HURRICANE HARVEY DISASTER RELIEF
 Please help in any way you can!

In the wake of the devastating Hurricane Harvey, our neighbors in Texas and even here in parts of Louisiana will need your help please!

The  Louisiana Home Builders Disaster Relief Fund is asking for donations of cooking equipment, bottled water or any other supplies or monetary donations as the fund puts together a group to assist those impacted by Hurricane Harvey. Any donation helps!

To make a monetary donation, write a check payable to LHBA Disaster Relief Fund and send it to the LHBA office at 660 Laurel St., Ste. A, Baton Rouge, La 70802. Supply donations can also be brought to the office.

Vote Yes! on October 14th to Constitutional Amendment #1

Political Action Committee Report
 
Currently, the Louisiana State Constitution is silent on tax assessments concerning uncompleted construction projects.  Constitutional Amendment #1 protects taxpayers by prohibiting property tax assessments while a project is in progress.
 
Only when construction of a house, building or facility is complete should the assessor place the property on the rolls.  This has been established practice in Louisiana for decades, however one parish threatened to tax a major project that was under construction.
 
That potential action poses a significant threat to all Louisiana property owners. If the tax were implemented, construction work would be taxable for every home, barn and building under construction in Louisiana.
 
Constitutional Amendment #1 provides certainty to every business seeking to invest money and create jobs in Louisiana by ensuring it is not targeted with a new, arbitrary and unexpected property tax bill.
 
Constitutional Amendment #1 will be on the October 14th fall ballot.  Your support is needed to pass this critical constitutional amendment to our industry, please vote yes on Election Day.

NEW CONTRACTORS LICENSING LAW:
ENFORCEMENT BEGINS OCTOBER 1

Notice to all Builders, Remodelers,and Subcontractors
 
An addendum to the Contractors Licensing Law and Rules and Regulations were promulgated on January 20, 2016 to require a specialty license for six sub classifications. They include:

1. Residential Pile Driving

2. Residential foundations

3. Residential Framing

4. Residential Roofing

5. Residential masonry/stucco

6. Residential swimming pools
 
A grace period was given by the Louisiana State Licensing Board for Contractors before enforcement began. That grace period has now expired.   As approved by the LHBA BOD on May 11th, enforcement will begin on October 1, 2017.
 
Any corporation, partnership, or individual who, for a price, commission, fee, wage or other compensation undertakes or offers to undertake or superintend the following work as it relates to the construction of any building or structure that is not more than 3 floors in height, to be used by another as a residence, where the value of the work exceeds $7,500, including labor and materials, is required to obtain a specialty classification for that work..
 
Labor Only:

In lieu of obtaining a specialty classification, a subcontractor who provides labor only and does not supply materials may obtain a subcontract-labor-only specialty classification for work performed under the direct supervision of a licensed residential building contractor.
 
Please share this information within your Local Associations and inform your subs in these fields to apply for their specialty license immediately.

NAHB Chair Granger MacDonald today issued the following statement on Hurricane Harvey and its potential effects on lumber prices as Gulf Coast residents prepare to rebuild after the catastrophic storm.  "Our thoughts and prayers are with the people of my great state of Texas and our friends in Louisiana as they suffer through the extreme flooding and other damage caused by Hurricane Harvey. Yet even as they cope with the immediate effects of the disaster, many are already looking to the future and the long rebuilding process ahead.

"In the aftermath of the devastating storm, demand for softwood lumber is expected to increase dramatically as home builders and remodelers repair and replace housing in Houston and across Texas. This crisis makes it more important than ever that the United States quickly achieve a lasting trade agreement regarding U.S. imports of Canadian softwood lumber.

"NAHB applauds Commerce Secretary Wilbur Ross' decision to postpone application of duties on Canadian softwood lumber. The delay will give the parties time to seek a negotiated solution. This is important because tariffs - basically just a tax on consumers - will be felt most harshly by families trying to rebuild. And lumber prices will rise even more as flooding in Texas and Louisiana constrains timber harvests there.

"We need a more permanent solution. That why we're calling on Interior Secretary Ryan Zinke and Agriculture Secretary Sonny Perdue to work collaboratively to open more public lands for domestic timber production. This is the most straightforward way to diminish reliance on imported lumber and to meet demand as Texas and Louisiana look to rebuild."
