Greetings from Olsson Associates

In this month's issue, we have a handful of articles I'm hoping you will find interesting and beneficial. We have two articles dedicated to compliance: guidelines for greenhouse gas reporting for oil and gas entities, and the other is EPA-regulation compliance for municipal generators.

You may not know "Wyatt Earp" Popp in our Grand Junction office, but you'll get introduced to him and learn about his life on the Western Slope this month, too. Then, we'll take you to Springfield, Missouri, to read about our work with one of Springfield's most visited parks and gain some insight into the work our water resources team is performing there.

If you have questions or would like more information about the content of this e-newsletter or our services, don't hesitate to give me a call.

Diving in Head First to Meet Greenhouse Gas Reporting Deadlines

By Nathan Knell, Air Quality Permitting and Compliance, Denver Office

When the U.S. Environmental Protection Agency (EPA) promulgated 40 CFR Part 98, Mandatory Greenhouse Gas Reporting in October 2009, implementing Subpart W, Petroleum and Natural Gas Systems was postponed. With the recent passing of Subpart W on November 8, 2010, and an effective date of January 1, 2011, oil and gas companies are facing a daunting workload with complex monitoring, recordkeeping requirements, and tight compliance deadlines. Olsson Associates can help navigate a quick turnaround to effectively meet these deadlines.

"Facilities" must report GHG emissions if they meet the definition of one of Subpart W's identified industry segments and emit 25,000 metric tons of carbon dioxide equivalent (MT CO2e) or more per year in combined GHG emissions. The industry segments include the following:

Wyatt Popp's Westward Move to Grand Junction Predestined at Birth

Perhaps Wyatt moved from Olsson's metro-Denver office to the office in Grand Junction because he liked the idea of living in a smaller community and he wanted to help Olsson expand its traditional engineering services in Grand Junction.

But maybe Wyatt's parents gave him a craving for the west when they named him at birth-- Wyatt Earp Popp--after the man who fought in the Gunfight at O.K. Corral with Doc Holliday.

Municipal Generators:

Understanding RICE NESHAP and Creating a Plan for Compliance

By Ken Fairchild, PE, Power Electrical

If your municipality has reciprocating internal combustion engines (RICE) in a power plant, you need to begin working now to ensure that you are able to comply with the U.S. Environmental Protection Agency's (EPA) final rule concerning NESHAP emissions. The rule is fairly complex, but I'll walk you through the basics and help you create a plan.

The EPA has set National Emissions Standard for Hazardous Air Pollutants (NESHAP) for many previously excluded engines. The regulations we'll address in this article pertain directly to existing stationary compression engines over 500 horsepower.

Shoring up a park's future

Doling Park has a rich history and some of the elements of the historic park have deteriorated over time. The existing shoreline erosion and poor water quality in the pond are major significant problems. The outlet structure is aging and beginning to fail. There are cracks and seeps in the perimeter walls of the pond that prevents it from staying full during winter months.
