National Big "I" Lobbying Team Gets The Job  Done For You
The Hill, a leading political newspaper, has named Bob Rusbuldt, IIABA president and CEO, and Charles Symington, IIABA senior vice president of external, industry, and government affairs, among the top trade association lobbyists in Washington, D.C.  The Big "I" was the only insurance agent/broker group to make the list.
The Hill piece  noted the Big "I" was "a force to be reckoned with" as it battled for a wide array of flood insurance legislation in 2017, including a long-term extension of the National Flood Insurance Program.   "Recognition from a leading political newspaper highlights the strength of our government affairs team," said Vaughn Graham, Big "I" chairman and president of Rich & Cartmill, Inc., Tulsa, Oklahoma.

NAIC Consumer Alert:  Credit Freezes and Burning Hackers
More than 143 million Americans' personal information was exposed when Equifax announced earlier this year it was the victim of a data breach.  Hackers accessed names, Social Security numbers, birth dates, addresses and, in some instances, driver's license numbers.  Guarding against identity theft is important because bankers and insurers reward good credit, and a favorable credit score often results in lower interest and insurance rates. 
    If you have a credit report, chances are you were impacted by the Equifax breach. Equifax took immediate steps to help affected consumers, including freezing customers' credit. Before you take this step, the National Association of Insurance Commissioners has these tips for your consideration.

NAIC Passes Data Security Model Law 
After over two years of extensive debate, the National Association of Insurance Commissioners (NAIC) has formally adopted its Insurance Data Security Model Law.
The model law has been a focus of considerable Big "I" advocacy, education, and grassroots attention.  The approved version is considerably more reasonable and less onerous for independent agents - the requirement that the agency purchase identity theft protection for all of its customers in the event of a data breach was removed, as well as financial burdens on small agencies which could not comply with onerous requirements.  It will now be up to each state's legislature to determine if the law will be enacted.  IIAN's Legislative committee will continue to watch this issue and be pro-active if a bill is introduced in the Unicameral in 2018. 
LEGISLATIVE UPDATE
House Passes Five-Year Flood Reauthorization Bill 
Last week, the U.S. House of Representatives passed H.R. 2874, "The 21 st  Century Flood Reform Act," introduced by Rep. Sean Duffy (R-Wisconsin).
Along with the three property-casualty insurer associations (AIA, NAMIC and PCI), the Big "I" originally opposed the legislation and negotiated with leaders on the House Financial Services Committee on improvements to the WYO reimbursement language.  The bill still includes a reduction in the WYO reimbursement rate from 30.9% to 27.9%, phased in over three years and offset by lower administrative costs of 1.5% over the same time frame. While the Big "I" is disappointed that this language was included in the legislation, the original bill included a much deeper cut to the WYO reimbursement rate, which would have had a greater impact on agent commissions. The negotiated changes will save agents millions of dollars in compensation if passed into law.   As a result of these changes to the WYO reimbursement rate, the Big "I" shifted its position on the bill from "opposed" to "neutral."
