Subdivision Regulations Update    
 
Preliminary discussions identified key issues to be addressed and initial recommendations regarding the scope and direction of the Subdivision Regulation update. This information is included in the Issue Identification and Outline Memo . It also incorporates the Work Group and Technical Team comments.

Following the internal review process, multiple public open house review sessions were held on June 27, 2017, to discuss the public review draft.  What are the Big Changes? highlights a list of proposed significant changes.

The Tulsa Metropolitan Area Planning Commission (TMAPC) continues to conduct work sessions to recommend further refinements to the draft before the final public hearing version is prepared.  So far, there have been two work sessions to date: Aug. 2 and Sept. 6. An additional TMAPC work session is scheduled for Nov. 1. Please submit any comments to Travis Hulse: thulse@cityoftulsa.org. 
Title 49 Proposed Changes

Town Hall Meetings were held Sept. 6, and Sept. 7 for public review of proposed changes to Title 49 - Administrative Permit and License Fees.   

The proposed changes will be presented at an upcoming Tulsa City Council meeting. Council meetings are open to the public, and citizens are encouraged to attend. Items that are scheduled to be discussed at the meetings are posted with the City Clerk at least 48 hours in advance. You may obtain the agendas for all Council meetings when you visit the Council Office, call (918) 596-1990, or visit the Council website.

All City Council meetings are televised live on Wednesdays (with the exception of the 5 p.m. pre-meeting) on TGOV - Tulsa Government Access Television, on Cox Digital Cable Channel 24. These meetings are then broadcast again throughout the week. Check the TGOV website for a schedule of programming.
The City of Tulsa will notify the receipients of the Planning and Development Now newsletter of the date the City Council will consider adopting the upd ated Title 49 ordinance.

Update for Asphalt Pavement Standard Details -
Residential and Collector Streets 
The Infrastructure Development Advisory Board (IDAB) , City staff, local geotechnical engineers and other representatives from the development community are working together to define standard details for residential and collector streets. 
 
IDAB met Sept. 13, to discuss Pavement Standards with City staff. In response, Engineering Services will present their recommendations, which will consider the following: Projected average daily traffic, design life, traffic growth, percentage of trucks, types of collectors, ESALs, construction timing, protection of partially completed street sections, and future operation and maintenance activities to IDAB at a future meeting.
 
Interim Pavement Standards
Due to the variability of the soils across the City of Tulsa, as well as within each individual subdivision, the interim pavement sections are considered to be minimums. However, the City will require that independent, professional geotechnical engineers will assess, evaluate, and recommend the suitability and applicability of the interim pavement sections as presented or recommend appropriate modifications.  All applicable ODOT Standard Specifications 2009 will apply to the construction of pavement sections. These will include, but not be limited to:  Undercutting / embankment, removal and replacement of unsuitable soils, tack coats, materials, use of separator fabrics with aggregates, etc. The purpose is to define the appropriate work components and efforts to provide adequate subgrades, bases, and pavement to meet or exceed the pavement section's 25-year life cycle.
