HUD CoC Notice of Funding Availability Released
During the past few weeks, activities related to the NOFA continued to move forward. The New Projects Workgroup reviewed 16 new project applications and heard presentations from 10 applicants. The HEARTH Funding Opportunities Task Group has been reviewing local data, researching other communities' ranking policies, and hearing presentations from local experts in anticipation of recommending project rankings to the CoC Board of Directors.

Preliminary Point-in-Time Count and Housing Inventory Count Findings
On behalf of the City of Chicago, All Chicago successfully submitted the Point-in-Time (PIT) & Housing Inventory Count (HIC) reports on May 2. Download a summary of the preliminary findings from the HIC

Strategy to Strengthen the CoC
Thanks to a grant from the Polk Bros. Foundation, All Chicago engaged consultants from CSH to work on a plan to strengthen the capacity of the CoC. At the last All CoC Meeting and in a webinar in June, CSH unveiled a strategy memo that highlights recommended next steps for the CoC. The CoC Board of Directors voted to move forward with the recommendations at their last meeting. Read the strategy memo

Information from HUD on the Transitional Housing - Rapid Re-Housing Model
When the Registration Notice for the FY 2017 CoC Program Competition was released, HUD announced a new project type: Transitional Housing and Rapid Re-Housing (TH-RRH). HUD recently released additional details about this model.

Invitation to Pilot Evaluation Toolkit
Do you want showcase your program's success in ending homelessness to policymakers and funders? All Chicago is testing a free suite of evaluation tools,
System-Wide Analytics and Projection (SWAP), developed by the National Alliance to End Homelessness and the consulting firm Focus Strategies, to help communities use their own data to evaluate the impact of their programs, including cost-effectiveness. All Chicago is offering to help the first five agencies that respond.

New State Budget's Impact on Housing Programs
All Chicago thanks the Illinois legislature for its leadership in passing a budget, with matching revenues, for the first time in more than two years. The budget is a welcome relief for Chicago's homeless service providers-- 90 percent of whom had to cut clients, services, or staff during the budget crisis.
The majority of housing programs either received slight funding increases or the same funding as FY2015, the last time Illinois had a budget. The following housing programs are flat-funded compared to FY2015: Emergency and Transitional Housing Program ($9,383,700), Homeless Youth Program ($5,550,000), and Supportive Housing Services ($16,811,900). The following programs will receive modest increases: Homeless Prevention ($4,977,500, a 24% increase) and Supportive Mentally Ill Housing ($15,915,800, a 19% increase). The state will also pay half of its $14.5 billion in unpaid bills in part by sweeping over $17 million from the state's Affordable Housing Trust Fund and foreclosure prevention funds.

Permanent Supportive Housing Services for Families in Transition
Chicago's Department of Family and Support Services (DFSS)
released a Request for Proprosals for organizations to provide permanent supportive housing services to families who have experienced homelessness.

Expedited SNAP Benefits Enrollment
Families or individuals can be quickly enrolled in SNAP benefits by calling the Application for Benefits Eligibility (ABE) Customer Service number at 1-800-843-6154. Applying by phone allows the application and eligibility determination to occur at the same time.

Free Birth Certificates
The Cook County Board of Commissioners passed an ordinance making birth records free for people experiencing homelessness (living in shelters, on the street, or doubled-up), residents of shelters for victims of domestic violence, and formerly incarcerated citizens released in the last 90 days.
