According to a recently released report, children have claimed a shrinking share of Colorado's total budget since the 2009-10 fiscal year, despite a growing child population and increasing child poverty rates.

The Denver Post: Arveschoug-Bird: Back together again?
The Arveschoug-Bird limit, so named after its Republican sponsors in 1991, limited growth in the state's general fund to 6 percent a year. Anything above that limit would go for road and capital construction needs.

Education News Colorado: Better budget news but still a struggle
December's improved state revenue forecast was good news for the state's school districts but as Jefferson County school board members heard Thursday night, the financial strains are far from over.

The Denver Post: Denver Health settles whistle-blower's case accusing it of overbilling Medicare/Medicaid for $6.3 million
The state attorney general's office, which helped in the investigation, said the settlement is the largest with a metro-area hospital in at least eight years.

Colorado House Republicans lifted the curtain Thursday on the agenda for regulatory reform that they intend to push during the legislative session that begins next week. ... Senate Democrats' intend to run legislation that would prohibit discrimination in hiring against applicants with bad credit, promoting recycling of electronic equipment and expanding access to business loans. The Senate Democrats' first bill would give preference to Colorado goods and services in the state bidding process.

Bloomberg News: Unemployment Falls to 8.5% as U.S. Adds 200K Jobs
U.S. employers added more workers to payrolls than forecast in December and the jobless rate declined to an almost three-year low, showing that the labor market gained momentum heading into 2012.
