July is National Minority Mental Health Awareness Month | |
BHRS recognizes that July is National Minority Mental Health Awareness Month! July is distinguished from Mental Health Month in May, to raise awareness of the disparities experienced by persons of color and indigenous communities in accessing health and mental health treatment and additional unique mental health challenges faced by these communities. BHRS takes multiple approaches to increase equity and access to behavioral health services, such as ensuring regular training in cultural responsiveness, monitoring that specialty mental health services are available in English and Spanish, contracting with Tribal Health Clinics and community-based organizations that serve culturally and linguistically underserved groups, and conducting feedback opportunities with stakeholders to continuously collect input on how to continue to improve the cultural and linguistic responsiveness and accessibility of our services. | |
2022-2023 Winter Storms Update | |
Prevention, Recovery, Resiliency, & Mitigation (PRRM) Division staff have been heavily focused on recovery from two major winter storms in the first half of 2023. Beginning in late December 2022 and continuing until January 31, 2023, a series of atmospheric rivers battered coastal California and caused extensive damage in Mendocino County. PRRM staff worked with the Federal Emergency Management Agency (FEMA), The California Governor’s Office of Emergency Services (CalOES), and the US Small Business Administration (SBA) to identify and verify damages to public and private property through the Joint Preliminary Damage Assessment process. Mendocino County Strategic Plan | |
In May 2022, the Mendocino County Board of Supervisors approved the first five-year strategic plan that will help guide the critical decisions the Board of Supervisors will face over the next five years with the ultimate goal of improving the quality of life for County residents. The CEO report will align with the 4 priority areas that include; An Effective County Government, A Safe and Healthy County, A Thriving Economy, and A Prepared and Resilient County.

During the month of June 2023, 14 dogs & 11 cats were adopted, 7 dogs were returned to their owner and 8 dogs & 1 cat were transferred to other rescue organizations.

BHRS was conditionally awarded $9,368,147 by the California Department of Health Care Services Behavioral Health Continuum Infrastructure Program (BHCIP) Round 5: Crisis and Behavioral Health Continuum Grant. The funding will offset Whitmore Lane Psychiatric Health Facility (PHF) costs. Mendocino County is one of 33 projects to improve California’s crisis and behavioral health infrastructure awarded BHCIP Round 5 funding.
BHRS is participating in several community education and awareness events during the month of July! BHRS will have a table at Cahto’s Job Fair to provide information about employment opportunities with BHRS. BHRS will attend Adventist Health’s Back to School Health Fairs to provide additional information on behavioral health resources to the individuals of all ages going back to school in the communities of Ukiah, Willits, and Fort Bragg.

The Chromebook lending program rolls out this month at all library branches. Sixty-three Chromebooks were purchased by the Library through the Emergency Connectivity Fund and can be checked out by Mendocino County residents who don’t have reliable internet at home. The Chromebooks can be checked out with or without a Hotspot. Click HERE to read more.

During the June 20, 2023, Board of Supervisors meeting, the CEO was directed by General Consensus Of The Board to direct staff to publish a progress indicator on how many parcels have been assessed, the total dollar amount assessed, and staffing levels of appraisers in each Edition of the CEO Report, with a goal of closing the gap and reaching 85 percent (currently at or around 70 percent) over the next 24 months.

A Safe and Healthy County | |
The Animal Protection Unit worked 270 calls for service in June 2023, with 66 of the calls being categorized as a priority such as "biting animals, cruelty complaints, animals in distress, aggressive loose animals, injured animals and Law Enforcement assist."

BHRS hosted a half-day Mental Health Event and learning opportunity on June 21, 2023 at the Behavioral Health Regional Training Center. Jenine Miller, BHRS Director, kicked off the event with an overview of the mental health continuum and impacts on individuals experiencing mental health symptoms for the first time.
Behavioral Health has been awarded a $50,000 California Youth Opioid Response Grant through the Department of Health Care Services to expand prevention outreach efforts to youth between ages 12 and 24 who are at risk of or are currently experiencing substance abuse, and related negative consequences such as addiction, overdose, and criminal involvement. Beginning August 2, the Willits Branch Library will be hosting a I from 10:00 to 10:30 a.m. on Wednesday and Friday mornings starting and ending at the branch on Commercial Street. This is part of the library’s partnership with Blue Zone Mendocino.
Through August 18, the Coast Community Library Branch in Point Arena offers free, healthy lunches to all children aged 18 and under as part of the Lunch at the Library program, which offers youth meals and enriching programs to help their minds and bodies grow strong while schools are closed throughout the summer. Healthy Families Mendocino
Home Visiting has completed and submitted two grants for ongoing funding for this program totaling over $600,000. Home visitors partnered with First 5 to attend Parent Cafes where parents are assisted to lead groups of parents to support each other in the parenting process.

Mendocino County Adult and Aging Services recognized June 2023 as Elder and Dependent Adult Abuse Awareness Month. As part of an outreach campaign, staff collaborated with our local Senior Centers in Fort Bragg, Willits, Covelo, and Ukiah to provide education and awareness to this vulnerable population.
Medi-Cal Renewal Update:
Medi-Cal redeterminations have resumed following the Public Health Emergency due to the Covid-19 pandemic. To ensure continued coverage for the 41,111 Mendocino County residents currently receiving Medi-Cal, messaging from both the State and County have been shared for the past several months. Behavioral Health & Recovery Services was provisionally awarded $4,937,108 for the Behavioral Health Bridge Housing Grant. This grant will provide funding to support infrastructure and funds for temporary/short-term housing for individuals with behavioral health conditions who are experiencing unsheltered homelessness. Behavioral Health intends to accept the award and work with the grantor on developing our implementation plan.

Friday, August 4, 5:00-7:00 p.m. Art Walk Ukiah: An exhibit in oil and mixed media paintings by local artist Margo Frank, titled “A Thin Line: An Intimate Awareness of Life & Death.” is on display at the Ukiah Branch Library at 105 N. Main St. through August 24. The Branch will host live music by Clay Hawkins, an in-person hands-on creative arts program, and a book sale by the Ukiah Valley Friends of the Library. Public Health Nursing Department applied for a federal grant on July 18, 2023 for the Round Valley Perinatal Project. Award notification is about one month. If awarded the grant will start on September 30, 2023. This grant is aimed at developing and implementing innovative models for integrating community-based perinatal support services to reduce racial disparity and inequities in the native community. This program will improve pregnant and postpartum people's outcomes. It will pilot in Round Valley with plans to implement this program through other rural areas of Mendocino County over the next four to five years.

A Prepared and Resilient County | |
Disaster Preparedness - are you prepared for a disaster? Depending on the location of the incident, the size of the incident, and the number of people & animals being evacuated Animal Care Services might only be able to offer limited animal sheltering services. Owners of animals need to be prepared for disaster incidents. Make arrangements to house your animals with friends, family co-workers in other locations not affected by the disaster incident. Prepare your resources such as dog crates, cat carriers, horse or stock trailers, food & water, medicine, copies of vaccination records, animal id tags-collars, etc. Plan your exit and know several ways to get out of your areas. Practice your plan with family, friends, or neighbors by conducting mock exits.

The Library’s online Summer Reading Challenge is live on Beanstack with patrons logging 36,500 minutes during the first week of the program!
July 20 and August 3 the Ukiah Branch Children’s Librarian will be hosting Summer Lunch Pop Up Events in Todd Grove Park through the CA State Library’s Lunch at the Library grant. There will be story time, games, book giveaways, crafts, and other activities at the UUSD Food Distribution site.

Mendocino County OES recently hosted a Communications Failure training/exercise. This training/exercise simulated a failure of all communications infrastructure, including cell phones, landlines, and the Internet, and trained staff on the proper use of a satellite phone. Participants were required to use satellite phones to communicate with each other and our participating operational area partners. The exercise tested participants' ability to operate in a communications-disabled environment, use satellite phones, and respond to emergency situations. Click HERE to read more!
