Please keep Pastor Phyllis Holzhauer (retired) and her family in your prayers. Her husband, George Holzhauer, died on March 6. Phyllis served Fort Plain and Freysbush UMCs, Centenary UMC in Greenwich, and was coordinator of educational ministries at Shenendehowa UMC. Click here to read George’s full obituary.

The spiritual discipline of worship
Throughout the coronavirus pandemic, Upper New York Assistant Director of Vital Congregations for Spiritual Life, the Rev. Nancy Dibelius, has been providing videos of helpful spiritual practices to help deepen people’s relationship to God during this difficult time.
For 2021, Rev. Dibelius is zeroing in on spiritual disciplines. She explains that spiritual disciplines are a way to get away with Jesus, walk with Jesus, and learn from Jesus.

Nominations sought for the Denman Award
The Harry Denman Evangelism Award honors United Methodists who bring people into a life-transforming relationship with Jesus Christ. Each year, the Upper New York Conference works with the Foundation for Evangelism to recognize and honor one lay and clergy member for their commitment to consistently introducing others to the Good News of Jesus Christ.

Ministry Share credit opportunity
The Conference Council on Finance and Administration has created an opportunity for local churches to receive a Ministry Share credit of 50% on your May 2021 statement.
To qualify for this credit, CHURCHES MUST PAY 100% OF THEIR CURRENT MONTH APRIL CHARGES (BOTH MINISTRY SHARES AND DIRECT BILLS). A church will qualify for this credit even if it has not paid toward Ministry Shares in prior months. A church will also receive the credit if they have already paid their Ministry Shares in full prior to the April statement. The credit will be equal to 50% of May Ministry Share charges. (This credit will be reflected on your May statement as an increase to your YTD paid column.)
** PAYMENT FOR APRIL CHARGES MUST BE RECEIVED (NOT POSTMARKED) BY THE CONFERENCE NO LATER THAN ARPIL 30, 2021 TO BE ELIGIBLE FOR THIS CREDIT.**

Direct bill arrearage policy delayed enforcement extended
In 2020, the Conference Board of Pension and Health Benefits (CBOPHB) had approved delayed enforcement of the direct bill arrearage policy through December 31, 2020. Understanding the continued struggle faced by many congregations, the Board has approved to extend that delay through Dec. 31, 2021. If your church is still able to pay their direct bills, they should. If a church is experiencing financial hardship as a result of reduced giving during this time, the church is asked to notify their District Superintendent as well as the Benefits office (Susan Latessa) to discuss their situation. The Upper New York Conference will work with churches on a case-by-case basis.

Lewis Center Director Doug Powe says leaders must risk action when they have enough knowledge to head in the right direction. He outlines decision-making principles for situations when gathering all the data isn’t a realistic option.

COVID-19 Funeral Assistance
Our UNY Director of Missional Engagement, Mike Block, has received this information from the Executive Director of New York Disaster Interfaith Services.
The COVID-19 pandemic has brought overwhelming grief to many families. At FEMA, our mission is to help people before, during and after disasters. We are dedicated to helping ease some of the financial stress and burden caused by the virus.
The Coronavirus Response and Relief Supplemental Appropriations Act of 2021 provides FEMA $2 billion to reimburse individuals and households for COVID-19-related funeral expenses incurred between Jan. 20 and Dec. 31, 2020.
We are working with stakeholder groups to get their input on ways we can best provide this assistance, and to enlist their help with outreach to families and communities. In April, FEMA will implement a funeral assistance program for this assistance.
Additional guidance is being finalized and will be released to potential applicants and community partners as soon as possible. In the meantime, people who have COVID-19 funeral expenses are encouraged to keep and gather documentation.
Who is Eligible?
To be eligible for funeral assistance, you must meet these conditions:
-- The death must have occurred in the United States, including the U.S. territories, and the District of Columbia.
-- The death certificate must indicate the death was attributed directly or indirectly to COVID-19.
How to Apply
In April, FEMA will begin accepting applications. If you had COVID-19 funeral expenses, we encourage you to keep and gather documentation. Types of information should include:
-- An official death certificate that attributes the death directly or indirectly to COVID-19 and shows that the death occurred in the United States, including the U.S. territories, and the District of Columbia.
-- Funeral expenses documents (receipts, funeral home contract, etc.) that includes the applicant’s name, the decedent’s name, the amount of funeral expenses, and the dates the funeral expenses were incurred.
-- Proof of funds received from other sources specifically for use toward funeral costs. Funeral Assistance may not duplicate benefits received from burial or funeral insurance or financial assistance received from voluntary agencies, government programs or agencies, or other sources.
How Funds are Received
If you are eligible for funeral assistance, you will receive a check by mail, or funds by direct deposit, depending on which option you chose when you applied for assistance.

Annual Conference 2021 to be held June 17-19, remotely
After consultation with the Upper New York (UNY) Committee on Sessions, Conference Leadership Team, Board of Ordained Ministry Executive Committee, and the Upper New York Board of Trustees, Resident Bishop, Mark J. Webb and the Upper New York Cabinet are announcing that the UNY 2021 Annual Conference (AC2021) session will be held remotely.
The dates for this year’s Annual Conference will be June 17-19.

2021 Petitions/Resolutions/Reports
The Committee on Petitions and Resolutions is charged with overseeing the submission, review, and presentation of petitions and resolutions to the Annual Conference.
All resolutions and petitions for the 2021 session (which will be held online June 17-19, 2021) that will be printed in Journal Vol. I must be submitted to the Committee no later than March 15, 2021. Anything received after this date will be posted on the Conference website.

Applications for the Lottie Brown grant are now available
Applications for the Lottie Brown Grant are now available through March 15, 2021. Due to the coronavirus pandemic and limited staff working at the Conference office each day, it is highly recommended that all completed materials be sent electronically to scholarships@unyumc.org.
Preference is given to those entering some form of Christian service. A statement of your faith journey and philosophy of life is given high consideration. All application materials for this scholarship must be postmarked by March 15, 2021.

Cady Grants 2021
COVID -19 has challenged all of us. This is all the more reason to support creative ministries in Upper New York!
Applications for the Ercil Cady Grant are available now. Grant(s) of up to $5,000 may be awarded to individual United Methodists, local UM churches, or UNY District and Conference ministry teams. As directed by the originator of the Ercil Cady Grant, “priority shall be given to educational proposals that benefit minority groups or individuals, preferably black and American Indians.”

Safe Sanctuaries ZOOM training: March 27
The Upper New York Annual Conference Team will be hosting our standard Basic Safe Sanctuaries training via ZOOM from 9 AM to 12:30 PM Saturday, March 27.
This training is brought to you and paid for by your Upper New York Ministry Shares. This basic training is required for anyone working with children, youth and vulnerable adults as stated by the Minimum Standards. This training is a must no matter if you are meeting in-person or online.
If you have already taken this training you DO NOT need to take it again.
The training will follow the reformatted ZOOM curriculum developed by the Upper New York Annual Conference Safe Sanctuaries Team, educating those involved in ministries who work with children, youth and vulnerable adults on risks and prevention strategies related to abuse.
There will be a link to the handout that should be printed and available to you for the training.
You must REGISTER for the training. If you register and are no longer able to attend we ask that you let us know as soon as possible so we can fill your spot with someone else who is waiting to take the training.
The training will be facilitated by Safe Sanctuaries Conference Committee Co-Chairs Arlene Schmidt and Pastor Christine Mitchell.

Upper New York (UNY) Area Resident, Bishop Mark J. Webb, and members of the UNY Cabinet have put together and released a worship service that you can share with your congregation. Their hope is that by using this service in place of one of your services that pastors can have some much-needed rest and renewal. Your efforts in sustaining engagement with your congregation are much appreciated!

General Conference postponed until 2022
General Conference organizers announced that the denomination’s top lawmaking assembly — long postponed by pandemic — must wait to meet another year. The global gathering is now scheduled Aug. 29-Sept. 6, 2022, in Minneapolis.
At the same time, the Council of Bishops has announced a special one-day General Conference on May 8.

Updated COVID-19 Guidelines and Best Practices
New York State, like much of the world, is seeing a spike in COVID-19 cases with regional micro-clusters across the UNY Conference experiencing positive test rates above 4.5 percent.
With the health and safety of all members and communities of the Upper New York Conference in mind, the Conference Reopening Task Force, with the full support of Upper New York Area Resident Bishop, Mark J. Webb, and the members of the UNY Cabinet, have revised the COVID-19 guidelines. While underlying public health science and regulations have changed little since March, this revision seeks to increase clarity and ease of use.
The New York Forward requirements remain the minimum standards and are mandatory for every congregation. In addition to these requirements, the guidelines also include a set of “UNY Recommended Best Practices.” While these do not have the force of law, they are designed to further decrease the chance of infection and harm and are strongly recommended by the Bishop, the Cabinet, and the Task Force. Congregations, operating through their own “Reopening Task Force,” are responsible for making decisions about how they will keep staff, members, and visitors safe during this crisis.
The guidelines cover facility, worship, small group, food, and program hosting minimum standards and best-practices. Click here for a chart that outlines the minimum standards that churches should follow (the NYS guidelines) and the additional UNY recommend best practices. This chart also provides helpful resources.

Reminder regarding New York State
required annual training for sexual harassment prevention
As previously communicated, New York State employers must adopt a sexual harassment prevention policy and provide training on sexual harassment prevention to their employees on an annual basis.
Each New York State employer is required to have a sexual harassment prevention policy in place. The employer's sexual harassment prevention policy must be provided to the employee at the time of hire and during each annual training. The policy can be provided electronically as long as the employee is able to print the policy for their records.
It is recommended you obtain a signed acknowledgment from the employee affirming they have received and read the employer's sexual harassment prevention policy.
There are various free or low-cost online sexual harassment prevention trainings available to your employees.

UNY Mission Central HUB seeks support for UMCOR
The Upper New York (UNY) Mission Central HUB is preparing for the coming spring to support survivors affected by the different disasters (floods and high winds) that may impact our area. In partnering with the United Methodist Committee on Relief (UMCOR), UNY’s status of kits on hand is low at best. The most requested items are cleaning and hygiene kits. Those who can support our communities by assembling kits in your homes or churches, please share projects so we can support your efforts and possibly share your methods with others. Any number of kits will help.
Please review the list for contents of each kit. If you cannot provide complete kits, we can use individual items to help complete other kits that arrive incomplete.
The HUB at the UNY Conference Center will remain closed until further notice. However, there is a tent outside the Conference Center where kits can be dropped off. You can also make arrangements to drop off kits at the HUB by calling MaryBeth Ingalls at 315-372 -0285 or emailing her at marybethingalls@unyumc.org or calling Mike Block at 315-491-0497 or emailing him at mikeblock@unyumc.org.

Resources available to help with small group studies, Sunday School, Vacation Bible School, church-wide studies, and special events. Consultations are always available. The Conference Commission on Religion and Race (CCORR) will offer Imagine No Racism courses on ZOOM as the need arises. Real Property Tax Exemption reminder
All churches must renew their real property tax exemption every year. Renewal forms must reach your assessor’s office by the deadline date, which for most towns is March 1. Check with your local assessor’s office to confirm the date for your location. This deadline is critical.
Missing the deadline date may result in the denial or revocation of your church’s real property tax exemption. This filing includes all church buildings, parsonages, and all other parcels used for religious purposes. New York State Paid Sick Leave Law
All private sector workers in New York State are covered under New York State’s paid sick leave law. If a person is issued a W-2 year-end tax form, they are eligible for the New York State paid sick leave. Non-profit and religious organizations are not exempt from this law. Mission Insite is a web-based demographics provider for local church use. In planning ministry, it is important to know the context.
Mission Insite provides demographic data that is updated on a regular basis and the reports are user friendly to the novice or experienced demographer. The reports are free to the local church because the Annual Conferences is under contract with Mission Insite. But in order to access the website you will need to register your local church.

On Dec. 10, Jason Moore hosted a webinar for the UNY Conference clergy that offered tips, strategies, and equipping to help the local church create a worship ministry where both in-person and online worshiping communities feel equally included and cared for.
This webinar will be available for your church leadership to view and review for 90 days.
The goal of this webinar is not only to help churches better prepare through Advent and especially for Christmas, but also to help churches prepare into the New Year.

Updated wedding guidelines
Guidelines for worship in Upper New York haven’t changed (50% capacity, masks, social distancing), but there are new guidelines for receptions.
The updated guidance for wedding receptions will go into place March 15 and will require the following:
- Testing for all that attend the event.
- 50% capacity - up to 150 attendees.
- Must be approved by local health department.

Free recorded Hymns for the Lenten season and Easter
Two United Methodist clergy came together to record free hymns and special music for use during the Lenten season and on Easter Sunday.
The Revs. Yohan Go and Juhee Lee of the New England Conference worked with musicians to record 47 songs and make them available on Google Drive for any church that needs music to use freely.
All of those songs are from United Methodist hymnals, so any church with a CCLI license can use them for its online worship without worrying about copyright.
