Executive Director Notes

Well, I made it through my first regular board meeting! We had a robust discussion and heard an informative presentation from Azavar. The presentation is here: Automation in Local Government. Thank you to Yorkville for hosting. Thanks for your continued patience and kindness during my ongoing transition. In the office, we are constantly looking for ways to make Metro West more meaningful for you from invoicing to meeting content. Please always feel free to reach out to me with thoughts and ideas. We are in this together!

Members meet to discuss Cannabis Regulation at our first
Lunch and Learn program.

 The September Board Meeting took place at Lakeview Grill in Yorkville
and was well attended.
Metropolitan Mayors Caucus
The MMC has put together a Census 2020 Peer Advisory group to help with resources in the census. Here is a resource page. Our next call will be on October 28 at 1pm. If anyone is interested in being on the call, please let me know and I will send you contact information.


CMAP Update

CMAP has created a tool on their homepage for specific project amounts from the capitol plan legislation passed in May. Here is an abbreviated version that lists projects within Metro West. Note: does not include county, DCEO or any agency initiatives or grants.

The following 12 resolutions were passed at the IML Conference this year. This will help with advocacy at the state and federal level:
  • Congratulating IML President Michael J. Inman for His Leadership of the Illinois Municipal League in 2018 and 2019
  • Urging the General Assembly and Governor Pass and Enact Public Safety Pension Fund Reform and Consolidation into Law
  • Urging the General Assembly and Governor to Oppose Cuts to Shared Revenue Sources and Restore Full and Consistent Funding of all Local Revenues
  • Support of Protecting Local Authority
  • Urging the Illinois Municipal League's Involvement in the Property Tax Relief Task Force
  • Urging all Illinoisans to Accurately Respond to the 2020 United States Census to Ensure that Municipalities are Properly Represented
  • Urging the General Assembly to Pass a Reasonable Lead Service Line Replacement Law that Includes Attached Capital for Implementation
  • Urging the Illinois Congressional Delegation to Support H.R. 530 and S. 2012, Protecting Local Authority to Regulate Small Cell Wireless Facilities
  • Directing Illinois Municipal League Staff to Monitor the Activities of Influential Policy Organizations
  • Urging the General Assembly to Allow Voters to Consider Expanding Home Rule Eligibility
  • Urging the Illinois Congressional Delegation and the United States Congress to Pass a Capital Infrastructure Program
  • Encouraging the Inclusion of Municipal Representation in Federal Decision Making 
 
The Governor's Property Tax Relief Task Force has been meeting in subcommittees this past month. Of interest is Local Pensions, PTELL, TIF and school funding subcommittees. We have several Metro West representatives on the task force but no recommendations have been produced at this time.


Legislative Corner

This month we head back to Springfield
for veto session on October 28-30. I don't anticipate too many surprises.
The Governor only vetoed a few bills so I expect work to continue on clean up language from recreational cannabis and a few other bills that didn't make it to the last days of regular session. We are still waiting for information on the appropriations for the capitol plan dollars as well. Stay tuned.
 
Federal Level

I attended a ribbon cutting for the largest school district solar project in the state. Congresswoman Lauren Underwood spoke about the great example the school is setting for other local taxing bodies to save money. Over the next 20 years, the district will save $4.2 million dollars and be 80% solar powered. I also attended the ComEd Large Customer and Municipal Event in Oak Brook where they spoke of the future of solar as well.

Our next board meeting is our  Annual Meeting and Business Partner Appreciation Dinner on Thursday, October 24th at Two Brothers Roundhouse in Aurora. We will have our regular board member meeting before the Appreciation Dinner. Invitations were mailed this week and we would appreciate your RSVP by October 18th. Hope to see you all there!

The November meeting will be hosted by President Curtis in Maple Park.
