Major Victory for Healthcare
On Tuesday, Senate Majority Leader Mitch McConnell announced that Republicans would not vote on the Graham-Cassidy health care repeal bill. Republicans spent the past two weeks trying to secure the votes needed to pass the bill by the end of the budget reconciliation period this Saturday. Senators John McCain and Rand Paul announced their opposition to the bill last week. Republicans
could only afford to lose one more vote, leaving Senators Lisa Murkowski and Susan Collins to determine the fate of the bill. On Monday Collins announced her opposition,
effectively killing the bill's chances of passage.
While the fight to preserve the Affordable Care Act is far from over, we now have a longer respite than afforded us by the victory in July. The end of the budget reconciliation process will cost Republicans the ability to pass a bill with a simple majority. After two failures under reconciliation, it is unlikely that a repeal would pass in the near future when 60 votes are needed.
This enables Congress to engage in a proper process of evaluating health care and developing a plan to improve for improvement.

Hurricane Harvey Relief Efforts
The Texas State Board of Social Worker Examiners has received authorization from the Governor to create a temporary registration process for social workers with active licenses in good standing from other U.S. states to provide services in connection to the Hurricane Harvey relief efforts.

Membership and Awards Dinner
On Monday evening, 150 people attended the NASW-NJ annual Membership and Awards Dinner at Wilson Hall on the campus of Monmouth University.
The event included installation of the 2017-2018 Board of Directors and its President, Dr. Tawanda Hubbard.
Dr. Hubbard is the first African American woman to lead the state-wide organization.
Chapter Awards and Harriet Bloomfield Scholarships are now presented at this Fall event (rather than at the Annual Conference). Awardees included:
- Diane Leach-Thompson - Social Worker of the Year
- Marilyn Baron - Lifetime Achievement Award
- Valerie Vainieri Huttle - Elected Public Official of the Year
- Donald Roden - Public Citizen of the Year
- Ronald Quincy - President's Award
- Anna Havens & Saima Toppa - Harriet Bloomfield Scholarships
Also, Cinthia Osario, a student from Centenary University received an enthusiastic response when she spoke briefly about her experience as a DACA recipient.

Social Work Regulations are Changing:
Review and Comment
The New Jersey Board of Social Work Examiners (BSWE) has proposed changes to the NJ Social Work Regulations. The public is invited to review these proposed changes and send their comments to the Board.
Comments are due to the Board by October 20th.

for Hill Day 2017 in Washington, D.C.
Hill Day is an opportunity for hundreds of behavioral health providers, consumers, family members, board members, administrators and community stakeholders to advocate for better resources for mental health and addiction treatment across the country.
Registration for Hill Day is free and includes access to policy sessions, workshops and keynote speakers on Monday, October 2. Visits to elected officials on Capitol Hill will take place on Tuesday, October 3.
With 20 national partners, Hill Day is the largest behavioral health advocacy event of the year.

Office Ally and Horizon BCBS New Jersey
Office Ally will once again be processing electronic claims to Horizon Blue Cross Blue Shield of New Jersey, Payer ID 22099.
In order for your claims to begin going electronically, Horizon requires that you complete the
EDI Enrollment form. Once you've been approved, you must notify Office Ally of the approval before your claims can go electronically.
Please note, however, that Horizon is a "non-par payer" which means that if greater than or equal to 50% of your claim volume in a month go to Government/Non-Par (G/NP) payers (which include Medicare and Horizon BCBS NJ, among others - see Office Ally website for complete list of providers), your account is subject to a processing fee of $19.95 for that month.

Revised Code of Ethics
On August 4th, the Delegate Assembly approved a substantive revision to the NASW Code of Ethics
that focused largely on the use of technology and the implications for ethical practice. The Code continues to be the most accepted standard for social work ethical practice worldwide.
With emergent technological advances over the last two decades, the profession could not ignore the necessity for more clarity around the complex implications of new forms of communication and relationship building through technology.
The new Code will go into effect on January 1, 2018.
In the meantime, training and technical assistance opportunities will be made available through the Office of Ethics and Professional Review and the NASW website.

Actions Social Workers Can Take to Stand with Dreamers
As social workers, we know that anything that threatens the well-being and livelihood of our communities becomes an issue that impacts our profession and our country. As our NASW
Code of Ethics indicates, the primary mission of our profession is to enhance the human well-being of all people, help meet basic needs and empower individuals. When we entered this profession, we did so under an obligation to uphold a core set of values of service, social justice, dignity and worth of the person, importance of human relationships, and integrity which are the foundation our code of ethics is built on.
Protecting dreamers and providing them with the opportunities they have earned is more than an immigration issue. It's a human issue, a health and mental health issue. Since the election, direct care providers have seen a rise in anxiety, depression and post-traumatic stress disorder. Together, there is much we can do to fight this important battle.
