President's Message
My fellow members, 

I would like to thank all of you that attended the 56th Annual Municipal Seminar in Indian Wells. Having the support of my peers, family and friends as I took the oath of office as the President of the California Contract Cities Association was a highlight of my political career I will not soon forget. The lessons we learned and the camaraderie shared at the many social engagements of the conference no doubt created lasting memories for all. 

But now, its time to get down to business. To kick off my tenure in office the Board of Directors will host a strategic planning session to outline goals and objectives for the coming year. One of the initiatives I plan to champion is the establishment of a Marketing and Communications Committee. This committee will be charged with establishing the organization's brand, finding proactive ways to tell our story and expand our reach and influence. 

Members interested in joining the Marketing and Communications Committee should contact the Contract Cities staff at 562.622.5533. I would encourage every member to consider joining one of the many committees the organization has established over the years. For a complete list of committees click here.

As we continue to grow and build on prior successes, please feel free to reach out to me or staff with any innovative ideas or thoughts for the coming year. After all, the collective whole is greater than the sum of its parts, and I believe together we can take this organization to the next level.

Legislative Update
SB 16 (Beall D) Transportation Funding 

This bill would create a new Road Maintenance and Rehabilitation Program to address deferred maintenance on the State highway system and local streets. This program would be funded by a $0.10 per gallon increase to the gas tax and $35 annual increase in vehicle registration fees. The bill also implements a new $100 registration fee for zero-emission motor vehicles. 

The California Contract Cities Association Supports this bill, as it will provide much needed funding for repair and maintenance of our roads.

Stormwater, Urban Runoff, Capture and Use - The Wave of the Future
The earliest settlers in Southern California relied on cisterns to collect and use rain water. Beginning in the early 1900s, Los Angeles County Flood Control planners designed flood control protections that had the added benefit of capturing and using rain water. Over the years, they designed and constructed 15 major dams in the local mountains and 27 spreading basins throughout the region, where captured stormwater can percolate and recharge our groundwater supplies. In wet years, active spreading, stormwater capture, and imported water recharges as much as 400,000 acre-feet of water in the San Gabriel River watershed alone. Click here to read more.

Walmart has been a proud member of CCCA for over 4 years. Across California, Walmart stores have far-reaching beneficial economic impacts in the communities they serve by providing good jobs, doing business with local suppliers and contributing key sales tax revenue to the City. 

Walmart currently operates 302 retail units in California, which employ over 81,000 associates statewide and support over 186,000 supplier jobs. 

Our average wage for regular, full-time hourly associates in California is $13.32. And we are proud that 75% of our store management teams started as hourly associates. 

In FYE 2015, we paid $292.5 million to the state in taxes and fees.
