Legislative & Regulatory Updates
Potential Joint Powers Pension Legislation on the Horizon
The CalPERS Board is reviewing a proposal to sponsor JPA pension liability legislation. The proposed legislation will require public agencies to report public retirement system liabilities of each JPA they participate in as their own liabilities on their agency’s balance sheets. This retroactive proposal is a significant departure from current law and will unilaterally change existing contract agreements. If CalPERS adopts the proposal, we will track this issue closely during the 2018 legislative session. We will voice our concerns alongside the California Special Districts Association and other organizations.
Share Your Input on Regulation and Technology Implementation
The U.S. EPA is seeking perspectives of utility managers and decision makers on the effects of regulation on new technology implementation in the wastewater treatment sector. The findings will help the EPA and other regulatory agencies structure their practices and policies to facilitate innovation. Take this short survey to share your input.

Priorities for California's Water
The PPIC Water Policy Center recently presented "Priorities for California’s Water" addressing how California's severe weather this past year affected water management. Topics included legislative priorities for cities, partnerships for improving aquatic ecosystems and decisions for the Sacramento-San Joaquin Delta watershed.

Congratulations to CASA Vice President Traci Minamide! The California Water Environment Association recently recognized her as one of the Women Impacting Water in California. CWEA also recognized CASA members Amber Baylor, co-chair of the regulatory workgroup water committee, and Lisa Arroyo of the City of Santa Barbara.

Congratulations to Eastern Municipal Water District! Sensus presented the 2017 Sensus Reach Customer Service Award to the district for its innovative, smart-metering program.
