Streamline & Strengthen 

The Housing Opportunities through Modernization Act or HOTMA was signed into law in 2016 and it amends the U.S. Housing Act and other housing laws to modify multiple HUD programs. The new law means new requirements for the Housing Choice Voucher (HCV) and Public Housing programs. It is important to note that HOTMA changes will streamline and strengthen federal housing programs by reducing administrative burdens for housing agencies and private owners and adding flexibility to further expand key goals. However the core characteristics of federal rental assistance will remain in place. The three areas that HOTMA will improve are 1) simplifying rules for setting tenant rent payments, 2) streamlining housing quality inspections in HCV and 3) providing added flexibility to project based vouchers. HOTMA is a federal tool that will assist Cincinnati Metropolitan Housing Authority in improving customer service to residents, partners and employees.  
 
Also, we are currently working on various projects that will strengthen the affordable housing solutions offered to Hamilton County families. Recently Congress lifted the cap on the number of public housing units that can be converted to the Rental Assistance Demonstration program (RAD). CMHA received notification to move forward with the process for converting possibly all CMHA owned and operated units to RAD. As a reminder, RAD is the HUD program that stabilizes funding for public housing authorities while positioning agencies to leverage millions of dollars in private dollars to address capital needs and preserve the affordable units. The change to RAD is very important and to keep everyone up-to-date staff was informed of the conversion plan and resident communication teams held approximately 40 meetings to discuss CMHA's preliminary conversion plan. If you're interested in learning more about RAD, please visit our website or email [email protected].   Another need is more affordable housing for a growing population, our seniors. West Union Square, located in Colerain Township, is a development that will provide one and two bedroom homes for the aging population. The West Union Square groundbreaking was held in May and after many weeks of construction the building is beginning to take shape. The foundation is set and some walls are up ( photo below). And finally Hamilton County is expected to have one of the largest groups of returning citizens. Therefore, our team is creating a family unification referral program. It is in the early stages at this time but the goal is to strengthen, support and help provide stability for men and women who are leaving the justice system and want to reunite with family members. CMHA has secured a partnership with the Hamilton County Office of ReEntry and further partnerships are being developed that will provide solutions for families. Once the program is fully developed a public comment period will be established, be sure to check the website for details.

The CMHA initiative Building for the Future has won a National Award of Excellence from the National Association of Housing and Redevelopment Officials (NAHRO). The NAHRO Agency Awards were created to give national recognition to the achievement and innovation of agency members throughout the country.
 
Building for the Future is an educational and supportive initiative for small, MBE, WBE, Section 3 and resident-owned businesses that prepares them for HUD's RAD implementation. It is designed to help smaller contractors compete for subcontracts with the large construction firms who win project contracts from CMHA and other agencies. Building for the Future is mission-driven in that it provides people and companies the tools needed to compete and succeed.
 
A key component of the initiative is CMHA's strong partnership with 11 business development and certification agencies, such as the Small Business Administration (SBA), The Greater Cincinnati Microenterprise Initiative, and the Procurement Technical Assistance Center of Ohio.  Another partner, the City of Cincinnati Department of Economic Inclusion works to inform business owners about RAD and has helped a number of our diverse companies by officially certifying them as small, minority or women-owned businesses.          
 
Vandells, LLC - Section 3 Business Concern
While participating in Building for the Future, Vandells, LLC, a Section 3 Business Concern, received its Sustainability Certificate at the 2017 Midwest Regional Sustainability Summit.  One of over 30 Section 3 Business Concerns recognized at the Summit in the last two years, Vandells was honored for the commitment to ensure the company stays environmentally accountable, socially responsible and economically viable.  Vandells is currently providing unit turnover services to CMHA.

CMHA will participate in a two-day learning summit presented by Housing Opportunities Made Equal (HOME). "Emerging Issues in Fair Housing" will focus on fair housing issues for returning citizens and the LGBTQ communities. Members of these communities face unique barriers when looking for quality, affordable housing therefore the goal of "Emerging Issues in Fair Housing" is to educate members of the community about the fair housing issues. Please consider joining us at the summit to be held October 10 and 11 at the American Red Cross office.
CMHA is gearing up for the next Hiring Event to be held October 27, 2017.  Partnering employers and service organizations are invited to participate. Partners that have participated in the past have experienced much success with the hiring events.CMHA residents, HCV and Section 3 participants will be present to take advantage of opportunities and resources provided.

CMHA U logo Did you know CMHA's Housing Choice Voucher Program (HCV) offers free training for property owners and managers featuring subject matter experts? The training is called CMHA U and includes topics like fair housing, succeeding in the HCV Program and lease enforcement. The CMHA U classes benefit owners/landlords, HCV participants and the community overall by promoting neighborhood stability.
The remaining CMHA U schedule is as follows:
  • October 12 - Legal Responsibilities in Property Management: Mr. Bill Willis, Jr., an attorney with over 25 years experience in working with property management clients will present a lively interactive class on handling nuisance residents, retaliatory evictions and more. Attendees will walk away with tools that will help improve communication with tenants.
All CMHA U classes are open to non-participating and participating property owners/managers. Registration is open for both and can be completed by visiting CMHA on-line.
