ADMINISTRATION
SAN FERNANDO SALES TAX UPDATE
San Fernando's receipts from April through June were flat compared to the second sales period in 2016. Excluding reporting aberrations, actual sales were up 2.7%.

The City experienced a strong sales quarter for the building and construction sector and quick-service restaurants. A recent addition helped boost revenues from casual dining restaurants.

The gains were offset by a decline in sales from the business-industry and autos-transportation sectors. Onetime accounting adjustments that inflated year-ago returns exaggerated the drop in electronics/appliance stores.
A decrease in the county use tax pool allocation this quarter was primarily due to a onetime adjustment that inflated results in the year ago period.

The City's Measure A half-cent transaction tax generated an additional $635,357 for the quarter, an increase of 3.6% over the same period one year ago.

Net of aberrations, taxable sales for all of Los Angeles County grew 2.9% over the comparable time period; the Southern California region was up 3.4%. Click Here to view the full update.

COMMUNITY DEVELOPMENT
SAN FERNANDO CORRIDORS SPECIFIC PLAN UPDATE
The Planning and Preservation Commission is scheduled to conduct a public hearing on the draft San Fernando Corridors Specific Plan at its November 7, 2017 meeting. The Commission will discuss an update to the existing 2005 Corridors Plan, as well as amendments to the General Plan text, Zoning Ordinance text and related maps and accompanying Environmental Impact Report (EIR). The purpose of the update is to improve accessibility and livability of the downtown and the neighborhoods near the Sylmar/San Fernando Metrolink Station.

The City Council will conduct similar public hearings on the San Fernando Corridors Plan, General Plan and Zoning Ordinance amendments and EIR at its regularly scheduled meetings as early as November 20, 2017. Information on this project is posted on the City's website ( WWW.SFCITY.ORG) and copies of the documents are available for review at City Hall, San Fernando Library, Las Palmas Park, and Recreation Park. FINANCE
ANNUAL AUDIT
The City's independent auditors will be on-site during the last week of October 2017/first week of November 2017 conducting the financial audit. The City's audited financial documents for Fiscal Year 2016-2017 should be available in January 2018.
BUSINESS LICENSE DISCOVERY AND VERIFICATION 
AUDIT  PROGRAM
The City is currently conducting a discovery and verification audit of businesses operating in the City.  Any businesses or individuals found to be operating without a license at that time will be subject to back fees and penalties.

AVOID LATE FEES ON YOUR WATER BILL
Have you ever received late fees because you forgot to pay your Water Bill? Avoid late fees by signing up for AutoPay and have your Water Bill debited from your account automatically. For more details, contact the Finance Department at 818.898.1245.

POLICE
HOMELESS CONNECT DAY
In collaboration with Los Angeles County, the State of California, and several non-profit agencies, the Police Department will participate in a Homeless Connect Day. The event will provide free services to homeless individuals in need of assistance. Veterans are welcome and encouraged to participate. Lunch will be provided. DUI ARREST
On October 20, 2017, at about 8:00 pm, Officers responded to the area of Fifth Street and N. Maclay Avenue regarding an injury traffic accident.  Upon thier arrival arrival, Officers located multiple vehicles involved in the accident, including damage to an electrical pole.  During the course of their investigation, Officers determined that the extremely uncooperative driver of the main vehicle involved was DUI and was subsequently arrested for felony DUI (causing injuries). The Officers estimated that the driver was traveling 80 to 100 miles per hour when he lost control of his vehicle and collided into several parked vehicles and an electrical pole.
NARCOTIC ARREST
On October 26, 2017, at 6:10 pm, Officers responded to the 600 block of N. Maclay Avenue regarding a male brandishing a firearm. Upon their arrival, Officers contacted all parties involved and did not locate a male with a firearm, but did locate a large amount of illegal narcotics at the business. The owner of the business was arrested for possession with intent to sell.  The Police Department is working with Code Enforcement to ensure this business complies with City regulations.
BOMB THREAT
On October 25, 2017, at about 11:25 am, Officers received and responded to a 9-1-1 call of a bomb threat to the school located in the 900 block of Eighth Street.  Upon their arrival, Officers evacuated the school to a safe location and closed off the area. Los Angeles Fire Department, Los Angeles Unified School District Police, Public Works, and South Pasadena Police and Bomb Canine Unit responded to assist with a search of the location. No bomb or any type of explosive device was located and the students were allowed to return to school. The Police Department is currently investigating the false report.
PUBLIC WORKS
FACILITIES DIVISION
  • The Public Works Facilities Division is making repairs to the Mission City Trail lighting and replacing 25 obsolete solar lights with new ones.  Staff is pleased to report that the old fixtures were traded in for new fixtures with minimal cost to the City.
  • In addition to routine maintenance, crews are busy with dead tree removals, event setups, holiday lighting and decoration preparations, and the installation of a six-inch fire service for the new CVS site at 1204 San Fernando Road.
RECREATION & COMMUNITY SERVICES
PROVIDENCE HOLY CROSS HEALTHY SAN FERNANDO  DIA DE LOS MUERTOS 
5K RELAY WALK/RUN
The City of San Fernando, in collaboration with Providence Holy Cross Medical Center, hosted the annual 5k Relay Walk or Run with a Dia de los Muertos celebration. As part of the City's Healthy Families campaign, the 5K Relay Walk or Run began early on October 28, 2017. Close to 700 registered to participate.

Once the Dia de Los Muertos celebration got under way, families enjoyed a unique public art display consisting of large scale "Chalk Art" on the sidewalks outside of the recreational center.  Family altars were displayed throughout the park area and performances by Ballet Folklorico Ollin, MMAP, and Aztec dancers delighted spectators.  The festivities were enjoyed by all and it was a great opportunity to bring families together. This event was made possible due to the City's ongoing relationship with the Ford Theater.

TEENS FOR A BETTER COMMUNITY (TBC) YOUTH PROGRAM
TBC inspires, supports and engages youth to achieve their fullest potential as productive citizens. TBC provides youth with opportunities for leadership, character development and scenarios to explore individual strengths and talents.   Training grounds may include community service projects, summer and winter day camps, City-wide special events and various recreation programs and projects.
