Community Cat Coalition, sports equipment for Leveling the Playing Field, and move-in kits for those transitioning out of homelessness for the Montgomery County Coalition for the Homeless

Find additional collection drive needs by searching the Montgomery County Volunteer Center's website for volunteer opportunities by filtering for opportunities that match the " Collection Drive" interest area. Or, if you'd like to develop your own collection drive, reach out to organizations that serve a cause important to you to learn about items they may need. Search for organizations by using the Cause filter to find those devoted to issues such as "Basic Needs/Food/Shelter,"  "Veterans/Military," or "Animal Welfare." 
AFRICAN COMMUNITY
African Diaspora Entrepreneurship Summit
 
#AfDES2019 is hosted by a coalition of local African diaspora community partners, led by Immigrant Community Services and the African Affairs Advisory Group. The summit targets potential entrepreneurs in ideation, entrepreneurs whose businesses are already set up and running, venture capitalists looking to fund startups and small businesses, technical experts and subject matter experts, technologists/creative innovators in need of a platform to share, collaborate and get assistance and lastly, service providers with entrepreneurship solutions. This event seeks to encourage entrepreneurship among the Pan-African community by offering entrepreneurs funding and business resources that are vital in starting, growing or expanding their businesses. The 10th Pan African Festival Celebration, held on September 21st, brought hundreds of people together for an afternoon of fun, learning and African cultural experiences. Thanks to the Panafest organizers for their remarkable work and to Montgomery County Executive Marc Elrich and the Office of Community Partnership for their support. Thanks also go to the Mayor of Gondar, Ethiopia and his delegation, Council members Wil Jawando and Craig Rice, County police, vendors, performers and the community at large. Kudos to the All Cameroonian Culture Development Fund (ACCDF) and the African Affairs Advisory Group (AAAG) for a job well done.

Golf Tournament Benefits Alpha Scholarship Fund




On September 6th, the Montgomery County Chapter of Alpha Phi Alpha, Fraternity, Inc. (IUL), hosted its First Annual Alpha Open Golf Tournament.  The tournament served as an opportunity to support the Alpha Scholarship Endowment Fund (ASEF), and fellowship among Alpha brothers, friends, and family at Bretton Woods Golf Course.  

Aging Information Exchange Summit

The African American Health Program invites you to the AAHP's 2019 Aging Information Exchange Summit. The summit will take place on October 10, 2019 from 10:00 a.m. to 2:00 p.m. at the Silver Spring Civic Center. The purpose is to inform, educate, and motivate AAHP's aging populations to become more familiar with services and resources to support living in place and avoiding the disruption of families. 400 Years of Slavery
On September 10th, Councilmember Will Jawando presented a proclamation on behalf of the County Council marking 400 years since the first enslaved Africans arrived in the United States. In late August of 1619, a ship carrying 20 enslaved Africans arrived in present-day Hampton, Virginia, marking the beginning of more than three centuries of brutal and dehumanizing chattel slavery in the United States. More than 12.5 million Africans were captured, sold and transported to the Americas during that time.

USA 2020 Census. I Need to Know...

On Wednesday, October 30th at 6:30 p.m., CAAG will host a discussion titled: "USA 2020 Census. I Need to Know..." This event will be held at the Civic Building in Silver Spring and led by staff from the Census Bureau and Office of Community Partnerships. The discussion will provide up-to-date information about the census, highlight the importance of residents participating in the census, and answer questions .
LATIN AMERICAN COMMUNITY
Hispanic Heritage Month Summary 

As Hispanic Heritage month comes to a close, the Office of Community Partnerships has been busy attending various events across the County, celebrating the diverse Latino community. Montgomery County Executive Marc Elrich presented a proclamation at the well-attended Festival Salvadoreñisimo at the Montgomery County Fairgrounds on September 15th. The Executive addressed the 6000-strong crowd on the Salvadoran Day of Independence, as the event highlighted the County's Salvadoran diaspora and its music, food, and culture. The Office of Community Partnerships seized the opportunity to emphasize the importance of the Census 2020, and in a partnership with the local Spanish-language TV channel Telemundo, provided Census information in Spanish to hundreds of attendees. 

The American Film Institute's (AFI) Latin American Film Festival will end on October 2nd this year, and in commemoration of the AFI's 30th anniversary hosting this very popular film festival, a proclamation will be presented on behalf of the County Executive before the world premiere of the film "Days of Light." 

Latin American Advisory Group (LAAG) 

The County Executive's Latin American Advisory Group, in partnership with the Hispanic Employees Association, will be hosting a gathering with CountyStat to learn more about the new administration's outcome-based benchmarking and measures. The gathering will provide an important overview to learn more about this new process for measuring departmental and programmatic effectiveness, and establish a path for future measure of the community's welfare within the County Executive's seven priority areas. On Saturday, October 19th, the LAAG will be hosting the Latino Community Workshop, convening Latino community leaders and advocates in the seven priority areas, as outlined by County Executive Elrich. The workshop aims to gather actionable recommendations regarding each of the areas, as experienced by the Latino community of Montgomery County. The recommendations will be made to the County Executive and his administration later in the year.

On Saturday, October 5th, MEAAG is sponsoring a food drive outside Dawson's Market at Rockville Town Square from 2:00 p.m. to 6:00 p.m. The event is a partnership with Mid-County United Ministries (MUM) and The Governor's Commission on Middle Eastern American Affairs. As MEAAG's "Maryland Day to Serve," the goal is to collect at least 500 pounds of food for MUM to distribute to the most needy residents of Montgomery County. Please stop by and help out! > Montgomery County Unity Walk  -- The Montgomery Unity Walk on the "Highway to Heaven" 
  (otherwise known as New Hampshire Avenue) is returning on Sunday, October 13, beginning at 
  Blake High School. There will be a resource fair at 1:00 p.m. and an opening ceremony at 2:00 p.m., 
  followed by walking and riding buses together to visit houses of worship representing different faith 
  traditions. 

> Gun Violence and Houses of Worship -- Pierre Thomas, chief justice correspondent for ABC News, 
   will lead a multi-faceted discussion with survivors and supporters.  Wednesday, October 23 at 
   7:00 p.m.  at the  Washington National Cathedral.

Updates

The Ethiopian Festival drew thousands of attendees and included diplomats from the Ethiopian Embassy as well as Ethiopian Orthodox Priests. County Executive Marc Elrich presented a proclamation from the County Council and his office. Councilmember Craig Rice presented a painting of our Sister City, Gondar, Ethiopia, which was given by the Mayor of Gondar to the Montgomery County delegation that visited there this past January. It was then taken for public viewing at the Silver Spring Civic Building. 


Mayor Tekeba Tebabal, of our Ethiopian Sister City of Gondor, and Dr. Asrat, President of Gondar University, were among the delegation visiting Montgomery County from September 15-21. The visit focused on strengthening joint projects with Montgomery College, MCPS, and Montgomery County Government. The Mansfield Kaseman Health Clinic was honored to host the delegation. 

The farewell dinner at the Ertale Ethiopian Resturant, sponsored by the Ethiopian Chamber of Commerce and the Ethiopian SIster Cities Committee, included County Executive Marc Elrich, Councilmembers Craig Rice (who headed the delegation to Ethiopia last January) and Will Jawando, Josephine Garnem, Yasin Yiman, Tracy Dixon, Daniel Koroma, Harriet Shangarai, Eric and Mirchaye Rasch, and Bruce Adams.


The 14th Interfaith Unity Walk drew hundreds to an opening ceremony at Washington Hebrew Congregation on September 8. The program featured Archbishop Wilton Gregory, Rabbi Bruce Lustig, Rev. Cornell Brooks, Rabbi Gerry Serotta, Symi Rom-Rymer, Kol Sasson, a Jewish a cappella group, and children representing different faith communities. 

Houses of worship along Massachusetts Avenue included the Embassy Church, Sikh Gurdwara, St. Sophia Greek Orthodox Cathedral, Community of Christ Church, Buddhist Cultural Center, St. Nicholas Cathedral, Apostolic Nunciature of the Holy See, and the Islamic Center of Washington. Remarks were delivered by Brother Abbas, Rabbi Serotta and Rev. Kaseman.

At the Mahatma Gandhi Memorial, a commemorative ceremony was held in honor of the 150th anniversary of Gandhi's birth. Dr. Natwar Gandhi and Imam Dr. M. Shareef addressed its significance. Bruce Adams and Rev. Kaseman were invited to make brief remarks. and Rabbi Serotta, Executive Director of the Interfaith Conference of Metropolitan Washington, concluded the event.


The 7th Annual Friendship Picnic was a grand success thanks to partnerships with ten government, nonprofit and faith communities, beautiful weather, and a throng of people celebrating diverse cultures and faiths. Two thousand Halal, Kosher and traditional meals were served within the first two hours, a record number of booths featured a wide range of community services, children's activities abounded and musical performances  encouraged people to reach out across all lines of difference to celebrate our essential unity. 

County Executive Marc Elrich addressed the crowd, followed by Rachel Peric, the Executive Director of Welcoming America, who spoke about the participation of ethnic and faith communities in the Annual National Welcoming America Week. The Faith Community Advisory Council, Interfaith Works, Cedar Lane UU Church, Pride Center and Gilchrist Immigrant Resource Center were among the vendors intent in creating a more inclusive, equitable, and resilient Montgomery County. 
SISTER CITIES
Gondar Committee Hosts Ethiopian Delegation 
 

County Executive Marc Elrich welcomed a delegation from Gondar led by Dr. Muluken Adane on September 15th. The delegation enjoyed a full schedule for six days that included tours and speaking engagements in Montgomery County and Washington, D.C. They also visited with County Councilmembers and Montgomery County Department heads to observe best practices and logistics in recycling, education and environmental protection. A visit to Montgomery College focused on ways to continue to build engagement with the Ethiopian diaspora in the community and best practices in higher education.
