House and Senate introduction of NAHASDA bills, September 2017
Washington, DC: Companion bills to reauthorize NAHASDA were introduced in the U.S. House of Representatives and U.S. Senate yesterday. Congressman Steve Pearce (NM) introduced H.R. 3864, along with eight bipartisan cosponsors. Similarly, Senator Tom Udall (NM) introduced S. 1895, with 4 cosponsors in the Senate.

Help the Census Bureau Accurately Count Your Community
 
The U.S. Census Bureau requests help from tribal, state and local governments in the 2020 Census Local Update of Census Addresses program. This program is the only opportunity for governments to verify residential addresses, ensuring a complete and accurate 2020 Census.
 
The Census Bureau mailed advance notifications about participating in the program to tribal, state and local governments in January 2017. If you did not receive the notification, you may find information about the program on the LUCA website at www.census.gov/geo/partnerships/luca.html .
 
Invitation letters will be mailed in July 2017 and the final participation materials will be mailed in February 2018. Governments can take the following steps now to prepare:
 
  • Participate in the 2017 Boundary and Annexation Survey, which is the annual update for the legal boundaries and names of all governmental units.
  • Start preparing your address list - make sure your list identifies multiunit structures and distinguishes between residential and nonresidential addresses.
  • Identify local address sources, such as building permits, local utility records, annexation records and other files.
  • Attend one of our workshops to learn about the program.
 
Participation in the Local Update of Census Addresses program can help ensure a complete and accurate 2020 Census in your community.

FY 2017 Indian Community Development Block Grant Awards- $55 Million for Housing and Community Development Project in 77 Native Communities
Today, the U.S. Department of Housing and Urban Development (HUD) awarded $55.2 million to 77 Native American tribes throughout the country to improve housing conditions and to stimulate economic development in their communities. HUD's Indian Community Development Block Grant (ICDBG) Program is a competitive program that supports a wide range of community development and affordable housing activities, from new housing for individual families to community amenities like rec centers or water lines. Indigenous Suicide Prevention Training Webinar
December 13, 2017

Webinar will be hosted by Seminole Tribe of Florida, Native Learning Center through a HUD Grant on Suicide Prevention. Event details coming soon.

The webinar will focus on: 
1) Identify the signs, symptoms, and risk factors of suicide;
2) Access resources and identify strategies for lethal means risk reduction in the home;
3) Identify the protective factors that can help buffer at-risk indigenous peoples from negative outcomes;
4) Learn strategies to build strength and resiliency in the home. (I'll also identify strategies for a Housing Council or Department here);
5) Access resources, tools and materials for suicide prevention and life promotion in the home.

NEW TOOLS AND RESOURCES FOR
ENDING YOUTH HOMELESSNESS
RRH for Youth Webinar: The next online meeting of the Rapid Re-Housing for Youth Learning Community will take place Thursday, September 28th at 2:00pm EDT. Expert youth RRH providers will discuss the challenges and rewards of implementing Housing First and harm reduction for young people. Register now!

New Tools: Ending youth homelessness requires the perspectives of young people who have lived the experience. That's why the Alliance partnered with True Colors Fund (TCF) to sponsor the National Youth Forum on Homelessness (NYFH). TCF and NYFH have launched a new Youth Collaboration Toolkit to help communities create more effective partnerships with young people to end youth homelessness. (You can learn about implementing the toolkit at the 40 to None Summit in Philly next month. There's still time to register!)

New Communities: The most recent 100-Day Challenges to End Youth Homelessness provided a great example of the power of partnering with young people. Our partners at Rapid Results Institute and A Way Home America have announced the new wave of 100-Day Challenge communities. Congratulations Sioux Falls (SD), Gulfport (MS), Marion County (OR), Mendocino County (CA), and Franklin (ME)!

Census Challenge Waiver Form Issued
In Accordance with 1000.336(d), tribes must submit Census challenges to HUD by March 30, 2017 for consideration for the FY 2018 IHBG Formula allocation. This year, tribes/TDHEs may be notified of their Needs data by June 1, 2017 or later. As such, a Census Challenge Waiver has been issued, extending the submission deadline to March 30, 2018. Contact the IHBG Formula Customer Service Center 1-800-410-8808 with questions.

FY 2018 Formula Response Form delay and new deadline to Nov. 6, 2017

Due to delays in appropriations for FY 2017, the FY 2018 Indian Housing Block Grant Formula Response Form could not be accurately prepared by the June 1st date.  Therefore, the FY 2018 Formula Response Form will be published no later than September 6, 2017.  The deadline for tribes/TDHEs to respond to the Formula Response Form will be extended to November 6, 2017, which will still provide tribes/TDHEs the customary 60-day response period.  Read the full Dear Tribal Leaders Letter dated today, 8/1/2017 (attached)

What is the Indian Housing Block Grant Funding?
The Indian Housing Block Grant Program (IHBG) is a formula grant that provides a range of affordable housing activities on Indian reservations and Indian areas. 
Originally created by the enactment of the Native American Housing Assistance and Self-Determination Act of 1996 (NAHASDA), the IHBG provided tribes with a flexible funding mechanism without requiring tribal housing entities to seek funds through a myriad of separate housing programs.

IHBG allows tribes to address the specific housing needs of their communities, including assistance to housing developed under the 1937 Indian Housing Program, construction of new homes, housing services to eligible families and individuals, crime prevention and safety, and model activities that provide creative approaches to solving affordable housing problems.
Seventh Generation Fund for Indigenous Peoples Funding Opportunity

Grants to fund Native community-based projects in the areas of: health and well-being; leadership development; art and creativity; peace, equity, and justice; sustainable communities and economies; and the rights of Mother Earth. Grant awards range from $250 to $10,000. Native American/Indigenous peoples' initiatives or projects that work within the community, and have a majority Indigenous/Native American staff, a board of directors and leadership that is at least 80 percent Indigenous peoples, and an annual operating budget of less than $200,000 are eligible to apply.  View the program website and application instructions here.
