Blindsided By Cuomo's Budget, DOE Proposes To Cut Construction Spending By Half  

    

Back in November, as the debate over Cathie Black's appointment as schools chancellor began to reach a fever pitch, the Department of Education quietly proposed an amendment to its five-year capital plan: a 20,000-seat boost to the system's overall capacity, along with $4.4 billion in new spending to cover capacity and technology increases. 


But February offered a bleaker picture: not only is the DOE proposing to wipe out most of those new seats and reduce its overall capital spending by 6 percent, the agency is requesting an overall reduction to its five-year capital plan by $9.3 billion. Meanwhile, advocates and education experts are raising questions about the city's technology investments and how that large pot of money will ultimately be spent.
