Staff, faculty and board members all extended their thanks and appreciation to Faye Smyle, interim assistant superintendent/vice president, academic affairs, who has served in the interim position for the last year. Fortunately, Ms. Smyle is not going far and will be returning to faculty as we welcome the new VPAA, Dr. Sara Parker, who starts July 1.

Dr. Tia Madison Appointed Faculty Chair
|
The Board of Trustees ratified the results of the faculty chair election for the Language Arts and Developmental Studies (LADS) division and appointed Dr. Tia Madison faculty chair. Dr. Madison, communication studies professor, will serve a three-year term beginning fall 2020. The faculty chair provides leadership for their division and departments, representing faculty interests in administrative processes and decisions. Faculty serving in this position are expected to be thoughtful leaders and advocates, modeling and promoting excellence in teaching, service, and professional development for the benefit of students and the college.

ASNVC Officers Awarded Certificates of Appreciation
|
Certificates of Appreciation were awarded to current student government officers, who are serving terms from June 2019 through August 2020, with an extension due to the pandemic emergency. These students have performed their duties in an exemplary and highly professional manner. Their efforts in student advocacy, production of student led events, and shared governance have had a direct impact on student life, and have contributed to the success of the Office of Student Life and the Associated Students Leadership program.

NAPA VALLEY COLLEGE BUDGET

2020-2021 Tentative Budget Approved
|
The Board of Trustees approved the 2020-2021 Tentative Budget, which includes details of the General Fund-Unrestricted and General Fund-Restricted budgets as well as an overview of the Tentative Budget for all other funds. The Planning & Budget Committee voted to recommend approval of the 2020-2021 Tentative Budget after soliciting input and feedback from the college community.
It was also presented, reviewed and approved by the Audit and Finance Committee on June 2, 2020.

Quarterly Financial Status Report Approved
|
The Board of Trustees officially accepted the California Community College Chancellor's Office Quarterly Financial Status Report for the period ending March 31, 2020.

|
Revised Chancellor's Office Budget
and Reporting Timeline Presented
|
VP, Administrative Services, Robert Parker presented the revised deadlines for budget adoption and reporting announced by the California Community Colleges Chancellor's Office for 2020-2021.
The Chancellor’s Office determined that strict compliance with the regulations governing financial reporting requirements would impede the continuity of education during the COVID-19 pandemic and issued an Executive Order to temporarily suspend several California Code of Regulations.

Institutional Strategic Plan Revision Presented
Dean, Research, Planning & Institutional Effectiveness, Dr. Robyn Wornall provided an update on NVC's current Institutional Strategic Plan, which spans 2018-2021 and contains five broad institutional goals. The Planning and Budget Committee reviewed the Plan this semester and approved tentative revisions, including extending it through 2023 and adding a goal communicating a commitment to equity. The final revisions recommended by the Planning and Budget Committee will be submitted to the Board of Trustees for action in fall 2020 (when the final budget is approved).

Update on Status of On-Campus Childcare Services
|
VP, Student Affairs, Oscar De Haro provided an update from the Napa County Office of Education (
NCOE) on the status of childcare services. All of NCOE's programs are currently closed and they are addressing a number of issues prior to reopening, including staffing, social distancing protocols, etc.

2019-2020 Educational Master Plan Update Approved
|
NVC updated its Educational Master Plan (EMP) this year as part of a regular cycle of integrated institutional planning. Dr. Robyn Wornall presented the Update, which focuses on trends that will impact the institution over the next ten years and covers the following topics: population served; local labor market; high school to college transition; student success metrics; and enrollment trends, section offerings, and facilities usage. The EMP Update highlights key findings and strategies to consider, and it will be used to inform additional discussion and planning efforts at the institutional and program levels in the coming years.

Governing Board Member Election Resolution Adopted
|
During a special meeting held prior to the regular board meeting, the Board of Trustees adopted a resolution, pursuant to Education Code sections 5000, 5304 and 5322, ordering school district elections for Trustee Areas whose governing board member terms are to expire in December 2020. The biennial election for Areas 1, 6 and 7 will be included on the Napa County ballot for the November 3, 2020 election.

The Board of Trustees approved a resolution to adopt the Napa County Multi-Jurisdictional Hazard Mitigation Plan (MJHMP). Napa County, along with participating jurisdictions, developed an update to the 2013 Hazard Mitigation Plan over the past 18 months to reduce losses resulting from natural disasters. Hazard mitigation is the use of long-term actions to reduce the loss of life, personal injury, and property damage that can result from a disaster.

The Board of Trustees approved partnership agreements with:
Sunrise Senior Living Services, Inc.,
(
Santa Rosa
and
Petaluma
campuses): Education Program Agreements with Sunrise Senior Living Services, Inc., (Santa Rosa and Petaluma Campuses) for our Psychiatric Technician students, to have an opportunity for face-to-face clinical experience. Given the current circumstances, this clinical agency is an excellent opportunity for our Psychiatric Technician students to have a real hands-on experience and make up lost clinical hours.
Humboldt State University Sponsored Programs Foundation (HSU-SPF)
: Agreement to allow the Napa-Sonoma Small Business Development Center (SBDC) areas of expansion to assist small businesses affected by COVID-19 in work that can include counseling, education, training, and business advising to small businesses in Napa & Sonoma counties.
