SAR and County Discuss Hirst Decision
|
Members of the SAR Governmental Affairs committee met with Spokane County water resources officials, this week, to offer REALTOR
® input on a "Hirst Fix."
The mutual goal is to create a durable solution under current law to work around the Hirst Decision - last year's ruling by the Washington State Supreme Court that effectively shuts down all rural development across Washington state.
Members offered County planners real information from the field as they work to create a water bank for property owners in the Little Spokane River water shed - one of several areas impacted by Hirst in Spokane County.
The meeting (pictured above) was part of an ongoing dialogue between the SAR and Spokane County representatives - specifically
Rob Lindsay, Water Programs Manager, and
Mike Hermanson, Water Resources Manager.
Spokane County commissioners have responded to Hirst with a temporary ordinance which allows most development to continue in Spokane County, with a few exceptions - one being property on/near the Little
Spokane River.
The county is talking about creating the Little Spokane Water Bank from an existing Deer Park Farms water right and intends to sell water rights for a potential 3,445 parcels in that water shed. Water rights are parcel-specific but can be transferred to future owners of that parcel. Prices would start at $1,000, one time purchase, for a simple water right.
County Commissioners will see a draft proposal on this water bank next week, then begin deliberations toward its implementation this fall.
The County is considering creating other water banks in other water sheds as a long-term solution to moving forward with rural development in a post-Hirst environment.

ALL VOTING WILL BE DONE ELECTRONICALLY!
You will receive Notice on Friday, October 20th, of the "Final Slate of Candidates." Voting begins on Monday, October 23rd. You will receive an email invitation to vote. When you click on the link for the ballot, it will take you to the Member Portal. You will need to sign in with your user name and password, and then it will take you to the ballot.
Deadline to fill out ballots will be Wednesday, November 8th, 4:30 p.m.
Our new leaders will be announced at our Annual Membership Meeting on Thursday, November 9th, at CenterPlace Regional Event Center.

The SAR is sad to share the news that long-time member Tom LaLone passed away this week.
LaLone (photo, right) received the SAR's REALTOR® of the Year award earlier this year from 2016 SAR President Jack Kestell (photo, left).
LaLone was a Gonzaga Prep and Gonzaga University graduate (finance major, philosophy minor) and a broker with John L. Scott in Spokane.
A Mass of Christian burial will be celebrated on Saturday, September 30, 2017 at 10 am at St. Aloysius Catholic Church, 330 East Boone, Spokane, Washington.

The Oak Tree Seeks Contractor

Spokane City Council member Karen Stratton shares word that
The Oak Tree
- a Spokane non-profit - is seeking a contractor to finish work on five homes in the West Central neighborhood. The homes were previously scheduled for demolition, then moved for renovation to be low income housing.
Some work has been done; all of the houses need to be finished and made habitable. Funding is available.
