2017 HHS SBIR & STTR OMNIBUS GRANT
SOLICITATION RELEASED
Proposals due 9/5/17 and 1/5/18
 
The Department of Health and Human Services (HHS) has released the 2017 Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Omnibus Grant Solicitation. This solicitation will be used by the National Institutes of Health (NIH), the Centers for Disease Control and Prevention (CDC),and the Food and Drug Administration (FDA). Note that STTR is only available at NIH. It contains the programs descriptions and priority research areas of the 24 NIH grant awarding Institutes and Centers (ICS), as well as those of the other PHS agencies.
 
Applicants can search the solicitation at https://sbir.nih.gov/sites/default/files/2017-2_SBIR-STTR-topics.pdf to identify priority research areas of Institutes and Centers. If you find an IC where your envisioned project appears to be a fit, you are encouraged to speak directly with the designated contact at least a month or more before the deadline, to gauge their interest.
 
The 2017 SBIR and STTR Funding Opportunity Announcements (FOA) were issued with only two submission dates to accommodate the transition from FORMS-D to FORMS-E application packages. The FOAs will be reissued for additional due date(s) on or after January 25, 2018 and proposals will be able to be submitted in response to the current Omnibus solicitation on 4/5/18.
Begin NIH SBIR/STTR Registration Process 
NIH recommends that first time applicant businesses allow 6 weeks to complete the required advance registration process. Applicants that do not complete it on time will be unable to submit their proposal on 9/5 and will have to wait until January. The process begins with obtaining a DUNS number, which is required for all the other registrations. NJSBDC has developed two 10-15 minute webcasts intended to introduce entrepreneurs and small businesses to the basics of the SBIR & STTR programs and proposal writing, as follows:

Once you decide that SBIR and STTR may be worth pursuing, your biggest challenge becomes identifying solicitations and topics that may fit your technology or core technical competencies. Proposal Preparation Assistance
All NJ entrepreneurs and small business owners are eligible to receive guidance and assistance in pursuing the SBIR and STTR programs, at no cost.  These services include help in determining whether SBIR and STTR are worth pursuing given a company's technology, business goals and team; and coaching throughout the proposal preparation process.   In addition, reviews and written critiques of draft proposals including suggestions for strengthening them are also available subject to funding.  Included in the proposal review services are reviews and critiques of required Phase I and Phase II commercialization plans, which can be particularly challenging for many applicants.

This special event is the opportunity for all to recognize the more than 1,200 successful connections made through this program, resulting in investment, insight and inspiration to help fuel NJ's TLS ecosystem.
 
The event will feature organized one-on-one introductions between selected returning NJ Founders & Funders companies and investors. This full-day program will address the basics of the SBIR and STTR programs, cover recent changes in each program, and go through a simple four step process for writing a competitive Phase I proposal.
 
Cost Proposal Preparation & Intro to Phase II, Friday, November 17, 2017

Prepare to wade into and actually make sense out of the perplexing world of the SBIR/STTR cost proposal, and how to keep records to the government's satisfaction when you win an SBIR award. Learn about how to develop an indirect rate, what to expect in the way of government audits, and government accounting terminology.  While aimed at SBIR/STTR competitors,  this one-of-a-kind workshop has proven valuable for any applicant for or recipient of government contracts and grants. The program will also include an introduction to Phase II proposals.
 
These two programs will be delivered by the Greenwood Consulting Group, Inc. Gail and Jim Greenwood have been active in SBIR since the program's inception teaching how to write competitive technical and cost proposals for funding and offering individuals assistance including draft proposal reviews and brainstorming on proposal strategy and content. An evaluation of the effectiveness of their training showed that over 90 percent of the workshop attendees indicated that the Greenwoods had improved their ability to compete for SBIR and STTR awards. They have critiqued hundreds of SBIR and STTR proposals for firms throughout the United States. Program attendees will be eligible to receive a complimentary proposal critique by the Greenwoods within one year of the program.
