It is said that this is because Iraq is not international nor article eight compliant. Opinion is that the CBI website it down is because they are readying a new web site to reflect an article eight compliancy and international status. Concerning the program rate of 1166. It appears that Obama isn't speaking loud enough to get the attention of Maliki...but he does seem to be getting the message now and is willing to talk with the Sunni's....a step in the right direction I think. Now Maliki is telling the Kurds that he hears voices.....that tell him to take away the 17% for the Kurds that is in the budget. This will need to be watched as they spar with one another. In another oil related article, it seems that Iraq is coming to the realization that they need to become less dependent on oil as their income (stands to be about 93-95% of income) and it should be in the 80% range.....imo....to drive that percentage down they are in need of a currency that does not sit idle at the current program rate....they need to own a viable currency that will immediately grab attention around the world. Here comes yet another bank, this time in Mosul, that will be increasing capital to 250 billion dinar, by way of offering an IPO in the form of 40 billion shares.
