2017 National RTAP Conference Features a Host of Tribal Sessions

National RTAP's Technical Assistance Conference  Transportation at the Center in Omaha, NE on October 29 to November 1, 2017 will have many opportunities for tribal transit professionals to learn state-of-the-art techniques and share best practices.

Tribal focused content includes a Tribal Financial Management pre-conference workshop; a Tribal Transit round-table; and breakout sessions on Tribal Transit Technology, Tribal Compliance Issues and Promising Practices, Tribal Communication and Partnerships, Title VI, and Coordination. 

A Ponca tribal elder will open up the conference with a blessing at the Sunday night welcome reception,  and Tuesday will feature a keynote speech by Billy Mills, an Olympic Gold Medalist, businessman, and philanthropist born on the Pine Ridge Indian Reservation in South Dakota.

FTA and U.S. DOT Updates

FTA has established an Emergency Relief Docket f or calendar year 2017 so that grantees and subgrantees affected by national or regional emergencies may request temporary relief from FTA administrative and statutory requirements.

FTA has launched a Joint Procurement Clearinghouse  (JPC), a new tool available to all FTA grant recipients that enables them to communicate about procurement needs and solicit partners interested in pooling resources for a joint purchase.

Legislation

The Federal Motor Carrier Safety Administration has withdrawn proposed rule 81 FR 12642  on obstructive sleep apnea for commercial drivers. The rule originally was proposed on March 10, 2016, by FMSCA and the Federal Railroad Administration.

Opportunities

TRB is accepting proposals for the Transit Innovations Deserving Exploratory Analysis Program. The  Transit IDEA Program provides financial support of up to $100,000 for development and testing of innovative and unproven concepts for advancing transit practice in areas of ridership, safety, security, emergency preparedness, capital and operat ing efficiency, environmental protection and energy independence. Proposals are due November 1, 2017.

Publications

TCRP  recently published  Technology Contracting for Transit Projects  examining issues transit agencies should be aware of when drafting technology contracts. It addresses how provisions differ depending on the nature of the contract, the type of technology being procured, and whether the system is controlled internally or externally by the agency.

AASHTO's Survey of State Funding for Public Transportation is an annual report providing a snapshot of state-by-state investments in public transportation. It includes a comparison of state and Federal funding, an overview of state transit programs, revenue sources, and eligible uses for state transit funding. Read the  2017 report.

The U.S. National Highway Traffic Safety Administration released the report  Marijuana-Impaired Driving: A Report to Congress . This report includes the current state laws relating to marijuana-impaired driving and an assessment of the role of Marijuana as a causal factor in traffic crashes.

The National Transit Institute (NTI) is offering a webinar supplemental to the  Transit Asset Management Implementation for Tier II Providers and Sponsors course on October 4 at 2:00-3:30 PM ET. The webinar will focus on the TAM Plan Template for Small Providers Excel tool and will cover the specific inputs and outputs of the template, highlighting the instructions and limitations of the tool. National Tribal Technical Assistance Program Replacing Local Programs

A single National Tribal Technical Assistance Program will be replacing the current seven regional TTAP programs, which will close on September 30, 2017. 

The national program will administer five virtual centers focused on specific subjects, the National Tribal Roads Scholar Program, three Safety Circuit Rider/Injury Prevention programs, NTTC agenda development, and the Build a Better Mouse Trap competition.

Resource Spotlight
Fire and Flood: Disaster Planning and Response Webinar

In April 2017, National RTAP held a timely webinar on natural disaster planning and response. The slides and detailed notes are available for download on our website.

On the webinar, panelists from LA, WA, and CA shared their experience with disasters in their states and communities. They described the event, what preparations were in place, the role transit had in responding, and the recovery process. The panelists shared lessons learned and the resources they used.
National RTAP is a program of the Federal Transit Administration dedicated to creating rural and Tribal transit solutions through technical assistance, partner collaboration and FREE training materials.
