UMT Maintains Aa1 Moody's Rating
Real Estate Tax Reduction, Too
Even with tax rates in Upper Makefield Township decreasing, the Township has maintained its "High Quality" Aa1 Moody's Investment Services rating, including a "Superior" rating for the Township's ability to repay short-term debts.

Moody's ratings reflect analyst's assessments of financial health for entities, including Upper Makefield Township. It is an independent assessment of the Township's ability to honor its debt and debt-like obligations.

Steady Drop in Real Estate Tax Since 2011
In describing Upper Makefield's financial position and plans, Township Manager David Nyman explained how, as bonds are paid, taxes can be reduced:

"In 2023, due to the repayment of our open space bond debt, residents will receive a 0.8 mil tax reduction. Since 2011, Upper Makefield Township’s real estate tax has been reduced from a high of 13.3525 mils to 6.45 mils."

He also noted that the Township has been able to continue to reduce taxes while at the same time funding a Five Year Capital Improvement program and maintaining a comfortable fund balance, with no impact to the services provided to residents.

Anticipating Future Needs
For 2023 and beyond, the Township has set aside funds for two future areas of concern, including likely decreases in State aid for roads and concerns regarding funding for emergency services. The Township continues to fully fund the Capital Improvement Plan with the planned transfer of $599,900 from the General Fund.
Volunteer Bud Baldwin Recognized
Upper Makefield is Better for his 40+ Years Service
If you love Upper Makefield's open spaces, thank Township resident Conrad "Bud" Baldwin for over 40 years of tireless efforts to help shape this community.

Since the 1980s, Bud has devoted his time toward nearly every aspect of Upper Makefield’s governance. He served two extended terms as a Township Supervisor, during which time he served as Board Chair and Vice Chair. He was instrumental in the formation of Pennsylvania’s first and only Joint Zoning Council with Newtown and Wrightstown, creating a unique partnership that was key in Upper Makefield’s efforts to control development and preserve over 37% of land within the Township.

Bud has served on the Environmental Advisory Council, the Planning Commission, the Agricultural Security Board, the Pension Committee, and has helped educate residents during Earth Day celebrations. In addition, he served as Emergency Management Coordinator from 1985-2007. Thank you, Bud, for your time and dedication!

Meet Superintendent of Public Works Matt Gorman
Experienced Public Works Foreman and 30-year Volunteer Firefighter Matt Gorman is now Upper Makefield Township's Superintendent of Public Works.

In this position, Matt manages a staff of six. He oversees day-to-day operations and maintenance for all Township roads, buildings, grounds and parks, plus snow removal on Township roads and some State roads. His department also supports the Upper Makefield Fire Department and Police Department.

Daily work includes coordination with PennDOT, PECO, Comcast, and Verizon —when weather, traffic, construction and maintenance activities require it.

Matt joined Upper Makefield's Public Works Department in 2018 as a Foreman/Firefighter and also serves as the Township's Deputy Emergency Management Coordinator. Congratulations, Matt!
Welcome Police Officer Andrew Nagle
Officer Andrew Nagle was recently sworn in as an Upper Makefield Police Officer. With nine years experience as an Emergency Medical Technician and two years as a police officer serving Yardley Borough, Morrisville Borough and Tullytown Borough, we are glad to have him join our team.

Time for Annual Security Alarm Registration
If you have a home security alarm, you must register it annually with the Upper Makefield Township Police Department by March 31 to avoid false alarm fines.

The Township's False Alarm Ordinance was updated in 2023. It eliminates fines to user/subscribers who have registered with the Police Department by March 31. Unregistered users will be subject to a $50 fine for each accidental false alarm.

The fee to register your alarm system is $100/year.
Guard Against Vehicle Thefts

Upper Makefield Police saw an uptick in stolen vehicles and theft from vehicles in 2022. Please help reduce this year's vehicle crime statistics by following these simple tips:

  • Don't leave your car to shop "for just a minute."
  • Lock your car always, even when it is in your garage or driveway.
  • Don't leave your vehicle fob in your car.
  • Don't leave any valuables in your car.
  • Park in well-lit areas.
  • Keep your own surveillance cameras at home in working order.
  • Call the police if you see something suspicious.
Earned Income Tax Reminder for New Residents
If you are new to Upper Makefield, you may not be aware of the one tax that is not collected by Upper Makefield Township's tax collector. It is the Earned Income Tax, and it is paid to Keystone Collections Group.

The Earned Income Tax (EIT) is a 1% tax on earned income, wages, and net profits. Receipts from the EIT are split equally between Upper Makefield Township and the Council Rock School District. 

By law, all Pennsylvania residents with earned income, wages or net profits must file an annual local earned income return online or by mail, even if you have employer withholding or are not expecting a refund.
