 Good day everyone!  I want to hear your ideas on Ottawa's upcoming budget.  For the past many years, well since amalgamation 16 years ago, every October a group of councillors have held a Budget meeting at the Nepean Sportsplex.  In all that time very few Barrhaven residents have attended this meeting so this year I am using an online survey to give you the opportunity to participate.  We know everyone is busy.  I am hoping you will have a look and contribute as you will.  Also on October 24th I am hosting my Fall Forum from 5-8 at Cedarhill Golf on Cedarview Drive and I will have Budget info there as well as a ton of Planning applications and road work etc. Go to my website www.janharder.caand a link will bring you to the city's 2018 pre-Budget Consultation tool.  I look forward to seeing you Tuesday night.

Fashion Fundraiser
On November 28th, a Fashion FUNraiser partnership between Shepherd's and Kiwanis Club of Ottawa West in support of OrKidstra (providing children from low-income families with free group and individual music lessons and the chance to learn important life skills like respect, compassion, teamwork, and responsibility through playing and singing together). 6pm - 9pm, light refreshments, Shepherd's Trainyards. Trick or Treat with the Mayor
O n Saturday October 28th, from 4pm to 7pm. His Worship Jim Watson will once again this year host a safe Halloween event in support of the Ottawa Food Bank's Baby Basics Program. The Baby Basics Program targets the most vulnerable members of our society, infants and toddlers, whose parents lack the resources to adequately provide for them.  As a result of this program, expensive items such as formula, baby food and diapers are made available to assist families in need.

Trick or Treat with the Mayor, along with some favourite costumed characters, in the Haunted Heritage House after passing through the Ghoulish Graveyard on Elgin Street. Follow the Yellow Brick Road with Dorothy and all of her friends to the Halloween Dance Party on Marion Dewar Plaza, where guests can trick or treat and dance with more costumed characters. Guests can also take a ride on the GT Express, decorate a miniature pumpkin or be wowed by the outdoor magic potions lab and show. Inside City Hall there will be hot chocolate and treats in the Hocus Pocus Café. With the support of our corporate sponsors, a memorable evening is assured for everyone while supporting a very worthy cause.   
 

John McCrae Secondary School  
Co-operative Education

Congratulations to MOKTAR TOUKALEH on his high school Co-operative (Co-op) Education Placement with French Language Services at the City of Ottawa.
 
Moktar is in grade 11 at John McCrae Secondary School (JMSS). This semester he is earning two co-op credits towards his high school diploma while working at City Hall.
 
Co-op is a great opportunity for high school students to explore a possible career and/or gain valuable job skills for future employment. The high school co-op program promotes skill development, career development and self-awareness by integrating classroom learning with supervised work experiences in business, industry, or community service organizations. All high school students in grades 10, 11 and 12 can earn up to 12 credits in co-op.
 
Moktar chose the City of Ottawa as a possible work placement as he is in the French Immersion program at JMSS and wanted to be in a French speaking environment.   Co-op is not his first time working as he has been employed by the Ottawa Boys and Girls Club for the last two summers. He is also part of Link Crew leadership this year and plays basketball at JMSS.  Moktar is enjoying his work placement and looks forward to the opportunities he will have in the months ahead.

Once again, the City of Ottawa is taking an interactive approach to keep residents informed about next year's budget and to provide multiple forums for public feedback. This online simulated budget tool was launched in 2016 and will be used again this year to help you better understand how your tax dollars are spent. It's an opportunity to express your views on how residential tax dollars will be used in the 2018 Budget and to see the impact of the decisions that City staff and Council face when developing and approving the annual budget. With cold weather on the way, it's timely to share with you some information on the financial assistance programs that Hydro Ottawa offers to help low-income customers. These programs provide relief to constituents who are having difficulty paying their electricity bills. While this information is available on our website in both English and French  one particular program highlighted is the Ontario Electricity Support Program, which provides ongoing and long-term financial support to low-income customers. Some customers may be eligible to receive a credit of up to $900 a year towards their electricity bill. Constituents need only fill out an application, available at OntarioElectricitySupport.ca .

The fall Give Away Weekend will take place on Saturday October 21nd and Sunday October 22nd, 2017. Don't put your unwanted stuff in the garbage. Set them out at the curb on Give Away Weekend. Community Police

The night is quickly approaching when the streets will be filled with ghosts and goblins, not to mention princesses and fairies. As always, there are a few important Halloween safety guidelines that should be observed to ensure the night runs smoothly.
 
Around the house...
  • Many people enjoy transforming their homes into eerie scenes. Be sure to keep the path leading up to your door free of obstacles for the little ones, especially those with masks who might have trouble seeing in dim light.
  • Keep pets indoors on Halloween to protect them from hazards and preventing them from being aggressive to visitors.
  • Before you light those candles in your pumpkin, consider using inexpensive safety glow sticks . Nothing says spooky like a glowing green jack-o-lantern! 
More Safety Tips for Trick or Treaters
  • Bring a flashlight;
  • Walk instead of running;
  • Stay on the sidewalks (If there is no sidewalk, walk on the left-hand side of the street facing traffic);
  • Avoid jaywalking;
  • Do not cut across lawns or take short-cuts;
  • Take masks off when walking from one house to the next;
  • Do not go inside houses and do not get into vehicles;
  • Only visit houses that are lit;
  • Stay away from animals you are not familiar with; and
  • Vandalism is not just a 'trick' - it is against the law and has consequences

Community Police Ride-Along
Councillor Harder takes security seriously so she sent her Community Outreach Coordinator out on a Police Ride-Along with our community police officer, Constable Jordan this week.   
"The first thing she did was prepare me for an emergency and what I should do if the office was in trouble or "down".   It kind of put things into perspective; I was thinking 'oh wow this could be scary'.
The morning started off with making several stops to deal with neighbour to neighbour disputes and mischief.  Next was drive-bys to locations that are known for mischief.     
Speeding, tailgating and stop signs!  Councillor Harder gets many complaints in her ward office about traffic issues, so it was very interesting taking the time to actually track activity in the ward.  We observed Claridge and Beatrice 4 way stop intersection.  In 15 minutes I tallied 33 cars that did not stop and 12 did a rolling stop through the stop signs.   Only 2 came to a full stop only because there was a pedestrian and they had no choice but to stop!
It's very important for Constable Jordan to reach out to the community and create a relationship with business owners and community leaders so that she knows who she is dealing with before a crisis arises.  Did you know that our community police officer is responsible for 5 councillors areas?  That's a lot of relationships to make!
 
A Note from Our Community Police Officer
Officers facilitate the Ottawa Police response to numerous requests from the public, we continue to refer all traffic related complainants as outlined below so that they can come to the attention of our Traffic Escort & Enforcement  Unit (TEE).  TEE works with the City of Ottawa and our Report Analysts to identify traffic concerns across the city,  this assists the unit in allocating their resources more efficiently.  It is important that OPS and the city of Ottawa continue to work together to address community traffic concerns and provide the same messaging on how to report traffic concerns to both OPS and the city of Ottawa so that problem traffic areas can be properly identified.   
   
As indicated on the Ottawa Police Website Contac-Us page, we do not accept reports by email or social media. I have attached a link to our website which provides information on how to report aggressive driving complaints and ongoing traffic concerns to the Ottawa Police Service. National Teen Driver Safety Week
 
National Teen Driver Safety Week is a public awareness campaign to educate young drivers about road safety.
 
"Drivers aged 15 - 24 make up the largest number of injuries and deaths on our roadways," said Ottawa Police Traffic Constable Michel Vandal. "We often see young drivers involved in collisions where distracted driving, speeding, impairment and failure to use seat belts are factors. We need to emphasize safe driving practices for this age group."
 
Young drivers also make up the largest number of single vehicle collisions.
 
"When you are behind the wheel, make safe driving your number one priority," said Cst. Vandal. "Your life, your passengers' lives and the lives of other road users are at stake."
 
We all have a responsibility when it comes to helping young drivers be safe drivers.
 
Parents:
*Teach children safe driving behaviour by being a safe driver yourself.
*Monitor your teen's driving, even after they get their licence.
*Remind your young driver about seasonal dangers like pedestrian and cyclist safety, back to school and poor weather conditions.
 
Passengers:
*Don't distract the driver.
*Speak up if the driver is speeding or using the phone.
*Wear your seatbelt.
 
Drivers:
*Make safe driving your number one priority.
*Follow the speed limit. Speeding makes the vehicle harder to control and increases stopping distances required to avoid hazards or unexpected road conditions, as well as other vehicles, bicycles and pedestrians.
*Texts and phone calls can wait until you are at your destination, or safely pull over and stop driving to use your phone.
*Buckle up, no matter how short the distance you are driving.

In summary By-law & Regulatory Services experienced an overall increase of 19% in total call volume compared to Q3 of 2016.

RCL Branch 641 Bursary Program
Application Deadline October 31st, 2017
 
The Royal Canadian Legion (RCL) recognizes the need for a post-secondary education to prosper and believes that our young people are the leaders of tomorrow. As a result, the RCL offers to help them with partial financing of a post-secondary education through the granting of annual bursaries.
 
The Bursary Program is designed to assist students entering or continuing their post-secondary education, including courses and programs of a technical and vocational nature, outside of and beyond secondary school. Approved bursary assistance is not based upon scholastic standing but rather on the successful admission status to a post-secondary institution or successful completion of one or more years leading to a recognized degree, diploma or certificate. Students applying for assistance may be granted a Bursary based on documented need, per scholastic year (September to August), as determined by the Branch Bursary Committee.

In-person prenatal classes
Prenatal education gives parents-to-be answers to some of their questions and concerns.
The classes are free for parents-to-be who live in Ottawa. They are offered in English and French. A public health nurse teaches the classes.
Parents-to-be will:
* Get up-to-date information.
* Have the chance to meet with other expectant families.
 
How long are the classes?
There is 1 class per week for 3 weeks. Each class is 2 hours long. There are evening classes and some Saturday morning classes are available.
What are the topics?
Session 1: Birth Basics - Confidence and Comfort.
Session 2: Breastfeeding Basics - Tips and Techniques.
Session 3: Baby Basics - Preparing for Parenthood.
Where do the classes take place?
You can take the classes at 6 branches of the Ottawa Public Library:

There are many Pregnancy Circles offered at a variety of locations. Clients call the location to register for the class.
There is 1 class per week for 6 to 12 weeks depending on the location. Most are evening classes but there are some during the day as well. They are free of charge and offered in English, French and Chinese.

Mayor's Annual Christmas Card Contest 
  
It may not be snowing yet, but it's never too early to start thinking about Christmas!
  
Once again this year students from elementary schools across the city will have the opportunity to participate in my annual Christmas Card Contest! As part of this fun initiative, we feature our favourite holiday themed artwork from a local student as the cover of my 2017 Christmas Card!
  
Elementary school children from all Ottawa schools and school boards are eligible to participate. To enter the contest, students can submit their artwork on a 4 1/8 x 9 1/2 piece of paper, which is the size of a standard business envelope, no later than October 30th, 2017.
  
On all submissions, please ensure that each piece of art has the student's name, their teacher's name, their grade and their school's name clearly marked on the back of the artwork. The student whose artwork is selected will be presented with a congratulatory certificate at Ottawa City Hall to thank them for their participation.
