Finance Minister Richard Gibson announced during Wednesday's press briefing that the country has enough reserves to cover the 2017 deficit. However, 2018 is a different story. With a projected deficit of 256 million guilders, St. Maarten will need help.

This urgent need for finance to cover the expected deficits may explain the erratic behavior of the VROMI ministry declaring the need to issue all kinds of unnecessary permits. For fixing roofs, for rebuilding structures with existing permits, and for even salvaging sunken vessels in the Simpson Bay lagoon.
The unceremonious boarding of the salvage equipment - a barge and a crane from the Bahamas - as reported by Jeff Boyd in his
second letter to the Council of Ministers and the Members of Parliament, by the coast guard carrying automatic weapons with members of the maritime authority, certainly shows that the country is putting dollars and cents above common sense.
The British Virgin Islands (BVI) on the other hand, is taking the bull by the horns in order to get their
sailing season started by November 1 and even hiring away salvage operators, who are not allowed to work in St. Maarten, to come to the BVI to clean up their boat wrecks.
What is wrong with us here in St. Maarten? Talk about killing the goose that lays the golden eggs. "Is there something we are missing here," Jeff Boyd asks in his
