The Oklahoma Municipal League In Action
  • Executive Director Mike Fina, Deputy Director of Internal Operations/General Counsel Sue Ann Nicely and Deputy Director of External Operations/Government Relations Missy Dean met with Melissa McLawhorn Houston, Commissioner of Labor; Jim Buck, Deputy Commissioner of Labor and John Dyer to discuss the upcoming PEOSH rules.
  • Mike Fina and Missy Dean attended the Interim Study on State Building Leases.  Director Fina spoke at the meeting along with Roy Tucker, Muskogee city attorney.
  • Mike Fina and Missy Dean met with Terry Cline, Secretary of Health and Human Services and Dr. Hank Hartsell, Deputy Comm. of Protective Health Services on Wednesday to discuss nursing homes, rural healthcare and ambulance services.
  • Sue Ann Nicely attended the Water Law meeting on Wednesday.

OMSC Signs Agreement With GrantFinder To Benefit OML Members
We are happy to announce that the Oklahoma Municipal Services Corporation (OMSC), the business arm of OML, has signed an agreement with GrantFinder to bring at a greatly reduced rate of $50 per year for an online tool to enable our members the access to over 7,500 grants. The program allows municipalities to search for grants specific to their needs by utilizing 10 unique search filters. Check out the OMSC booth at our annual conference for full details
Oklahoma Supreme Court Upholds Car Sales Tax
The Oklahoma Supreme Court by a 5-4 vote held HB 2433 "does not levy a tax in the strict sense" because it "removes a tax exemption from an already levied tax rather than levying any new tax."  Therefore, it is "not a revenue bill" subject to Article 5, Section 33 of the Oklahoma Constitution.  See Oklahoma Automobile Dealers Association v. Oklahoma Department Of Labor Update
The Oklahoma Department of Labor may issue an administrative fine in addition to the citations under OAC 380:40-1-16, effective September 15. In a meeting with Oklahoma Commissioner of Labor Melissa McLawhorn Houston, the point was made that Oklahoma is one of seven states with primary jurisdiction over OSHA and the only one without fine authority. With increased activity in recent years at the federal level, it was important to preserve enforcement at the state level . Read Article
New Developments on FLSA Overtime Exemptions
There have been a number of developments regarding the May 2016 FLSA rule change involving employees exempt from overtime.  The most recent is an August 31, 2017 ruling by Judge Amos Mazzant of the U.S. District Court for the Eastern District of Texas granting summary judgment to more than 55 business groups which challenged the new rule.  As a result, the District Court Judge held the 2016 regulations invalid since the Department of Labor "does not have the authority to use a salary-level test that will effectively eliminate the duties test" . Introducing Kyle Lawson, Mayor Of The Town Of Gene Autry
Kyle Lawson is the Mayor of the Town of Gene Autry. He is excited that the town chose him to mold their future because he loves his community. You can feel this when you speak to him and his fun and enthusiastic spirit is contagious. Community development is his top priority as mayor. His goal is to improve the infrastructure of Gene Autry.  He wants the town council and town clerk to "live, breathe, and eat infrastructure!"  Read Article
Former OML Board Member and Holdenville Mayor John (Jack) F. Barrett Passes Away
Jack Barrett served as mayor of Holdenville for twenty-four years and was the recipient of several prestigious awards. He received the Governor George Nigh Mayor's Award in 2000 and was inducted into the Seminole State College Hall of Fame. Jack served on the board of directors for both First United Bank and the Oklahoma Municipal League. He was also instrumental in Tyson Corporation and the Davis Correctional Facility coming to Holdenville . Read Obituary
