HOUSE TAX REFORM PLAN SIMPLY DOESN'T CUT IT
NAHB is hard at work in Washington making sure that our industry and homeowners get the right deal

As many of you know, the House recently offered up a tax reform plan, which basically does away with an important housing tax benefit by significantly reducing the number of homeowners who can take advantage of mortgage interest and property tax incentives. Furthermore, the plan calls for the capping of the mortgage  at $500,000 for new home purchases. In other words, homebuyers in  generally higher priced  markets (see California), will further see the value of the housing tax incentive diminished.

Our partners at the federal level, the National Association of Home Builders (NAHB),  have been front and center in the effort to fight against this proposal.  NAHB CEO, Jerry Howard,  has been widely quoted in several national and local publications, warning of the dire consequences that could arise from this plan. Because it could impact our industry and homeowners  in such a major way, I wanted to take a moment to let you know where our efforts to fight this shortsighted proposal stand. Sacramento Builder Developer Council Latest
The guest speaker for our November meeting was Elk Grove city councilmember Stephanie Nguyen. She discussed her professional background in workforce development, talked about opportunities for economic growth in the city, and addressed the general plan update that will take place next year. 
 
Sierra College Bond on the Agenda for Wednesday's Placer BDC
Please join us at the BIA for the November 15  Placer Builder Developer Council meeting at 8:30 a.m. Our scheduled guest speaker is Willy Duncan, President of Sierra College. He will be discussing the Sierra College bond that will be on the June 2018 ballot. The funds will be used to update/repair existing buildings, plus the construction of new buildings on the Rocklin campus.  

Lincoln CFD Update
BIA staff and a working group of members have been meeting with Lincoln city staff over the last several months to work through concerns about the costs associated with their proposed CFD. The most recent meeting last week closed the delta to $400-$500. The group has made progress since we first started meeting, and we are working with the city and their consultants to arrive at a figure that works for both the city and the development community.

Sacramento City Mello-Roos Expansion
The City of Sacramento voted to expand the use of tax-exempt financing through Mello-Roos community facilities districts to include in-tract facilities for certain projects. More information about the new policy can be found here.

Vital program is making a big difference in the lives of young people

In July of this year, we began enrolling our 23 youth participants and, as of November,  21 of them have found employment. The extremely short period of time it took to get this many of our youth employed is a record for the program! LENNAR SACRAMENTO LOSES A KEY MEMBER OF THEIR TEAM, FAMILY
The North State BIA and HomeAid would like to offer its condolences to the family and friends of Sandy Wills
Lennar's Earl Keith Offered These Kind Words About Sandy
"The greater Sacramento community recently lost a caring and passionate leader and volunteer, Sandy Wills. Sandy was a key member of the construction team at Lennar Sacramento and long-time volunteer at HomeAid Sacramento. He participated in many projects throughout his career and recently served as Builder Captain on a twenty-two bedroom emergency shelter at the expanding campus of St. John's Program for Real Change. His character and passion to help others rebuild their lives through dignified housing will be sorely missed.  The conviction and kindness in Sandy's heart will live on through his legacy. We wish to extend our sincere condolences to Sandy's wife Elizabeth, their two children Sabrina and Grant, friends, co-workers and all the other trades in the industry whose lives he touched.  It was an honor and privilege to know and be associated with such an exemplary individual."
