Welcome to UPdate. This mid-month publication provides residents with timely information about upcoming City projects, programs and events. You can sign up for things too.    
CITY HALL
Centennial Master Plan Adoption
Last month, the City’s Centennial Master Plan was officially adopted by City Council after two years of work. In a letter addressed to the community, Mayor Stewart said, “A true labor of love for everyone who was involved in its development and adoption, this plan embodies what good local government is all about – people working collaboratively to fashion a better tomorrow.”
 
This collaborative effort will continue as attention now shifts to the next stage of the project – implementation. The plan is organized around five primary Themes, and under each Theme is a number of goals and action items designed to accomplish the goals. Each action item has been assigned to a standing resident committee for primary responsibility. Working with City staff, these committees will help determine the best way to implement each item with consideration given to prioritization, budget, ordinances, agreements, and more.
In the coming weeks, more information will be available as the City launches a website dedicated to navigating and understanding components of the Centennial Master Plan. Additionally, as work progresses, the City will track and report the progress of items from the plan. 
PARKS AND RECREATION
July is National Park and Recreation Month
Every day, in communities across the country, parks and recreation staff are providing essential services and making their communities better places to live, work and play.
 
Parks are at the center of so many experiences and memories. Our local parks are often our first experiences in nature, our introduction to a favorite hobby or physical activity. They are places to gather with friends and family, spaces to celebrate life’s special moments, spots of respite and healing, sites that connect us with community services, and so much more. Local parks have been essential throughout the COVID-19 pandemic, with many community members finding a new appreciation for these spaces.

Park Cities 4th of July Parade & Goar Park festival recap
The streets of University Park and Highland Park were packed for the annual Independence Day Parade, that took place on Monday, July 4. Goar Park was a busy place too.

Dozens of City and Town staff worked throughout the day to make all the events run smoothly. We'd like to also thank the Rotary Club of Park Cities for weeks of planning and coordination.

SANITATION AND RECYCLING
City offers year-round e-waste disposal
Don't forget that you and all your University Park neighbors can dispose of unwanted electronics free of charge at the City’s waste transfer station. The facility is located at 2525 University, just east of North Central Expressway. The hours of operation are 7 a.m. to 5 p.m. Monday through Friday. All items must be placed inside the large marked container located inside the gated facility. Before placing the items in the container, you will be asked to verify your University Park address by showing a valid driver license, other government ID or current utility bill.  

Accepted e-waste materials:

  • TVs, computers, laptops, monitors, printers
  • Home & cell phones
  • VCRs & DVD players
  • Fax machines & corded consumer electronics

Items Not Accepted

  • Household hazardous waste
  • Batteries of any type or size
  • Carbon fluorescent lights
  • Paint
  • Old smoke detectors

Dallas County's Household Chemical Collection Center will take hazardous waste materials from Dallas County residents for free. The Center is located at 11234 Plano Road. Go here for more information about the Center.

Security of disposed e-waste materials

The City partners with Global Asset to dispose of the items listed above in a safe and environmentally sustainable fashion. The process also ensures that all personal data contained on the disposed items is destroyed. Global Asset processes e-waste materials in accordance with the strictest privacy laws and regulations, including the Federal Privacy Act, HIPAA, and state legislation. The company also meets the Department of Defense and National Security Agency requirements for purging information from computer hard drives. Global Asset is the same company that assists the City during our spring and fall recycling events.
POLICE DEPARTMENT
2022-23 High School District parking stickers
The annual sticker application process is underway for residents who live in the Highland Park High School parking district. High School area parking district stickers are valid for the upcoming academic year only (see right). Two stickers and two year-long visitor placards are provided per household, free of charge.

  • To obtain annual parking stickers and hang tags, homeowners must show proof of residency – Valid Texas Driver License or ID Card, current electric, phone or water bill (within the last 60 days), or insurance policy.
  • All applicants renting property must provide a copy of their current lease for review by staff. It will also be handy to know your license plate number.
  • Stickers will not be provided for high school students, HPISD volunteers or PTA members who have on-campus business.
  • Stickers are valid only when they are permanently affixed to the OUTSIDE of the vehicle (lower left-hand corner of the rear window).
  • Stickers are not transferable. If a resident sells a vehicle, or a lease vehicle is returned, the resident is responsible for removing the sticker and obtaining a replacement sticker for the new/current vehicle.
  • Residents who reside in the high school parking district can still receive five day visitor parking passes.
  • As a courtesy to others, park with traffic at all times. It is illegal in Texas to park facing oncoming traffic.
  • Temporary Passes/Hang Tags are only valid while visiting permit holder’s residence.

You can obtain your stickers/hangtags by emailing Dawn Kossmann or you can download an application online by clicking the green button below. Once the application is complete, you must present the completed form, with appropriate proof of residency, to the Police Department Administration Office located on the second floor of City Hall at 3800 University during regular business hours (Monday-Friday from 8 a.m. to 5 p.m.).
UPPD Community Camera Program
UPPD appreciates all those who continue to quickly report suspicious activity. Residents and businesses can also bolster the department’s crime fighting efforts by taking a few minutes to register their security camera systems. Because they are caught in the act of committing the crime, video surveillance is one of the best methods to catch suspects and convict them. 

If your residence or business has a security camera system that meets the two requirements listed below, you can help UPPD investigate and solve crimes by registering your camera system.

  • Camera system records and retains video
  • Exterior facing security camera system

After registering your camera, you will only be contacted by UPPD if there is a criminal incident in the vicinity of your security camera and police believe viewing your video footage will assist in the investigation. At no time will UPPD have remote access to your cameras.
