OPEN ENROLLMENT FOR HEALTH INSURANCE
The 2018 Open Enrollment for Health Insurance starts September 11, 2017 and ends October 6, 2017.  During this period, City employees may enroll in a health plan, add eligible dependents to existing plans, remove dependents, or change enrollment to another health insurance plan. Changes made during Open Enrollment take effect January 1, 2018
EMPLOYMENT RELATIONS CONSORTIUM (ERC) WORKSHOPS
Sixteen employees have been scheduled to attend two ERC workshops in Alhambra on October 5, 2017.  The workshops, which will be presented by experienced employment/labor law attorneys from the law firm of Liebert Cassidy Whitmore, cover relevant topics in employment relations: "The Future is Now - Embracing Generational Diversity and Succession Planning," and "Technology and Employee Privacy." 
FINANCIAL PLANNING CONSULTATIONS
Ten employees participated in one-on-one meetings and consultation with the City's representative from ICMA-RC on October 2, 2017, at City Hall.  Employees received updated information and financial advice with respect to contributions and/or enrollment in the 457 Deferred Compensation plan, ROTH IRA payroll deductions, as well as related financial investment decisions.
RECRUITMENT - HIRING NOW
Applications are currently being accepted for Director of Public Works/City Engineer, Director of Community Development, Director of Recreation and Community Services, Police Officer, Recreation Leader I and II (part-time), Criminology Intern, Finance Intern, and Planning Intern.  Filing for all the positions are open until filled.

CITY CLERK
IMPORTANT ELECTION INFORMATION:
CHANGE IN CITY'S  ELECTION DATE
Senate Bill No. 415 (SB 415), the California Voter Participation Rights Act (California Election Code Sections 14050-14057), which was approved by the Legislature and signed by the Governor in 2015, prohibits local government, like the City of San Fernando, from holding an election other than on a statewide election date if elections on nonconcurrent dates have previously resulted in significantly decreased voter turnout.

Given that the City has experienced low voter turnout and to comply with SB 415, on August 21, 2017 the San Fernando City Council adopted Ordinance No. 1668.  The Ordinance moves the date of our General Municipal Election from the first Tuesday after the first Monday in March of odd-numbered years to the first Tuesday after the first Monday in November of even-numbered years, to coincide with statewide election dates.  As a result of this change, the terms of office for all currently elected members of the City Council will be reduced by approximately four months.

On September 19, 2017, the Los Angeles County Board of Supervisors approved the City's request. Within the next two weeks, San Fernando registered voters will receive notification (i.e., a postcard) of these important changes.

The next General Municipal Election will be held on November 6, 2018.  Incumbent terms expiring at that time are Councilmembers Sylvia Ballin, Antonio Lopez, and Jaime Soto.

COMMUNITY DEVELOPMENT
SAN FERNANDO CORRIDORS SPECIFIC PLAN UPDATE
The City has conducted two well-attended public workshops on August 28, 2017 and September 15, 2017.  Information from the workshops are being integrated into the final draft Transit Oriented Development (TOD) Plan Amendment/Environmental Impact Report (EIR) documents. 

The Planning and Preservation Commission is anticipated to consider the documents at a special meeting in late October 2017, followed by the City Council in late November 2017 and early December 2017.  The most current information is posted on the City's website and are available for review at City Hall, Public Library, Recreation Park, and Las Palmas Park.

The goal of the Corridors Specific Plan Update is to improve accessibility and livability of the neighborhoods near the Sylmar/San Fernando Metrolink Station.   This project is funded through a Metro grant secured by the City of San Fernando.
FINANCE
MEASURE A ANNUAL REPORT
On September 18, 2017, staff presented the annual Measure A report that requires the City to identify the funds collected through Measure A and how they were used. A copy of the report can be found under the Finance Department page on the City's website ( WWW.SFCITY.ORG ).
BUSINESS LICENSE DISCOVERY AND VERIFICATION 
AUDIT  PROGRAM
The City is currently conducting a discovery and verification audit of businesses operating in the City.  Any businesses or individuals found to be operating without a license at that time will be subject to back fees and penalties.

AVOID LATE FEES ON YOUR WATER BILL

POLICE
LAW ENFORCEMENT APPRECIATION DAY AT DODGER STADIUM
On September 7, 2017, Dodger Stadium hosted Law Enforcement Appreciation Day.  A number of the San Fernando Police Department employees, family, friends, and other city employees enjoyed the festivities and the game that night.  Detective Diaz was in full uniform and joined other law enforcement officers on the field prior to the start of the game.  This was truly an honor and a privilege to have Detective Diaz represent our Police Department family and the law enforcement community.

SPECIAL OLYMPICS INTERNATIONAL LAW ENFORCEMENT 
TORCH  RUN CONFERENCE
During the week of September 20, 2017, Detective Diaz attended the Special Olympics International Law Enforcement Torch Run Conference in Nashville, TN. She was selected by the Special Olympics of Southern California Law Enforcement Torch Run Leadership Council to attend after being nominated by San Fernando Police Department personnel based on her commitment and volunteerism in organizing the Tip-A-Cop events the past two years and raising nearly $10,000 in support of Special Olympics Programs.  

Detective Diaz also volunteers her time at Special Olympic events and has participated in the Torch Run this past year in San Fernando.  All expenses for air, travel and meals were paid for by the Special Olympics of Southern California.  Detective Diaz attended with over 1,000 other law enforcement professionals, Special Olympics leaders, and Special Olympic Athletes from around the world.  It is important to note that law enforcement around the world raised over $55 Milion in 2016 for Special Olympics.
MURDER SUSPECT
On June 15, 2017, at approximately 7:30 pm, Police Officers responded to the 300 block of Griswold Avenue regarding a medical emergency.  Upon their arrival, Officers located the victim and determined his was a victim of a shooting.  LAFD responded and pronounced the victim dead at the scene. The crime scene was processed psychical evidence was collected and sent to the crime lab for analysis.

Within a few weeks after the murder, fingerprint evidence returned to a suspect in his 20's that was in custody in Utah for drug violations. Detective Cervantes, along with Los Angeles Sheriff's Department Homicide Detectives traveled to Utah to interview the suspect.  During the interview, the suspect admitted to this murder and will be extradited and  formally charged in the near future.
PUBLIC WORKS
SEWER LINE REPAIRS: ALLEY OFF 121 S. BRAND BLVD.
The Sewer Main Project was completed on schedule. The Gas Company availed themselves of the open trench and removed and replaced the gas main serving the businesses along this stretch of San Fernando Rd.  The affected portion of alley will be repaved with fresh concrete the during the first week of October 2017.  The new concrete will need to cure for seven days; this area should return to normal use by mid-October 2017.
ANNUAL TREE TRIMMING
A total of approximately 1,200 City parkway trees have been trimmed in Area F which encompasses the neighborhoods between San Fernando Mission Blvd. and Hubbard Ave., Truman St. to O'Melveny St.  Additionally, 189 City palm trees on S. Brand Blvd. between San Fernando Rd. and the south City limits were also trimmed.

TEENS FOR A BETTER COMMUNITY (TBC) YOUTH PROGRAM
TBC inspires, supports and engages youth to achieve their fullest potential as productive citizens. TBC provides youth with opportunities for leadership, character development and scenarios to explore individual strengths and talents.   Training grounds may include community service projects, summer and winter day camps, City-wide special events and various recreation programs and projects.

MARIACHI MASTER APPRENTICE PROGRAM (MMAP)
MMAP received notification of funding from the California Arts Council for $18,000. Also, the program received Federal funding from the National Endowment for the Arts in the amount of $57,000.
