New Focus For DVB At IBC 2017

This year at IBC, DVB focused on some of the important work that it is currently undertaking as part of its revised mission. With the business models that drive broadcasting changing and presenting new technical challenges, addressing these broadcasters' needs and interests is now DVB's main priority. On the stand, key technologies were being demonstrated underlying the new scope of work in DVB.

Supporting IP based delivery of DVB content in the home is in line with DVB's strategy to facilitate the transition to delivering seamless hybrid broadcast-broadband services. On the stand, multiple HDTV channels were transmitted over a single 8 MHz DVB-T2 multiplex. The signal was received directly by a TV with an integrated SAT>IP server, which informed the SAT>IP client devices about the available services and streams. Through compatible SAT>IP device applications, a selected service was then streamed over the WiFi connection to the handheld device for viewing.

IP based delivery also applies to DVB's work on Targeted Advertising and Adaptive Bitrate (ABR) Multicast. The Targeted Advertising demonstration was based on the current HbbTV 2.0.1 specification. Visitors saw two TVs receiving the same broadcast signal via their DTT tuners with one of the TVs connected via broadband to a server providing targeted advertising content. Two different user profiles were supported: the first targeting a younger audience and the second more appropriate to an older audience. As the ad break occurred the specific content was displayed on the screen. The switching from the broadcast to the targeted ad took place seamlessly. At the end of the ad break the device switched back seamlessly to the broadcast channel. Articles by the Chairmen of the Study Mission into Targeted Advertising, explaining DVB's approach, appeared in the IBC Daily and the IBC 365 online publication.

The Study Mission taking place on WiB to evaluate a possible future for Wideband reuse-1 was highlighted including with a detailed article in the IBC Daily authored by the Chairman the Study Mission Group.

Information was also available on the VR Commercial Module that has recently held its first meeting.

The annual DVB Members drinks party, held at the end of the first day, sponsored this year by ENENSYS, was once again a highlight of IBC. The stand was packed with DVB Members and friends enjoying a drink while taking the opportunity to catch-up and chat about the show, and network in a relaxed environment.

Earlier in the day, in a well-attended press conference there was an opportunity to brief industry journalists on DVB activities and the current work that is being conducted in the DVB Commercial and Technical Modules. Promotions and Communications Chair, Helmut Stein opened the briefing and introduced Peter MacAvock, DVB's Chairman, who brought journalists up to date on DVB activities and future priorities. Thierry Fautier, Joint Chairman of DVB's Targeted Advertising Study Mission Group, gave a report on its progress. He also provided the journalists with information on the ongoing work being carried out on the ABR Multicast specification. Always a Press Conference favorite, David Wood highlighted the work taking place in the Commercial Module working on Virtual Reality and Augmented Reality. He also spoke about UHDTV-1 Phase 2 with HDR, HFR and Next Generation Audio. Last up was Executive Director, Peter Siebert who provided details of the technology demos, mentioned above, that could be seen on the stand.

Finally we asked David Wood, a well-known figure among the DVB community, to take a whistle-stop tour of the show floor to introduce us to a few of the demos. The resulting video gives a flavor of the way DVB's work is helping to enable new business models and user experiences. The DVB UHD specification currently includes the PQ10 and HLG10 HDR systems, responding to the requirement for both a "non-backwards compatible" option and a "backwards compatible" option. DVB is currently discussing whether extensions of these systems should be signaled formally in the DVB specification, or whether the signaling should be left to the private data allocation. Watch this space for news later this year. 

The extensions take the form of "dynamic metadata" which has the capacity to further improve the images on appropriate HDR-capable TV sets. There are options put forward by Dolby, Technicolor and Philips, and Samsung and its partners.

Demos were more than plentiful at IBC 2017, both of the basic systems PQ10 and HLG10, and the systems with additional dynamic metadata. It was also possible to see many demos of systems for creating HDR images from SDR (standard dynamic range) images, and the reverse. At the end of IBC2017, there was nothing a wise man would not know about the HDR story, and what it could mean to image quality.

UHDTV consumer sales are going well. But there are a number of different groups of features available with commercially available UHDTV sets. There is no denying that this is confusing for purchasers, and it's quite complex for broadcasters to decide which sets of features to provide in the services. It may get yet more complex. Ahead is "next generation audio". IBC 2017 also included demos of "8K" production and display equipment - how far away is that feature? What could we expect at IBC 2018?
Digital Television Capacity Building in Africa Event

DVB is a joint partner along with SADIBA, EBU and BNE in organizing the forthcoming conference on Digital Television Capacity Building in Africa. The event is to take place from 8 - 10 November at the Randpark Golf Club in Johannesburg.

The conference will have a strong training and capacity building focus. It will concentrate on the competencies and skills required to plan, implement and operate digital television systems and networks for both terrestrial and satellite TV.

The sessions and topics will be of a highly technical nature tailored towards engineering staff working within studios, head-ends, transmissions networks as well as those dealing with installations and receiving equipment. Colleagues supporting digital broadcasting activities in the associated management, administrative, policy and regulatory environments will also benefit from attendance.

TS 103 555 v1.1.1 Gets Published by ETSI

TS 103 555 v1.1.1 on "IP-delivered Broadcast Channels and Related Signalling of HbbTV Applications" has been published by ETSI. This Technical Specification has been produced by the Joint Technical Committee (JTC) Broadcast of the European Broadcasting Union (EBU), Comité Européen de Normalisation ELECtrotechnique (CENELEC) and the European Telecommunications Standards Institute (ETSI).

The specification describes how IPTV Terminals can make use of HbbTV features. It does not, in any way, describe an IPTV delivery system itself. As such, technologies like fast channel change, retransmission and forward error correction are out-of-scope. Instead it defines how several technologies may be used in combination with HbbTV in a form that can be referenced by markets or organizations that have made choices.

Please note that the scope of the present document only includes channels that use either the MPEG-2 Transport Stream or MPEG DASH in the way defined in clause 6.2 of the document.

Switch To DVB-T2 Leads To Growth In HDTV Households In Germany

Die Medienanstalten, the joint media regulatory authorities in charge of licensing, controlling, structuring and promoting commercial radio and television in Germany, published their 2017 report on digitization early this month. It found that 25.2 million of the country's households now receive television in HD quality. The share of HDTV households in Germany thus rose substantially from 53.1 to 65.7 per cent within one year. One reason for the growth in HDTV is the switch to DVB-T2 HD for terrestrial transmissions. The move to DVB-T2 took place in many conurbations early this year on the 29 March. For the first time, around two million households can now receive HDTV via terrestrial antennas. At the beginning of the changeover, 73.8 percent of the terrestrial households had already switched to DVB-T2 HD. However, the changeover to the new standard also means that currently only 7.4 percent of the TV households are receiving television terrestrially as their primary reception channel.

Thomas Fuchs, Coordinator of the Committee for Networks, Technology and Convergence of the DLM (Directors' Conference of State Media Authorities) commented "The results of the digitization report are further proof that the technological changeover process is in good hands. The vast majority of the households with antenna televisions saw themselves as well informed according to the digitization report when switching to DVB-T2 HD."

Readying For DVB World 2018

The DVB World 2018 planning committee is busy putting together what promises to be an outstanding and exciting program for next year's event in Warsaw. The theme for next year's conference is Expanding the Digital Opportunity.

The annual conference and exhibition will take place on 12 - 14 March at the Intercontinental Hotel, set in a landmark contemporary tower in the heart of Warsaw, close to the Old Town, a UNESCO World Heritage Site.

Module Activities

02, 09 October - TM-IPI DVB-DASH - Webex Telco. Finalization of the new revision of the DVB-DASH specification before presentation for approval at the October TM. This new revision will include support for HDR, HFR and NGA (Object-based audio).

05, 19 October - CM-CI Plus - Webex Telco. Agenda items under consideration for this meeting include Watermarking, Proprietary EPG data converted to EIT schedule in the CI Plus Module and IP Version of the CI Plus Command Interface.

11-12 October - TM107 - Geneva. Some of the topics to be discussed as part of the agenda include Subtitling Specification, UHD DVB DASH, WiB and Single Illumination. The full agenda will be available on the DVB website in the Meetings Calendar. 

18 October - TM-JSI - ENENSYS Technologies, Cesson-Sévigné. The 2017 mid-October TM-JSI meeting will mainly be dealing with the completion of the draft Single Illumination specification. Currently there are basically two gaps left to be filled - Service Selection Information and TS re-multiplexing in terms of PSI/SI table management. Furthermore, the meeting will verify the complete coverage of the second use case besides satellite signal to DTH receivers and terrestrial transmitters - namely terrestrial signal to DTT receivers and terrestrial repeaters.

24 October - CM79 - London, Heathrow. The agenda will include the review of reports and document approval requests from each of the sub-group chairs. A study report on Targeted Advertising, a progress update on CM-S (satellite) vision report in the CM-AVC group, a report being presented on whether additional HDR solutions / features need to be added to the existing DVB HDR specification is expected. There is also discussion on the work underway on Virtual Reality requirements. The commercial requirements for an update of the head-end simulcrypt specification will be presented for approval. Peter Barnet will report on the progress from the new Study Mission on WiB (terrestrial wideband modulation), as well as a discussion on SAT>IP in DVB.

Satellite Interference Workshop

Satellite interference is a substantial problem for all of those with a stake in the industry including operators, manufacturers and of course, users. The Satellite Interference Reduction Group (IRG) has been championing various initiatives to solve the problem with considerable success. Thanks to the tireless efforts of its members, new and innovative technologies mean we can now begin to envisage a future free from the disruptive effects of interference, ensuring the continuity of valuable satellite communications.

On October 25th & 26th, IRG will hold its annual workshop in Brighton, UK. Aiming to explore both new and current techniques and solutions available to tackle interference, attendees will be offered expert opinions and advice from some of the biggest names in satellite.
