   In just about a week from now we will be hosting a very special seminar in the Silicon Valley region where the topic of discussion will focus on how your ministry can continue to exercise its religious liberties in hiring and operational practices. Our speaker is a highly respected Christian attorney who is dedicated to helping churches and ministries operate within the law, while remaining free to run their ministries on biblical principles.    As usual, we have noted in this month's newsletter a number of helpful articles. Pay attention to the article about pending changes to the health care plans. We are hearing from several sources that medical insurance premiums will see a steep rise in 2016 .

 Helpful Hints to Justify
Your Program Budget
A solid budget is an essential ingredient for winning approval from "the powers above" for your special programs (often translated in churches and ministries to mean "fee based" activities).  Whether you are planning for a short-term missions trip, youth outreach program, annual retreat, or trying to justify migrating to a new software platform for managing your database and accounting needs, most people understand the principle that the budget must be reasonable (e.g. appropriate to support the proposed work) and that it must add up (and across and down).  But even a reasonable, accurate budget can fail to be approved... Health Care Plan News
Grand-mothered Policies - Last year, groups were allowed to renew September to December to hold their non-ACA compliant medical plans for another year. This year, these policies will be forced to renew into ACA Compliant plans as of December 31st 2015. Now is the time to give your insurance broker a call to discuss the potential financial impact of moving to an ACA compliant plan, so you can be prepared for your renewal. In general, rates are expected to continue to rise between now and the end of the year, so the sooner you renew the better the likelihood of receiving lower rates. One point of interest, companies renewing with HealthNet SmartCare HMO are reporting substantial increases in premiums (up to 100%). Aetna is also announcing significant increases in premiums beginning in October of 2015.
FBAR Deadline Moves Up
Three Months to April 15
   On Friday, July 31, 2015, President Barack Obama signed HR 3236, the "Surface Transportation and Veterans Health Care Choice Improvement Act of 2015"  (the "Act"). There were a number of important tax compliance issues included in the Bill. The Act modifies the extended six-year statute of limitations applicable to understatements of income, changes the due dates for certain tax returns, requires additional information to be included in mortgage information statements, and requires consistent basis reporting for estates and estate beneficiaries. These new tax return due dates apply to tax returns for tax years beginning after Dec. 31, 2015.

   The Department of Labor (DOL) recently announced the highly anticipated proposed federal overtime rules under the Fair Labor Standard Act (FLSA), coming more than a year after President Obama directed the Secretary of Labor to begin creating new federal overtime rules.
    Before the proposed changes were announced, many employers did not need to worry too much about the FLSA. Why? Because issues covered by the FLSA are also covered by their state laws, and in most cases, contain similar or more favorable conditions for employees. (Note: when both state and federal law govern the same issue, you follow the law more favorable to the employee). Thus, employees working in California are generally governed by California overtime laws, which are the most favorable to them. In Nevada, employment law relies heavily on the federal regulations. But all this may change...
