On November 26th our businesses open their doors to welcome the community, to meet us, see what we do, and have a special treat in this 'moveable snack & greet'.

The merchants do whatever best showcases their businesses. Some may offer our guests something to snack on, hot cider, cookies, treats or eats; others have wine specials, discounts or live music (Trailside Cafe & Big Sur Vineyards), raffles (Patricia Qualls raffles a painting, CVAA with their annual "mini art raffle" from Nov. 12 - Dec. 12). CVAA also invites you to their Holiday "Meet the Artists" Reception, 4 - 6pm.

This is a wonderful and friendly opportunity for us all to 'Meet & Greet' the community-at-large and for them to meet us... local artisans, merchants and winemakers. With the addition of the wonderful lights and decorations that are arranged by Paul Ingram and his team of volunteers, we now look like a village! We sparkle and we encourage the community in town to come see us sparkle within and without!

59th Santa Fly-In

The Carmel Valley Community Youth Center will bring to the Monterey Peninsula the 59th Annual Santa's Fly-In at the Carmel Valley Airfield on Ford Road in Carmel Valley, California. This jolly event will begin at 10:30 am, rain or shine, with all eyes looking up at the crisp winter sky awaiting the delivery from helicopter of Santa and Mrs. Claus. Greeted by holiday music, Santa and Mrs. Claus will make their way through the crowd to their sleigh which will begin the parade through the quaint and walk-able Carmel Valley Village enroute to Carmel Valley Community Youth Center on Ford Road.

County Supervisors re-affirm the Planning Commission's Decision
to to Deny Appeal for " Director's Interpretation"
at Hilltop/Cima Colima by a Vote of 4 to 1!
 

Carmel Valley residents breathed a sigh of relief as the Monterey County Board of Supervisors decided to deny the Appeal by Hilltop to overturn the Planning Commission decision. Yesterday afternoon, after testimony from neighbors, CVA members, and attorneys, the Monterey County Board of Supervisors denied Hilltop/Cima Colima's appeal to allow extensive commercial activities and events at Hilltop Ranch. Despite abundant evidence provided by residents and their attorney, HillTop/Cima Colina's attorney claimed that the activities at Hilltop were "educational activities" and a "marketing strategy" and not events.

Opponents successfully pointed out that commercial events are not permitted in areas zoned low density residential, and that allowing them at Hilltop would set a dangerous precedent for all areas zoned as low residential in the county. It would have meant that planting a few acres of grapes (about 3 acres in this case) in a residential area would automatically allow events.

The supervisors' decision comes not only as a great relief to Hilltop neighbors, whose tranquility had been shattered by the noise and traffic generated by Hilltop, but to all county residents who live in residential areas.

Thank you to CVA members and Carmel Valley residents who turned out in force to testify, to our attorney Molly Erickson, and to contributors to our legal defense fund, which allows us to continue to represent valley residents' interests. We also thank the Hilltop neighbors and their attorney Tony Lombardo for their vigorous testimony that helped win the day.

One success is behind us, but our lawsuit challenging the approval of the Rancho Cañada subdivision is to be heard next year (see article below), and our legal defense fund still needs your help.

We know that preventing wildfires saves lives, property and precious resources. Pre-fire preparation and planning also saves money and helps first responders. Since 2009 the Firesafe Council For Monterey County (FSCMC) has administered over 2 million dollars in grants and donations funding public safety education, community outreach and the reduction of hazardous fuels throughout the county. We are primarily focused on completing hazardous fuel reduction projects that protect neighborhoods, improve emergency ingress/egress and facilitate first responder access. To accomplish these projects, we partner with public agencies, private property owners, conservation and environmental organizations.

We are a countywide organization of volunteers who sincerely believe we can work to prevent wildfires. The FSCMC has completed a number of projects in Carmel Valley including multiple projects in Rancho Tierra Grande, Carmel Views, Cachagua/Jamesberg and Tassajara communities. We are, and will continue through 2018, completing a $50,000 fuel reduction project in Rancho Tierra Grande. This grant has paid for two neighborhood chippings programs here in Mid Valley and will, next year, target the removal of the invasive and highly flammable Genista monspessulana (French broom) as well as cleanup of Buckeye and Berwick Canyons. In addition, there is planned removal of detritus between Rancho Tierra Grande and Carmel Valley Road.

Our focus for this year's MC Gives project this year builds upon a very successful program we began last year to create outreach to some of the underserved communities in the county. Last year we focused upon South County and it was critical for acquiring support and funding for two fuel reduction projects, including the creation of a co-operative fuel reduction agreement with the U.S. Army Fort Hunter Liggett. This year's MCGives "Big Idea" is to continue this community outreach to the underserved areas of North County. We are currently and will continue to fund and administer projects in Carmel Valley, as much more work needs to be done to decrease the hazardous fuel loads and increase our safety in Carmel Valley and throughout Monterey County.

That is why we are asking for your help. All of this effort takes money and your contributions would be greatly appreciated. The FSCMC has created a matching fund for donations, so if you contribute through MC Gives your contributions will be matched by approximately 15%; So, if you give $100 the result is a match which will make your contribution worth $115. How great is that?

Valley Issues Update
Val Verde Development Denied

On September 12, the County Board of Supervisors unanimously adopted a motion of intent to deny the Carmel Rio Road subdivision. The supervisors agreed with CVA and the neighboring residents and businesses that the subdivision project does not fit the site or the county plans.

We thank Supervisor Jane Parker for making the motion to deny, and to Supervisor John Phillips for seconding the motion, and for their perceptive comments about problems with the project.

We also thank Supervisors Mary Adams, Simon Salinas, and Luis Alejo for voting for the motion.

Short-Term Rentals in Carmel Valley

The county is searching for answers to the complicated questions surrounding the issue. Among those being considered are: How should the difference between owner-occupied and absentee-owner properties be dealt with? Should there be limits on how many days a unit could be rented? What effects are short-term rentals having on overall housing market prices and on affordable long-term rentals?

It is very important that residents of Carmel Valley express their thoughts to the Planning Commissioners.

Please save the date for an anticipated hearing on the Draft Short-Term Rental Ordinance: Monterey County Planning Commission, Wednesday, November 29, 2017, time to be determined.

Rancho Cañada Opening Brief
Filed in Superior Court

The hearing has been moved from  October 6, 2017 to January 26, 2018.  The hearing will be in Department 1 of the Salinas Courthouse located at 240 Church Street. That is the new building adjacent to the County Government Building. (Some of you may have reported to jury duty in the basement.). Department 1 is on the top floor; there is an elevator. The Hon. Lydia M. Villarreal is the judge.
