Legislative Update for May 2024

Below is the legislative and regulatory update summary. We will continue to review, monitor and report.


LEGISLATIVE BILLS


Vehicle Batteries

SB 615 –Electric Batteries – Concerns. Requires an automotive repair dealer that removes a battery from a vehicle that is still in service to participate in a core exchange program established by the battery supplier and be responsible for either returning a removed battery to the battery supplier or sending it to a qualified facility.  Status: Assembly Environmental Safety and Toxic Materials Committee. 

 

Employment

AB 518 - Paid Family leave – Concerns. Expands the definition of “family member” for purposes of the Paid Family Leave Program to allow workers to take time off to care for a seriously ill designated person. Status: Senate Inactive File.

 

AB 1870 – Workers’ Compensation Notice – Watch. This bill would require the existing posted workers’ compensation notice to include information concerning an injured...

May Team Weekend Wrap-up

ASCCA President, Lee Chesnin welcomed fellow leaders, members, and partners to the May 2024 Team Weekend on Saturday, May 18, in Walnut Creek. In addition to those that attended in-person, several attendees participated via Zoom. If you couldn’t join us, here’s a recap of the Team Weekend events.

Council of Representatives Meeting

Speaker of the Council Tim Chakarian called the meeting to order at 9:15am. He welcomed representatives from Chapters 5, 12, 14, 16, 20, 21, 23, 24, 25, 28, 42, and 48. Chapters 18, 1940, 26, and 99… you were missed!

Glen Dailey, Armstrong & Associates reported on the continuing difficulty that shops were having with liability and garage keeper insurance. He strongly suggested that shops do everything that they can to not lose an existing policy. Workers’ compensation rates do not seem to be increasing, He closed by reminding the Chapter Representatives that he and a representative from Coremark were available to attend Chapter meetings throughout the state.

 

Maylan Newton then addressed the Council of Representatives regarding the 2025 SkillsUSA event. He thanked those that assisted at the 2024 event but stated that additional volunteers were needed for next year. ASCCA is becoming more well known across the state by participating in the event.

 

Jack Rosebro, trainer with Earthling Automotive, spoke to the Chapter Representatives and attendees on the future of automotive repair. Even though electrical vehicles were the current focus, it was important that technicians have a solid basis in non-electric. Speaker Chakarian thanked J. Rosebro for his enthusiasm in training and sharing his knowledge.

The Chapters then discussed their activities since the January Team Weekend as well as future plans.

Those in attendance enjoyed a box lunch and then their afternoon at the Pleasant Hill Chamber of Commerce Art, Wine & Music Festival. Thank you to Chapter 20 for arranging for this enjoyable afternoon!

 

The ASCCA Board of Directors met on Sunday morning, May 19. As part of the agenda, the Board discussed the status of the audit of Chapters that is currently underway. 

 

The Board also received an update from John Eppstein on behalf of ASCEF as well as Tim Chakarian, Speaker of the Council of Representatives.

Create a great offer by adding words like "free," "personalized," "complimentary," or "customized." A sense of urgency often helps readers take action, so consider inserting phrases like "for a limited time only" or "only 7 remaining!"

The Vehicle Safety Systems Inspection Program

is rolling out. Apply now!

BAR regulations establishing the new Vehicle Safety Systems Inspection Program have been adopted as required by Assembly Bill 471 (Low, Chapter 372, Statutes of 2021) and are now effective. The new program will replace the existing brake and lamp inspection programs.

The ADA Checklist: 2021 Compliance
Guidelines for Website Accessibility
ADA website compliance and web accessibility are two terms that are used interchangeably but they are distinct from one another.

ADA stands for the Americans with Disabilities Act which prohibits discrimination on the basis of disability. Courts are construing Title III of the ADA to mean that websites must be accessible. Thus, with ADA website compliance, we're referring to the law.
