There are resources to help New Hampshire small businesses navigate the federal contracting process and compete for opportunities.  The Small Business Administration's (SBA) Historically Underutilized Business Zone (HUBZone) program helps small businesses located in communities facing persistent economic challenges get preferential access to federal contract opportunities, in turn helping the business expand and create jobs. NH's Communities Respond to Sea Level Rise

 When the Coastal Risk and Hazards Commission issued its final report, "Preparing New Hampshire for Projected Storm Surge, Sea-Level Rise, and Extreme Precipitation," it called for legislation to reduce coastal vulnerability and to adapt for future hazards. The New Hampshire tradition is to trust municipalities to make decisions that work for local businesses, taxpayers, and environments, and responding to climate change is no different. 

Coastal and Great Bay communities understand the significant risks they face. For example, Exeter, Portsmouth, Dover, Concord and Nashua have voted to support the Paris Climate Accord, and several coastal communities are working to identify areas vulnerable to storm surge and sea level rise. Home to 11 percent of the state's population, 100,000 jobs, and a gross regional product of $11 billion, coastal and Great Bay communities need to plan for the projected sea level rise of .6 to 2.0 feet by 2050 and 1.6 to 6.6 feet by 2100.  Read More...

I am Bill Harbron the new superintendent for the Dover School District. I most recently served as the Superintendent of the West Muskingum Local School District in Zanesville, Ohio, a district approximately 1600 students on a single campus. Prior to becoming the superintendent of West Muskingum, I served as a middle school principal and superintendent in Wisconsin for twenty-one years and in addition had sixteen previous years of service in Ohio as an elementary teacher, elementary principal, and middle school principal.

I look forward to serving as the superintendent of the Dover School District and recognize that I have much to learn about the Dover School District and the community. Without a thorough understanding of the district and the community, I could easily be trapped into making jump-reflex decisions that could result in negative consequences for the Dover School District. State to Study Legalization of Marijuana

New Hampshire recently established a commission to study the legalization of marijuana for recreational use. The formation of this commission comes on the heels of Massachusetts and Maine legalizing recreational marijuana and taking steps to establish regulated markets for the product.   The commission will include representatives from the house and senate, the commissioners of various state agencies, representatives from various non-governmental organizations (including the New Hampshire Association of Police Chiefs, the New Hampshire Bar Association, and the New Hampshire Medical Society), and three members of the public appointed by the governor. Governor Signs NH "Joint Employment" Bill

New Hampshire has become the first New England state to enter the fray over who is liable for labor violations involving a franchise - the local franchisee, who mainly deals with the employee, or the national franchisor, which is where all the money is.   Earlier this week, Gov. John Sununu signed into law Senate Bill 89, a bill strongly backed by the big franchisors to help clarify a National Labor Relations Board decision about the definition of a joint employer. 

While that 2015 Browning Ferris decision dealt with a staffing agency, both national business groups and labor groups felt that it might have franchising repercussions. Many thought that before Browning Ferris, franchisors had to have some direct control over their employees. After the decision (which is being challenged in the courts), it was determined a franchisor has indirect control, or responsibility, for the labor violations of a contractor or franchise operator. Customer Service Overhaul at City Hall

If you have driven by City Hall on Locust Street in recent months, you likely noticed some construction activity in the basement of the building, once home to the Police Department. Crews there are busy converting the old and outdated space to the City's new customer service center.   Customer service is one of our core values and a key component of our Dover First! initiative, which emphasizes our commitment to high quality, accessible and responsive government and services. 

We recognize that City Hall is not always easy to navigate, with various offices and functions located throughout the building. The new customer service center will provide a more convenient and efficient way to access some of the most utilized services at City Hall. The space will be home to the City Clerk and Tax Collector's Office, Water and Sewer Billing Office, Parking Bureau, and Information Technology. Relocating these offices to the customer service center will also allow for more efficient use of City Hall's first and second floors.   Read More...
