STATE DELAYS BANK PROJECT
COLONY BANK MUST REVISE DESIGN PLANS FOR OLD ICE HOUSE/MARKET BUILDING
By FRANK SAYLES JR.
Tifton Grapevine
The state is requiring Colony Bank to totally redesign the exterior of its proposed new bank building on Tifton's Second Street to "be compatible with the historic district," says the Ga. Department of Natural Resources' Historic Preservation Division.
"We must go by their guidelines," Bill Marsh, Colony Bank president in Tifton, told the Tifton Grapevine. "It's not a dead deal; we're not completely starting from scratch."
|
Current building
|
Colony Bank wants to raze the old ice house/market on the corner of Second Street and Central Avenue and had intended to build a structure incorporating elements of the old building, such as the light tower and the curved block glass window. The Tifton Historic Preservation Commission OK'd the plans in May, applauding the bank for striving to maintain the look of the old building.
|
Proposed building that DNR nixed
|
But the state DNR put the brakes on that.
"Under the state guidelines, we can't go back and make it look like the market building," Marsh says. "They said that If you're going to go back and mimic the existing building, why tear it down?"
Marsh says the state is involved because the bank is part of the FDIC -- Federal Deposit Insurance Corp. -- and because the old ice house/market building is downtown and on the National Register of Historic Places.
"What we do on a local level is irrelevant " regarding local approvals, Marsh says. "They trump all of that. ... The state said if we built the building based on our current plans, it

would stand out. It would take away from the historic esthetics of downtown. "
When contacted, the state DNR's Historic Preservation Division responded to the Tifton Grapevine with a written statement:
"A draft Memorandum of Agreement for this project, drafted by the Federal Deposit Insurance Corporation with input from Colony Bank and our office, is currently under review," writes Dr. Karen Anderson-Cordova, program manager for environmental review and preservation planning for the DNR division.
"One of the requirements proposed in the Memorandum of Agreement is that the design of the new building be compatible with the historic district and that our office be given the
opportunity to review the new design prior to construction. At this time, the MOA is still a draft and has not been finalized. Colony Bank is reviewing the draft MOA, and once all parties agree to the terms and sign the agreement, the FDIC will file it with the Advisory Council on Historic Preservation and the project can proceed under the parameters of what is finally agreed upon in the MOA," she writes.
Colony Bank is hoping to get the MOA approved in "just a few more weeks," Marsh says.
He adds that some of the state's "rules are completely outdated; their regulations are very much not business friendly," such as their restrictions about where parking will be allowed.

'THINK TIFTON!'
ATLANTA SINGER-SONGWRITER PENS TUNE
NAMED FOR FRIENDLY CITY
|
The Sunset District - 'Think Tifton!'
|
This has been a popular year for indie-rock bands in Atlanta to write and record songs with "Tifton" in their titles. This past summer, the Tifton
Grapevine shared the band Brother Hawk's song,
"Midnight in Tifton," and we did an interview with the band's leader/singer/songwriter about the song's background.
And now, just a few days ago, John McNicholas of the band The Sunset District, released a new song online, "Think Tifton!" The Tifton Grapevine asked him about the song' origins and the accompanying video: "I participate in a songwriting group on Facebook called Theme Music and every week the organizer of the group comes up with some rules for the next songwriting exercise.

A few weeks ago the theme was to cover a song, or write an original song that had a '!' in the title," McNicholas says. "I have family down in St. Petersburg, Fla., and I make regular trips every six weeks or so and we always stop in Tifton, which is close to half-way, and gas up, get some coffee and grab something to eat. For the last seven years or so, it's been a great little stop."
He says that "a few weeks ago, while I was driving home to Atlanta, I'm thinking, I need to get working on my song for this week. I asked my girlfriend for some title suggestions, and we just happened to be stopping in Tifton, Ga., at the time for gas and coffee, and it just so happens that there was a giant billboard that said 'Think Tifton!' directly in front of us. I laughed. I said, "No... no way." And then I came home and wrote the song."
McNicholas says the video is "just some old video off of Archive.org." It apparently dates from the 1970s.
By the way, McNicholas adds, "Love your town."
