Rossmoor Senior Safety Awareness Workshop
Hemme Station Park in Alamo Celebrates Grand Opening
Hemme Station Park, Alamo's newest park, had its grand opening Saturday, September 23rd. Several community members turned out to help celebrate the new trailside park with train-themed activities for kids and refreshments for all who stopped by.

The park is located at the corner of Danville Boulevard and Hemme Avenue, with its entrance on the trail. It features a tot lot play area, picnic pavilion, restrooms, bike racks, drinking fountains, walking path, tables, benches, trashcans, turf area, and beautiful native landscaping.
 
Throughout the park, visitors can read about the history of Alamo, native plants, and the original Southern Pacific Railroad Hemme Station on informational plaques. The Hemme Station Park project is the result of a partnership between our office, the Contra Costa County Public Works Department, and the Alamo Municipal Advisory Council. The project was fully funded through the County Service Area R7 Parks and Recreation Fund. 
 
The park will be a wonderful respite spot for the local community and Iron Horse Trail users, who will access the park on foot or by bicycle from the Iron Horse Trail. There is no car parking provided at the site or on the adjacent streets.

Celebrate Discover and Go Month in October
Visit your local branch this month and enjoy the Library's ongoing partnership with Bay Area museums and cultural venues. Library visitors can enter drawings for some great prizes and help give back to the community at the same time.

As part of the celebration, the Library is partnering with the Food Bank of Contra Costa and Solano. For every donation of nonperishable food items patrons bring to a participating branch, they can enter to win prizes including premium awards for some of the Bay Area's most popular attractions. They can also enter an easy on-line contest, "Why I Love Discover & Go". In addition, there will be two cartooning classes for kids hosted by Discover & Go favorite, the Charles M. Schulz Museum. Classes will be held Saturday, October 7 at 11:15 a.m. at the Pittsburg Library, and at 1:30 p.m. at the El Cerrito Library. There will also be a pop-up story time at the Cobra Car Museum in Martinez on Sunday, October 15 at 10:30 and 11:15 a.m. For further details, go to the "Discover & Go Month" link by clicking here.

Discover & Go is a nationally recognized partnership between libraries and museums offering free and low-cost passes for world-class cultural venues to library cardholders from every community and background.

San Ramon Celebrates 150 Years

San Ramon has been  honoring its 150 years of existence for the entire year, but September 9th was chosen as the official "birthday" because the date marks the sesquicentennial anniversary of a major community milestone -the opening of the first permanent, two-room schoolhouse, located where Morgan's Masonry currently stands, near the intersection of San Ramon Valley Boulevard and Deerwood Road.

Household Hazardous Waste Collection Drive

Danville FallFest
Head on downtown for   Danville FallFest 2017,  brought to you by the  Danville Area Chamber of Commerce.  Formerly known as the Danville Fall Crafts Festival, FallFest takes place on  October 21 & 22, 2017  from  10:00 a.m. to 5:00 p.m . In its 26th year, FallFest offers seasonal family-friendly, safe, special events and entertainment. 

The Children's Costume Parade has been a tradition for over 25 years in Danville. Super heroes, Disney characters, scary monsters, and creepy creatures of all ages are invited to be part of the annual tradition on Saturday beginning at 10:00 a.m. The parade starts at 300 Hartz Ave. at School Street and will be led by Sparky the Fire Dog. Note: Participants should assemble in the Faz Restaurant parking lot starting at 9:45 a.m. You will not be able to drive on Hartz Avenue to drop off your child. The parade will head north along Hartz Avenue ending at Diablo Road. 

FallFest features 150 outstanding artists from the western United States. Enjoy your favorite returning artists and the work of new artists in the jewelry, glass, ceramic, painting and photography categories. Whether it's a whimsical ceramic bowl, a finely sculpted gold ring, or a captivating photograph, fairgoers will find that special item for keeping or giving away to someone special. See a stunning collection of hand-blown pumpkins and flowers in a wide range of shapes and colors. 

This year's FallFest has a great selection of 'cuisine' opportunities ranging from Chicken Skewers to Tempura Fried Vegetables. Also enjoy local breweries pouring their latest brews. The Classic Car Show shows off on Sunday. Supervisor Speaks to Rossmoor Rotary
Supervisor Andersen received a certificate presented by Patrice Jensen, President of the Rossmoor Rotary, after she spoke to the lunch group on September 6th, updating them on current issues and events in District 2.
Library Friends and Foundations Forum

Supervisor Andersen, along with Supervisor Mitchoff, welcomed County Library Commissioners to the Friends of the Library Commission, Friends and Foundations Annual Forum at the Walnut Creek Library on Saturday, September 16th.
American Red Cross Heroes Breakfast

On Friday, September 15th, Alameda County's Red Cross Leadership Council honored their local heroes at their annual Heroes Breakfast. The American Red Cross Heroes Breakfast was established in an effort to raise awareness for local heroes who carry out the mission of the Red Cross by making a commitment to creating stronger communities and providing help when disaster strikes.

Pictured above, Chief of Staff Gayle Israel stands with Marilyn Simpson Wright, International Services Hero.  Marilyn is a resident of District 2 and serves as the link between the Oakland office of the International Rescue Committee and churches and other organizations serving the needs of refugees in Alameda County and the greater San Francisco Bay Area. Services for refugees resettling in Alameda County include collecting and distributing in-kind donations, funds and transition support services and coordinating a small army of volunteers to set up apartments for refugee families.   To learn more about the Red Cross  click here .
Lafayette Presents Art Moves Project
Art Moves Project (AMP) is excited to announce Edifice: Uncovered, its first presentation of an art installation with dance, on Friday, October 13th, at Coffee Shop's Lafayette location. Edifice: Uncovered includes two free performances at 4:30 p.m. and 6:30 p.m., realizing a new form of public art in our county.  
 
AMP was founded by Lafayette residents Yukie Fujimoto, Lissa Resnick and Christy Mack and is supported by the Lamorinda Arts Council, Lafayette Community Foundation and private donors.

SRV United Methodist Church Dedicates their 
Activity and Recreation Center

Supervisor Andersen stands with Pastor Ron Dunn of the  San Ramon Valley  United Methodist Church  at the occasion of the dedication of their ARC  (Activity & Recreation Center).
 
Supervisor Andersen congratulated the Pastor and the congregation on their vision and perseverance to create an ARC, which will serve as a welcoming place in our community, where all can participate in recreational and fitness opportunities.

Board of Supervisors Recognizes 
Falls  Prevention Week
Alayne Balke, Falls Prevention Program Manager, and Susannah Meyer, Community Engagement Officer, were in attendance for the September 26 Board of Supervisors meeting to accept the proclamation recognizing Falls Prevention Week.  

Each year nationally, one in every three adults age 65 and older falls; and falls are the leading cause of injury death among seniors. Concentrated efforts are being made in Contra Costa County by the Fall Prevention Coalition to reduce falls and fall related injuries using multi-faceted interventions.

Learn How to Get Involved in Your Local Community
Ever considered getting involved in your local community as an appointee to a board or commission? Want to know more about how the process works? How do you navigate the process and who can help?  Join California Women Lead and State Assemblywoman Catharine Baker on October 12th, 6:30 p.m. at Civic Park Community Center Social Hall, 1375 Civic Dr., Walnut Creek, for an appointments training. You will learn the process that one should take to be appointed to a board/commission/committee at the local and state level. With the number of women in government decreasing, the goal is to empower women to apply for appointments to reach gender equality on boards and commissions. This training is free and open to the public. The event is sponsored by nine Contra Costa County AAUW branches and Junior League East Bay.  
Alamo Rotary Honors Alamo Citizen of the Year

Steve Polcyn, Alamo Citizen of the Year, accepts a Certificate of Congratulations from Supervisor Andersen at the September 20 Alamo Rotary luncheon.

Steve has served the Alamo community, surrounding areas and beyond with various philanthropies. He has held the title of Alamo Rotary President in 1992-1993 and in 2010-2011, and is currently serving as chair of the Rotary District 5160 Foundation Grants Committee.

In addition, Polcyn is president of the  RotaCare Bay Area, Inc., board of directors and a founder of the RotaCare Free Medical Clinic in Pittsburg as well as the co-founder of the RotaCare Free Medical Clinic in Richmond. These facilities consist of volunteers, providing free medical care in the Bay Area for those who have the greatest need and the least access.

Polcyn has been recognized by Rotary not only as 2017 Alamo Citizen of the Year, but also a number of Rotary honors such as Rotary District 5160 Service Above Self Award and two recognitions as the Alamo Rotarian of the Year in 2012 and in 2014.
25th Annual Lafayette Res Run for Education
 & Healthy Lifestyles Fair
The Chamber of Commerce and the  City of Lafayette are co-sponsors of the Lafayette Res Run for Education, which is traditionally held on a Sunday in October. Beneficiaries of the event are the local schools and the services and programs of the Chamber. The Run is the city's most popular "family affair", involving kids, parents, grandparents, and hundreds of serious runners from throughout the Bay Area.  Participants compete in 10k or 5k Certified Runs and a 2-mile run/walk for fun through downtown Lafayette, around the reservoir (10k only) and back. Sprinters, walkers, the "stroller brigade" and many of Lafayette's top four legged residents share the streets on that festive Sunday morning.

Mental Health Services Act (MHSA) Forums
Contra Costa Behavioral Health Services, a division of Contra Costa Health Services (CCHS), invites anyone interested in discussing local public mental health services to participate in one of three community forums this fall.
  • Thursday, October 5: 2:30 p.m. to 5 p.m. at Richmond Memorial Auditorium, 403 Civic Center Plaza in Richmond
  • Wednesday, October 25: 2:30 p.m. to 5 p.m. at Vicente Martinez High School, 925 Susana Street in Martinez.
  • Thursday, December 7: 2:30 p.m. to 5 p.m. at Brentwood Community Center, 35 Oak Street in Brentwood.
The forums offer the opportunity to meet with service providers to discuss current issues relevant to providing mental health care in the community. These discussions will help inform future use of local Mental Health Services Act (MHSA) funding.  All members of the public are welcome, including participants in mental health services, their family members and service providers.

Contra Costa County's current MHSA budget provides $51.6 million to more than 80 mental health programs and services. On Friday, September 15th, Supervisor Andersen was a guest speaker at the APAPA Civic Leadership Forum.
October is Creek and Channel Safety Awareness Month
In 2011 the Board of Supervisors declared October 2011 as the first Creek and Channel Safety Awareness Month, and directed the Flood Control District to continue implementation of the Creek and Channel Safety Awareness Program. In 2011 and 2012, public input was received to develop the program. Since that time, the program has produced improved signage, new safety brochures, school outreach, community outreach, a safety evaluation, a student created safety video, and Swiftwater Rescue coordination, with additional items coming soon. As the rains begin, please be aware that water levels will rise in the creeks and channels. The water is cold, swift moving, and full of debris. Appreciate the great jobs creeks and channels do to protect our community from flooding; protect yourselves and your loved ones - but most importantly, STAY OUT, STAY ALIVE!
Autos of Alamo

Supervisor Andersen enjoyed the 5th Annual Autos of Alamo on September 14th, where the Alamo community turned out to enjoy classic cars, fun food trucks and festive music at Alamo Plaza. If you missed it this year, it's a must for your calendar next time around!

Contra Costa Council on Homelessness
Seeks Nominations for Outstanding Landlord and Outstanding Volunteer
If you know of someone doing incredible work in your community in service of those experiencing homelessness, the Council on Homelessness would love to know about them and honor them!

This year to mark Homelessness Awareness Month, the Council on Homelessness is planning to present an award to an Outstanding Landlord and Outstanding  Volunteer who have made an impact on the lives of people facing homelessness. The Council on Homelessness will be making the selection of the final winners. Culture to Culture Award Ceremony
Culture to Culture Foundation has been serving seniors as volunteers at the Danville Senior Center since September 2007. On September 13, 2017, the Senior Center celebrated Culture to Culture's 10 years of outstanding volunteer work with a light brunch and entertainment. More than 100 people attended this event. Volunteer instructors of the four exercises classes were presented with certificates of appreciation from Supervisor Andersen. Chief of Staff Gayle Israel was on hand to present the certificates.
Project Second Chance
Looking for an opportunity to help others?
P roject Second Chance (PSC), is the Contra Costa County Library Adult Literacy Program, which offers free, confidential, one-on-one basic literacy instruction to people who read or write below the 6th grade level. They are in need of volunteers who are kind and compassionate to those struggling with reading and writing.

Recognizing Older Workers
The Board of Supervisors proclaimed and acknowledged the week of September 24 through September 30, 2017 as National Employ Older Workers Week, which has been observed in California since 1959. 
 
Contra Costa County celebrates September 24 through September 30, 2017, as National Employ Older Workers Week to highlight and recognize the talents and contributions of this population in keeping California competitive in a rapidly changing global marketplace. 

Celebrating National Employ Older Workers Week also serves as an important reminder to older workers that they are a valuable asset in today's workplace.

According to the Bureau of Labor Statistics, older Americans are working more, even as those under 65 are working less. By 2024, 36 percent of 65-69 year olds will be active participants in the labor market. 
National Recovery Month
At the September 19 Board of Supervisors meeting, the Supervisors p roclaimed the Month of September 2017 as National Recovery Month in Contra Costa County. 

To help more people achieve and sustain long-term recovery, the U.S. Department of Health and Human Services (HHS), the Substance Abuse and Mental Health Services Administration (SAMHSA), the White House Office of National Drug Control Policy (ONDCP), and Contra Costa County invite all residents of Contra Costa County to participate in National Recovery Month .

The Moraga-Orinda Professional Firefighters Association held a small ceremony on September 11th at Moraga Country Club which included the Presentation of Colors, presentation of the Pledge of Allegiance and the Saklan School choir singing the National Anthem in recognition of 9-11.

MOFD Chief Healy Retires

Supervisor Andersen thanked Chief Stephen Healy for his long-standing dedication to the Moraga Orinda Fire District at his farewell reception on September 20 at the Hacienda de las Flores in Moraga. She presented him with a resolution signed by all five members of the Board of Supervisors.  Chief Healy was with MOFD for 12 years, becoming Fire Chief in 2013.

September Board Actions
Ever wonder what your Supervisor does at the Board of Supervisors Meeting held on most Tuesdays? Here are some of the board actions from the month of September which impact the residents of District 2: 
 
Interviewed five finalists for the position of District Attorney.  Appointed Diana Becton as the Interim District Attorney. 
 
Received update from staff on the status of Senate Bill 595: Bridge Tolls, as recommended by the Transportation, Water, and Infrastructure Committee;  Supervisors expressed continued concern about various aspects of this bill.

Approved and Authorized the Health Services Director, or his designee, to apply for and accept on behalf of the County, Grant Agreement #28-640-7 and adopted Resolution No. 2017/299 authorizing the County to request an allocation from Metropolitan Transportation Commission, in an amount not to exceed $40,000, for the County's Bicycle and Pedestrian Safety Project for the period July 1, 2017 through June 30, 2018.
   
Approved and Authorized the Employment and Human Services Department Director, or designee, to execute an agreement, including modified indemnification language, with San Ramon Valley Unified School District, in an amount not to exceed $201,239, to provide State preschool services for the term August 1, 2017 through June 30, 2018.
 
Approved and Authorized the Sheriff-Coroner or designee, to accept an annual donation from the Blackhawk Homeowners Association in an amount not to exceed $100,000, to be used for supplementing the costs associated with adding an additional Deputy Sheriff - 40 hour position for County Service Area P-2A (Blackhawk area).
 
Continued the emergency actions originally taken by the Board of Supervisors effective January 19 and February 14, 2017 regarding the hazardous conditions caused by a series of severe rainstorms in Contra Costa County.
 
Adopted presentation recognizing September 24 through September 30, 2017 as National Employ Older Workers Week.
 
Adopted presentation proclaiming the Month of September 2017 as National Recovery Month in Contra Costa County.
 
Adopted resolution recognizing Fire Chief Stephen Healy upon his retirement from the Moraga-Orinda Fire District.
 
Accepted the report on the Transient Occupancy Tax (TOT) associated with short-term rentals such as Airbnb and directed  staff to negotiate with Airbnb on a Voluntary Collection Agreement authorizing Airbnb to remit TOT to the County.  Also directed staff to solicit input from County Municipal Advisory Councils regarding zoning regulations and permits for short term rentals in the unincorporated areas of the County.
 
Adopted Ordinance No. 2017-04 identifying zoning districts and establishing regulations for farmworker housing, transitional housing and supportive housing. 
 
Adopted presentation recognizing September 26, 2017 as National Voters Registration Day in Contra Costa County
 
Adopted presentation proclaiming the week of September 22 to 28, 2017 as "Falls Prevention Awareness Week" in Contra Costa County.
 
Adopted presentation recognizing September 2017 as Suicide Prevention Month for Contra Costa County.
 
Adopted resolution endorsing the Vision, Goals and Objectives of a Bay Area Comprehensive Economic Development Strategy (CEDS) to establish a nine county regional Economic Development District recognized by the United States Economic Development Administration, to improve access to economic and workforce related grants and technical assistance from federal and state agencies and private foundations to foster greater public and private collaboration in addressing economic, workforce and equity issues.

Accepted report on implementation of Ordinance No. 2016-24, which established a stewardship program for the collection and disposal of unwanted prescription drugs.
 
Received the report from the Chief Assistant County Administrator on the status of the new administration building and emergency operations center/Sheriff's Office administration building projects including updates on project scope changes, parking alternatives, energy efficiency and LEED designations and potential schedule impacts.
 
Adopted Resolution No. 2017/338 declaring October 2017 as Creek and Channel Safety Awareness Month and accepted the following status report from the Public Works Department and the Contra Costa County Flood Control & Water Conservation District (FC District) on the Creek and Channel Safety Awareness Program (CCSAP)
 
Recognized National Voter Registration Day in Contra Costa County, September 26, 2017.
 
Recognized the 40th Anniversary of STAND! For Families Free of Violence
 
Reappointed Julia Miner to the District II Seat on the Family and Children's Trust Committee for a two-year term with an expiration date of September 30, 2019, as recommended by Supervisor Candace Andersen.
 
Approved and Authorized the Employment and Human Services Director, or designee, to execute a contract with Meals on Wheels Diablo Region, a non-profit corporation, in an amount not to exceed $150,000, to provide direct service provider training and care manager services as part of the Contra Costa County Elder Abuse Prevention Project to victims of financial elder abuse for the period July 1, 2016 through June 30, 2018.
 
Approved and Authorized the Chair to execute a Mills Act Contract for each of the following properties: 66 and 67 Stonecastle Court in the Alamo area.
 
Adopted  Resolution No. 2017/331 to permanently repeal the  "Juvenile Cost of Care Fee" assessed in juvenile detention facilities, and repealed  the "Cost of ElectronicSurveillance of Minors" fee.
 
Authorized  the County Administrator, or designee, to execute  a contract with Rubicon Programs, Inc. in an amount not to exceed $408,750 for the operation of the West County Reentry Success Center for the County's AB 109 Realignment Program for the period October 1, 2017 through June 30, 2018.
 
Directed staff to move forward with the Stand TogetherCoCo, a rapid response and community education project to support safety and justice for immigrant families in Contra Costa. $500,000 to be paid for from AB 109 funding, and the other half from grants from community non-profits.
 
Accepted the "Accessible Transit in Contra Costa County" white paper as  recommended by the Transportation, Water, and Infrastructure Committee. 
 
Accepted the report on implementation of the East Contra Costa County Habitat Conservation Plan/Natural Community Conservation Plan.  Click here to read the plan.
 
Approved recommendations and accepted the Options Report on implementing the Municipal Regional Permit issued by Regional Water Quality Control Board in November 2015.
 
Received a report from the Public Works Department on the development of a Direct Discharge Plan to reduce the amount of illegal dumping entering into County-owned creeks.  Click here to read the report.
