Pro-Life Bills Move Forward at Capitol

"
T oday, important pro-life bills in Louisiana Right to Life's 2016 Legislative Package moved forward in the Louisiana Legislature. 
 
This morning, HB 606 and HB 1081, passed the Senate Health and Welfare Committee. HB 1019 and HB 851 were scheduled for today's hearing but have been moved to next week due to lack of time in today's committee hearing. In addition, HB 386 unanimously passed it's House concurrence vote. SB 33 is on the House calendar for debate this afternoon.

* HB 386, authored by Rep. Frank Hoffmann (R-West Monroe), would increase the current time for reflection between pre-abortion counseling and the actual abortion procedure from 24 hours to 72 hours.
   
Louisiana Right to Life Legislative Director Deanna Wallace said, "We are pleased that HB 386 won House concurrence today and is heading to Governor Edwards for his signature. This important bill empowers women considering abortion with additional reflection time before an abortion so women can consider their options more effectively. Not only would this protect women from future emotional and psychological harm, but it would give victims of coercion and violence more time to reach out for help before being forced into an abortion they do not want."
   
* HB 606, authored by Hoffman and initiated by Gov. John Bel Edwards, was approved by the Senate Health and Welfare Committee after a lengthy hearing. HB 606 ensures that businesses and organizations that perform abortions cannot receive taxpayer dollars, even for other purposes. Gov. Edward's chief of staff Ben Nevers testified in support of the legislation.   
 
Benjamin Clapper, Executive Director of Louisiana Right to Life, said, "Businesses that sell abortions, like Planned Parenthood Gulf Coast plans to do at the facility under construction in New Orleans, should never receive the tax dollars of American citizens. We are glad that the Senate Health and Welfare Committee agreed with this core principle and passed HB 606. We look forward to HB 606 receiving a positive vote on the Senate floor next week."  
 
* HB 1081, authored by Rep. Mike Johnson, was approved by the Senate Health and Welfare Committee. HB 1081 would protect unborn babies by ending the brutal practice of dismemberment abortion in Louisiana. A dismemberment abortion, a subset of D&E abortions, is a second trimester abortion method where the abortionist uses forceps to seize and tear body parts from a live, unborn child.

"Every year in our state, over 1,000 living unborn babies are killed through the procedure known as dismemberment abortion," Clapper said, "the Unborn Child Protection From Dismemberment Act ensures that this barbaric procedure will not happen again in Louisiana. We look forward to this legislation achieving final passage in the Senate."
