Federal Grant to go to EV Charging Stations, Reducing Diesel Emissions

The state is using part of a $9.5 million federal grant to accelerate the installation of electric-vehicle charging stations at workplaces across New Jersey.
The U.S. Department of Transportation funding also is expected to provide money to reduce diesel emissions from refrigerated trucks unloading and loading shipments, as well as emissions from passenger ferries.

But now there's a new weapon in the war against mosquitoes, and it's not a vaccine or a new insecticide - it's aerial drones

On the east African island of Zanzibar, drones are being used to map the small, often hidden pools of water where mosquitoes breed, so they can be sprayed to kill larvae before they mature.
At Rutgers University in New Jersey, engineers are developing "skeetercopters" that can detect and map mosquito-infested sites
from the air - and douse them with insecticide.

Are clean air and clean water a constitutional right?
They are considered so in Pennsylvania and Montana, and if some lawmakers and environmentalists get their way, New Jersey would be the third state in the nation to designate a healthy environment as an inalienable right.
Assemblyman Tim Eustace (D-Bergen), the chairman of the Assembly Environment and Solid Waste Committee, yesterday said he plans to introduce a bill that, if passed, would provide the people with a constitutional right to a healthy environment.

Algae Could Feed and Fuel Planet with Aid of New High-tech Tool

Scientists have devised a method that could lead to cheap, environmentally friendly ways of making products for use in the cosmetics, plastics and food industries.
Algae are highly prized for their ability to make useful products, but a lack of engineering tools has hindered basic research and growth of the industry for decades, researchers say.
Scientists at the University of Edinburgh sought to improve the efficiency of gene-editing to increase yields of products currently made using algae, including some food supplements. The advance could also enable algae to make new products, such as medicines.

NSPE Fights Back Against EPA Proposal that Undermines Professional Engineers' Role in Critical Engineering Functions

NSPE continues to fight efforts to stop an important final rule addressing oil and natural gas emissions; the rule requires a professional engineer to perform key functions to meet performance standards. On November 17, NSPE President Tom Roberts, P.E., F.NSPE, submitted a public comment to the Environmental Protection Agency regarding its reconsideration of the requirements for a professional engineer to certify the closed vent system design and capacity assessment. In the public comment Roberts writes, "NSPE is concerned by the proposed stay and its rationale...[T]he EPA, in its careful consideration and determination of the final 2016 rule, recognized the unique qualifications, expertise, and the legal and ethical duty of professional engineers to hold paramount the public health, safety, and welfare in their designs, construction, and observations....With hundreds of thousands of PEs across the country, NSPE strongly believes that the existing requirements can be met."

NSPE Opposes Worrisome Tax Provision

NSPE joined with the American Institute of Architects and the American Society of Landscape Architects in sending a letter to legislators on worrisome provisions in tax legislation currently being considered by Congress. Both the House and Senate versions of the legislation would exclude engineering firms organized as pass-through businesses-including S corporations, partnerships, and LLCs-from tax breaks. The House and Senate have passed their own versions of the legislation. The House legislation excludes engineering and other professional services. The Senate legislation's 23% tax deduction is available only to professional services firm owners whose taxable income is below $500,000 (married filing jointly)/$250,000 (individual). These bills will now be brought to a joint House-Senate conference committee. NSPE will provide an update on the final resolution of the legislation.

2018 Professional Engineers Conference July 17-23, at Caesars Palace in Las Vegas, Nevada. The Professional Engineers Conference attracts more than 400 professional engineers and industry leaders from across the United States and internationally for two full days of professional development and networking. The 2018 Professional Engineers Conference will include at least 25 one-hour sessions, presentations by national leaders, and commercial exhibits.
