Leadership Transition in the 
Episcopal Diocese of the Dominican Republic

The Rt. Rev. Moisés Quezada Mota was installed as the Bishop Diocesan at a ceremony in La Catedral de la Epifanía at 10 a.m. on Saturday, November 4, 2017. Bishop Quezada was elected during a special convention of the Diocese of the Dominican Republic on July 25, 2015, and was consecrated on February 13, 2016. He has served as Bishop Coadjutor since that date. The Rt. Rev. Diane Jardine Bruce, Bishop Suffragan of the Diocese of Los Angeles, was the celebrant of the installation. The Rt. Rev. Lloyd Allen, Bishop of the Diocese of Honduras, was the preacher. A reception and luncheon on the grounds of the cathedral followed the installation.

Bishop Quezada is the third Dominican to serve as Bishop of the Episcopal Diocese of the Dominican Republic following the Rt. Rev. Telésforo Isaac (1972-1991) and the Rt. Rev. Julio C. Holguín (1991-2017). Bishop Quezada was ordained to the diaconate on August 15, 1982, and to the priesthood on May 22, 1983. He has served in many churches throughout the Dominican Republic and has represented the diocese in meetings of Province IX of The Episcopal Church. Bishop Quezada is married to Mary Jeannette Pringle Quezada, and they have two adult children and a grandchild.

Thanksgiving for Bishop Holguín's Episcopate
 
The Rt. Rev. Julio César Holguín Khoury retired on November 1, 2017, after twenty-six years as diocesan bishop of the Episcopal Church of the Dominican Republic. Retired bishops, active and retired priests, deacons, parishioners from around the country, members of Holguín's family, members of the Board of Directors of the Dominican Development Group, and other international visitors celebrated Holguín's extraordinary ministry at a Holy Eucharist service at La Catedral de la Epifanía in Santo Domingo, Dominican Republic, at 3 p.m. on Wednesday, November 1. A reception followed the service in the adjacent parish hall.
 
The Rt. Rev. William Skilton, assistant bishop of the Dominican Republic (retired), preached the sermon giving tribute to Holguín's remarkable accomplishments and spiritual leadership and remembering several amusing incidents during their many years of work together. Quoting from the Epistle, Saint Paul's letter to the Corinthians, chapter 3, verses 4-11, Bishop Skilton praised Bishop Holguín as a man who had "planted the seeds and watered them" so that God could make them grow. Bishop Skilton described Holguín as a man of many talents, able to play happily with school children and then turn quickly to conduct business with contractors.
 
Recognizing the solitary nature of the episcopate, Bishop Skilton also praised Milagros Hernández Holguín as the "incredibly supportive" wife of the Bishop. From the Old Testament reading, Ecclesiastes 3:1-7, describing "a time for everything," Bishop Skilton reminded the congregation that Holguín's 26-year tenure had been a time of extraordinary growth in the numbers of churches built, clergy ordained, and parishoners baptized.
 
Bishops Holguín, Skilton and the Rt. Rev. Telésforo Isaac concelebrated the Eucharist at the altar decorated with arrangements of white roses, gladioli, and daisies.
 
Following the service, Bishop Holguín announced (in Spanish, with interpretation into English by Bishop Skilton) that he has recently been diagnosed with a neurological disorder of the spine that will require two surgeries in the next three months. He has been experiencing numbness in his hands and legs as well as pain in his back. Referring to the reading for the day about "time and seasons," he said it was the right time for his retirement. Holguín asked for prayers for the restoration of his health and thanked everyone for their support of his ministry.

DDG Board Meeting November 6, 2017

The Board of Directors of the Dominican Development Group met in the Obispo Holly conference room in the diocesan office building in Santo Domingo on November 6, 2017. The board members and visitors represented the following dioceses: Dominican Republic, Eastern Michigan, Georgia, Michigan, Nebraska, New York, Northwest Texas, South Carolina, Southwest Florida, and Western Michigan. 

During the meeting, the board members were excited to hear about a significant improvement in the financial status of the Diocese of the Dominican Republic in 2017. The Dominican Episcopal church has now reached a significant milestone in its goal of financial self-sufficiency.

With the support from the Dominican Development Group and mission companions across the United States, coupled with support from The Episcopal Church's Mark II self-sufficiency grant program, the Episcopal Diocese of the Dominican Republic is projecting that in 2018 it will be capable of self-funding its operations for the first time in its more than 100-year history. This has all been achieved while the diocese has experienced a dramatic growth and expansion of the ministries in communities across the diocese.

The Dominican Development Group launched the La Paloma Endowment campaign in February 2017 which set a goal of raising the endowment to US$10 million. This campaign focused on the November 1st retirement of Bishop Holguin and his legacy as diocesan bishop for more than 26 years, and aimed to provide a solid base for Bishop Moisés Quesada to begin his service as diocesan bishop. To date the campaign has raised over US$290,000. We are now less than US$248,000 from reaching our goal. We are continuing the campaign through the end of this year in hopes of completing our goal.

2017 marked the 13th year since the establishment of the Dominican diocese's Endowment Fund or FOCA (Fondo de Autosuficiencia) in 2004. Under the leadership of Bishop Julio Holguin (retired) and expert investment strategy developed by the Dominican committee in charge of the fund, the diocese has realized significant gains in this Endowment, which after receiving the donations from the La Paloma campaign had a value of approximately US$9,752,000 as of October 31, 2017. The annual proceeds from this Endowment are currently funding more than 60% of the diocesan budget.

English Language Training in Boca Chica

The Dominican Episcopal high school in Boca Chica, Colegio Episcopal San José, has partnered with ITLA (Instituto Tecnológico de Las Américas, or Technological Institute of the Americas) to make available English  language  instruction by ITLA teachers in the San José classrooms after normal school hours. ITLA recently held a graduation exercise for 120 students in the Boca Chica area who have completed this program. In its history, ITLA has helped 2,500 students in Boca Chica become bilingual in Spanish and English with a goal of helping the students become eligible for more employment opportunities in the region. ITLA also supplies an English teacher who is a member of the San José faculty and teaches English classes for enrolled high school students. All of the 2017 Mission Teams in One Album!

Thanks to the persistent work of many photographers at airports, work sites, and sponsoring churches and dioceses, group photographs of all of the mission teams from the United States working in the Diocese of the Dominican Republic in 2017 are now available in one online album, arranged choreographically by date. Soon we will be starting over with the 2018 teams, but for now, let's celebrate the success of this DDG project!
