Breaking News - Policy and Process Updates

Future of Child Health Plan Plus
CHP+ Program Updates
 
Unless Congress acts, federal funding for the Children's Health Insurance Program (known as Child Health Plan Plus, or CHP+, in Colorado) ends September 30, 2017. At this time, there are no changes to CHP+ eligibility or the CHP+ program, however, the Department is beginning to plan for the necessary actions that will need to be taken if Congress does not continue funding.  
 
Current law allows states to continue to spend unspent federal fund allotments collected before October 1, 2017. The Department estimates that Colorado will be able to use these funds for health care for CHP+ members until sometime in the first quarter of calendar year 2018. For more information, please visit Colorado.gov/HCPF/future-child-health-plan-plus-chp. The Department will be continuously updating this web page as new information becomes available. Resources for partners including call center scripts and FAQs will be posted on this page.
 
In the event that CHP+ materials you produce may need to be updated as new information is available, please flag brochures, web pages, letters to members, and any other electronic or print materials that you create or disseminate that reference the CHP+ program. No other action is needed at this time. This inventory will be vital if CHP+ changes warrant any editing or discontinuation of these electronic or print materials.

Exception Reports
Counties should continue to work monthly exception reports

As a reminder, county departments of human/social services should regularly pull the Mass Update Exception - Case Error Detail Report from COGNOS.  In addition, county CBMS users should address mass update exceptions if the "MUE Report" link is displayed in the CBMS case header. Below are additional resources on the Mass Update Exception - Case Error Detail Report.
 
Mass Update Exception - Case Error Detail Report in COGNOS
  
A resource available to counties to determine which redetermination cases need to be manually authorized prior to the end of the month is the Mass Update Exception - Case Error Detail Report found in COGNOS.  This report is refreshed daily.  The Mass Update Exception - Case Error Detail Report provides information as to why a case failed the mass update process and what action is necessary to take.  The county user should address the issue as to why the case failed a mass update and then authorize the case.

CBMS Build for March 2016 - Hyperlink for Exceptions
  
With the implementation of the March 2016 CBMS build, county users will now have the opportunity to access mass update exceptions (MUE) to any case without having to pull the entire Mass Update Exceptions - Case Error Detail Report.  If any case in CBMS has mass update exceptions, the county user will see a "MUE Report" hyperlink in the header of each case; this hyperlink will only be visible if the case has exceptions.  The county user should address the reasons for the mass update exceptions and authorize the case.

This statewide health coverage open enrollment kick-off and training event is hosted by Colorado Covering Kids and Families with the Colorado Department of Health Care Policy and Financing, the Colorado Division of Insurance, Connect for Health Colorado, the Colorado Consumer Health Initiative and PEAK Outreach. 


PEAK Customer Survey
Deadline extended to September 15, 2017

The PEAK Customer Survey deadline has been extended! The survey was initially planned to close at 11:59 p.m. tomorrow -- Thursday, August 31 -- but the state would like to extend the deadline by two weeks to allow more Coloradans to share their thoughts on PEAK. 
 
The new survey deadline will be 11:59 p.m. on Friday, Sept. 15.
 
Below is a flyer that can be posted in office locations.  Sharing the survey information will help us tremendously to increase the response rate and learn more about the PEAK customer experience.

County Relations Coordinator - position will work with County Liaison on county communications, County Grant and Incentives Program administration, and represent the Department to external stakeholders.  Click here for more information.

General Eligibility Policy and Communications Specialist - p osition serves as a policy and communications specialist for various policies pertaining to Medical Assistance eligibility. Position conducts research to support eligibility operational activities and initiatives.

Timeliness for July 2017
Timeliness numbers for the month of July 2017 are in! 

Timeliness for all Medical Assistance applications for the month was measured at 98.76 percent.   The Department and its county partners have registered 37 consecutive months above 95 percent timeliness.

Timeliness for all Medical Assistance redeterminations for the month was measured at 99.59 percent.   The Department and its county partners have registered 18 consecutive months above 95 percent timeliness.

This could not have been accomplished without the hard work of our county partners. Many thanks!

Department Updates
No Wrong Door:  All Four Pilot Sites Launched
From the Office of Community Living

The Department of Health Care Policy and Financing has launched all four of our No Wrong Door (NWD) Regional Pilot Sites in the following locations:
  • Denver Metro (serving Adams, Arapahoe, Denver and Douglas Counties)
  • Larimer County
  • Pueblo County
  • San Juan Basin (serving Archuleta, Dolores, La Plata, Montezuma and San Juan Counties)
The pilots are funded through a grant from the Administration for Community Living (ACL). They are tasked with carrying out the work of a fully-functioning NWD system so that all individuals in need can access long-term services and supports (LTSS), regardless of age, disability or pay source. Over the course of this project, the pilots will work with the NWD Project Team to determine how to implement NWD at the regional level throughout the state following the conclusion of the pilot phase.
The pilot sites are the result of the work of the NWD Project Team, 2014 NWD Planning Advisory Group and other stakeholders.

NWD is responsible for achieving the following recommendations in the 2014 Community Living Advisory Group report:
  • Create comprehensive access points for all LTSS
  • Create and fund a system of LTSS that supports individuals of all ages with all types of insurance
  • Strengthen collaboration between statewide agencies and local Area Agencies on Aging (AAAs)
In addition to the following recommendations from the 2014 Colorado Community Living Plan (CCLP) report: 
  • Goal 1: Proactively identify individuals in Nursing / Long-Term Care Homes and rehabilitation care who want to move to a community living option and ensure successful transition through a person-centered planning approach
  • Goal 2: Proactively prevent unnecessary stays in Nursing / Long-Term Care Homes for people who, with the right services and supports, could successfully live in the community 
  • Goal 4: Supports successful transition to community settings, ensure a stable and secure living experience, and prevent avoidable returns to Nursing / Long-Term Care Homes and rehabilitation care by providing community-based services and supports that are responsive to consumers' needs 
  • Goal 6: Improve communication strategies among Long Term Services and Supports (LTSS) agencies to ensure the provision of accurate, timely and consistent information about service options in Colorado
  • Goal 7: Integrate, align and/or leverage (IAL) related systems efforts to improve plan outcomes, eliminate redundancies, and achieve implementation efficiencies

From the Colorado Department of Regulatory Agencies Division of Insurance
Division of Insurance launches new online system for consumers to submit insurance related complaints

The Colorado Division of Insurance (DOI) recently launched a new online system for consumers to submit their insurance complaints.

The mission of the DOI, part of the Department of Regulatory Agencies (DORA), is consumer protection. The DOI's Consumer Complaint Portal enhances its customer service capabilities, and offers a fast, secure way for consumers to communicate their insurance-related complaints to the division, while also streamlining the Division's processes for managing complaints.

"Hearing consumers' insurance complaints is critical in letting regulators know how people are being treated," said Marguerite Salazar, Executive Director of DORA. "Moving to a faster, enhanced system for gathering those complaints highlights our commitment to improving customer service."
  • The new system gives consumers the ability to state their complaints as well as allowing them to upload supporting documents, including policies, letters or other communications from insurance companies or agents.
  • To make the process faster, consumers are notified by email anytime there is activity on the complaint that requires a consumer's attention.
  • People will be able to communicate directly and securely with the Division through the portal about their complaints.
DOI's Consumer Services section recovers millions of dollars for consumers every year because of the complaints that are filed.  Last fiscal year (July 1, 2016 - June 30, 2017), over $8 million was recovered.

The Consumer Complaint Portal can be accessed through the Division of Insurance main page - dora.colorado.gov/insurance, under the section "For Consumers" - click on "Ask a Question / File a Complaint / Access Portal." It can also be accessed on DORA's "Take 5 to Get Wise" website, askDORA.colorado.gov, specifically the pages for health insurance and property and casualty insurance.

The portal will require users to set up an account with an email address. Once the account is created, additional information will be requested that will allow the DOI to properly investigate the individual complaint.

A printable complaint form with instructions in Spanish is offered for Spanish speakers that can be downloaded, completed and mailed to the Division of Insurance. It can be found on the same webpage where the portal is accessed.

Practical Playbook rounds up Health Equity


The Practical Playbook (PPB) is devoted to establishing meaningful partnerships across diverse organizations and individuals. Importantly, the PPB itself is a partnership that brings the talents and perspectives of multiple individuals and organizations to the initiative.

The Practical Playbook was developed in response to the 2012 Institute of Medicine report Primary Care and Public Health: Exploring Integration to Improve Population Health, which was jointly sponsored by the Centers for Disease Control and Prevention (CDC) and the Health Resources and Services Administration (HRSA).
