MESSAGE FROM THE MAYOR
|
|
As we approach Thanksgiving, we all prepare to pause and give thanks for the many blessings in our lives. For me, it is an opportune time to once again thank you, our City residents, for the privilege of serving our community as your Mayor. I recognize and I appreciate that you have entrusted me with a great opportunity and responsibility, and I am genuinely grateful each and every day for that trust. Truly, ours is a great City, and I am reminded so every day by the great people who call it their "Home Port!"
Along those lines, each year we declare (via Mayoral Proclamation) the month of November as "Business Appreciation Month" here in our City of Port Washington. Similarly, we declare (once again, via Mayoral Proclamation) the month of April as "Volunteer Appreciation Month" in our community. This was a practice I launched as Mayor back in 2013, and I have been enormously proud to make these important Proclamations each year since. I believe it is a fitting celebration of the vital role our business partners play within our community - as employers, providers of goods and services, partners with and investors in community causes, and more - and the difference our hundreds of City volunteers make in the lives of our City residents through their gifts of time and talent. We are so blessed by all those who serve in such a volunteer capacity, whether on our City Boards, Commissions, Committees, and Teams or as

part of one of our civic or faith-based groups or nonprofit organizations. And, we can and should take such great pride in all those who choose to do business here in Port Washington and thankful for the impact they have - and we can demonstrate that pride and gratitude by supporting and investing in them through our patronage (especially at this time of year!).
Speaking of pride in one of our business partners, at the end of September Ozaukee Economic Development presented its Awards for "
Business of the Year," and for the fourth time in five years, one of City of Port Washington business partners was lauded as the "Large Business of the Year!"
Kleen Test Products was that winning business, and we as a City could not be prouder of the fact that the business continues to call our City its "Home Port." A group of City staff, elected officials, and volunteers from our Economic Development Committee joined in the celebration at the annual Awards Breakfast, just as we've done in recent years for the awards presented to
Ansay & Associates, Port Washington State Bank, and Franklin Energy. Four "Business of the Year" recipients in five years - what a wonderful representation of the business climate and economic
conditions here in Port Washington! Truly, this is a "win" for all of us, so please join me in celebrating and congratulating our friends and partners at Kleen Test Products.
As a community, we do have so much to celebrate. This year was another very successful one on so many levels, and I am confident 2018 will bring much of the same. Please stay engaged and involved and know that if you wish to give back in service to our community, opportunities exist for you to do just that. Simply send me an email (

I would love to meet over a cup of coffee and identify the best way for you to help make our great City even greater. I am personally so proud that we have, over the past five years, essentially doubled our number of volunteers working on behalf of "Our Home Port!" Talk about impact!
Finally, as you begin your preparations for the holidays, I ask two things of you: (1) please share in the spirit of community and celebration by joining us for our annual "
Christmas On The Corner" event hosted by Main Street on the first Saturday in December; and (2)
please be sure to do your holiday spending in our downtown - every dollar you spend here is an investment in our city business partners!

Because of the possibility of discoloring of your water due to disturbance of mains, we advise if it is at all possible, refrain from washing clothes between the hours of 7:00 a.m. to 3:30 p.m. during these weeks. WATER RATE INCREASE
The Port Washington Municipal Water Utility has filed an application with the Public Service Commission of Wisconsin (PSCW) to increase water rates, which has been approved. The increase is necessary due to a 23% increase in utility plant investment and a 6% increase in operating expenses in the 9 years since the last water rate case in 2008. 2018 will be a busy election year - planning ahead is always best. If you have moved or changed names you will need to re-register. You can do so by going to www.myvote.wi.gov where you are also able to check your registration status, polling location, ballot and other information. You can always visit our website at www.cityofportwashington.com/elections, or you may contact the City Clerk at [email protected] or at 262-284-5585, or come into City Hall between 8:00 a.m. and 5:00 p.m., Monday - Friday for assistance.
UPDATE ON VOTER REGISTRATIONS
The Wisconsin Election Commission (WEC) has now completed the Four-Year Record Maintenance of Voter Registrations. Individuals that had not voted in four years were mailed Notice Of Suspension Of Registration postcards in June. If the voter wished to continue their registration they were required to sign, date and return the postcard to the City Clerk by the July 31, 2017 deadline. After the deadline those that did not respond were inactivated and are no longer registered. In those cases these individuals will be required to re-register by completing a Voter Registration Application.
If you wish to check on your voter registration status you can do so by going to www.myvote.wi.gov. If you find that you are no longer actively registered you can re-register on that same site, if your Wisconsin driver's license or Wisconsin State ID has your current name and address. With that process you do not need to mail in your Registration Application and Proof Of Residency document. Another option to re-register is by mailing in a Registration Application, which can be obtained by going to our website at www.cityofportwashington.com/elections. In that case you do need to print out and return the form with your Proof Of Residency document to the City Clerk. You may also come into the City Clerk's Office and register with your Proof Of Residency document. DOG AND CAT LICENSE-DID YOU FORGET?
Dog and cat licenses must be renewed annually between January 1st and March 31st. City Hall has the necessary forms. Fees are $6.00 for spayed/neutered or $11.00 non-spayed/non-neutered. Also required is a current rabies certificate from your veterinarian. A late fee of $5.00 will be assessed on payments made after March 31st.

BACK TO SCHOOL SAFETY REMINDERS
The 2017-18 school year is officially underway! So . . . here's an early reminder to everyone regarding traffic laws designed to protect children and students. The Port Washington Police Department asks that you drive safely throughout the city at all times, but reminds you to always be especially observant when approaching or traveling through school zones.
- PARENTS and DRIVERS - Please take special notice of and obey the newly installed 4-way stop signs located at the intersection of N. Holden St. and W. Norport Drive, adjacent to Thomas Jefferson Middle School.
- Take special notice of parking restrictions posted near schools.Parking restrictions are meant to enhance pedestrian safety (yours and your child's) in the vicinity of the school. Please obey the restrictions!
- Remember, children are children, not young adults. It's important to understand children's limitations in understanding traffic. Specifically, children:
- Have a narrower field of vision than adults, about 1/3 less.
- Cannot easily judge a car's speed and distance.
- Assume that if they can see a car, its driver must be able to see them. However, children are easily hidden from view by parked cars and other objects.
- Cannot readily tell the direction a sound is coming from.
- May be impatient and impulsive.
- Concentrate on only one thing at a time. This is likely not to be traffic.
- Have a limited sense of danger.
- Often mix fantasy with reality.
- Imitate the (often bad) behavior of others, especially older children and adults.
- Watch for and obey adult school crossing guards and their signals. They're protecting our children!
- Wisconsin law requires every operator of a motor vehicle approaching a school crossing which is controlled by an adult school crossing guard to follow the directions of the school crossing guard. If directed by the school crossing guard to stop, the operator must stop the vehicle not less than 10 feet or more than 30 feet from the school crossing and shall remain stopped until the school crossing guard directs the operator to proceed.
Remember; be mindful of speed limits, stop signs, school zones, and crossing guards. Take an extra moment in reaching your destination by slowing down and watching out for children, so they too may reach their destination safely. We'll all benefit as a result!
BE AWARE - STRANGER DANGER
With the start of a new school year it's time once again to remind all parents and children about strangers and potential "stranger danger" as they travel to and from school, especially for those that walk to school. Parents should walk to school with their children to familiarize them with a particular route which the children should take each day. In this way, both parents and children will know the route in the event of an emergency. Children should be familiar with the route to school and the surrounding area and shouldn't deviate from that route without prior parental approval.
As parents travel the route to school with their children, they should review with them the safe places to go if a problem arises.

The Port Washington Police Department will host a public "open house" on Sunday, October 1st, 2017 from 9:00 a.m. to 1:00 p.m. Bring the entire family to the Police Department's open house and explore police vehicles and police equipment. WINTER IS COMING ... PREPARE NOW - REMINDERS AND SAFETY TIPS
WINTER PARKING RESTRICT

Now is the time to plan and make "off street" parking arrangements for your vehicles over the winter months. The annual winter parking restrictions go into effect
December 1st through April 1st. Winter restrictions prohibit the parking of any vehicle on any street within the city between the hours of
2:00 a.m. and 6:00 a.m. between those dates.
CLEAR SIDEWALKS & WALKWAYS OF SNOW & ICE
For your safety and the safety of others please remove snow and ice deposits from sidewalks promptly. City ordinances require "
every person in charge or control of any building or lot of land fronting or abutting on a paved sidewalk, whether as owner, tenant, occupant or otherwise, shall remove and clear away, or cause to removed and cleared away, snow and ice from such sidewalk within 24 hours of the cessation of any snow fall, sleet or freezing rain".
When removing snow this winter please remember the following:
Do not shovel, throw or deposit snow in the street during snow removal efforts. City ordinances prohibit such actions --- "
no person shall deposit or cause to be deposited any snow and ice on or against a fire hydrant or on any sidewalk, roadway, or loading or unloading areas except that snow and ice may be windrowed on public roadways incident to the cleaning of sidewalks in business districts". Also, please remember to clear snow away from fire hydrants so they remain readily accessible, in the event of a fire.
Residents and visitors alike are encouraged to comply with these ordinance requirements throughout the city. Violations may result in the issuance of a citation.
WISCONSIN WINTER DRIVING SAFETY TIPS
The Port Washington Police Department reminds all resident drivers to drive safely and responsibly this winter season. While traveling during the upcoming winter months common sense is more important than ever. In an effort to keep motorists safe throughout the upcoming Wisconsin winter your Police Department makes the following suggestions:
Make sure your car is properly winterized before the cold weather begins. Winterizing should include replacing the wiper blades, changing to a "winter weight" motor oil, making sure tires are in excellent condition, making sure all lights are in proper working order, engine thermostat working properly, heater and defroster in good working order, anti-freeze set to proper level, battery in excellent shape for those cold winter starts, non-diluted windshield washer/de-icer, etc.
DRIVE CAREFULLY!
Be sure all to clear all windows, mirrors and lights of snow and ice before operating your vehicle. Failure to remove snow from windows could result in a traffic citation with a fine of $98.80 and 2 demerit points!
Keep your gas tank as full as possible. Use a gas line de-icer product to prevent moisture in the tank.
Remember, winter road/weather conditions may require increased stopping distances. Always slow your vehicle to a speed appropriate for the existing conditions, regardless of posted speed limits.
Allow extra travel time when road/weather conditions warrant it. Be alert to changing conditions and
 weather forecasts. Plan accordingly.
Carry winter storm supplies in your car such as extra warm clothing, a blanket, container of sand or cat litter, flashlight, shovel, windshield scraper, cellular phone, battery booster cables, small first aid kit, etc.
Have a designated driver when you go to any event where you plan to drink this holiday season-even if your designated driver is a taxi. It's simply not worth the risk of a crash to drink and drive.
BE SAFE AT HOME THIS WINTER
The Port Washington Police Department encourages residents to be prepared for winter by reviewing the following safety tips and to practice winter safety at home.
Use extreme caution when operating snow blowers and snow removal equipment. Never try to clear an obstruction in a snow blower while the engine is running. Always stop the engine and disconnect the spark plug wire before attempting to clear an obstruction.
Use caution and common sense when shoveling snow. Wisconsin snow can be extremely heavy and wet. Don't overdue it. Take frequent breaks. Enlist the help of a friend or neighbor in the event of a heavy snowfall. If necessary, contact a snow removal service.
Dress appropriately for winter weather and activities. Multiple layers of lightweight clothing are more effective than a single heavy layer of clothing. Stay dry and stay warm!
Think about safety before trying to clear the snow from your roof. Use a snow rake specifically designed for clearing roofs and follow the manufacturer's directions and safety recommendations.
If families use alternative heating sources during the cold weather (it's a good idea to have one available in case the furnace fails), be sure to allow proper ventilation and place it in a safe location, away from flammable objects. Always turn off alternative heat sources before leaving or going to bed and do not leave children or pets unattended around any heating source. This includes extinguishing the embers in the fireplace - and never leave a fire burning unattended in the fireplace. Wait until all embers have been extinguished for at least 12 hours before removing them from the fireplace to another receptacle.

FIRE DEPARTMENT OPEN HOUSE & FIRE PREVENTION WEEK 2017
The Port Washington Fire Department invites residents to attend our Annual Open House, Sunday October 1, 2017. The Open House will be held between 9:00 a.m. to 1:00 p.m. at the fire station located at 104 W. Washington Street. Fire extinguisher demonstrations, equipment displays, and fire station tours are just some of the activities planned.
The National Fire Protection Association has officially announced "Every Second Counts...Plan 2 Ways Out" as the theme for Fire Prevention Week, October 8-14, 2017.
In a fire, seconds count. Seconds can mean the difference between residents of our community escaping safely from a fire or having their lives end in tragedy. It reinforces why everyone needs to have an escape plan. Here is this year's key campaign messages:
- Draw a map of your home with all members of your household, marking two exits from each room and a path to the outside from each exit.
- Practice your home fire drill twice a year. Conduct one at night and one during the day with everyone in your home, and practice using different ways out.
- Teach children how to escape on their own in case you can't help them.
- Make sure the number of your home is clearly marked and easy for the fire department to find.
- Close doors behind you as you leave - this may slow the spread of smoke, heat, and fire.
- Once you get outside, stay outside. Never go back inside a burning building.
TRASH & LEAF BURNING IS PROHIBITED
Residents are reminded that Chapter 5.13.160 of the City Code states that all trash burning is prohibited. Trash defined includes leaves, grass, branches, and yard waste, as well as rubbish, construction and industrial waste.

CHANGES TO CITY BRUSH COLLECTION POLICY
Beginning in 2017, the City started charging residents for the cost of collecting brush for 15 minutes or more (less than 15 minutes is free). The minimum charge for 15 minutes is $19.16, plus $1.83/minute after 15 minutes. To avoid these charges, please neatly stack your brush with the cut ends pointed in the same direction as traffic so it can be more easily run through the chipper. Separate logs and brush into two distinct piles for easier pickup. For those residents who have smaller terraces or no terraces at all, please place brush in your front yard parallel to the sidewalk. Also, if you have a contractor remove a tree, direct the contractor to take or chip the branches.
BRUSH & LEAF COLLECTION
Brush collection is made bi-weekly from April 10 - May 27, 2017, weekly from June 5 - September 1, 2017 and bi-weekly from September 11 - October 27, 2017. Brush will be accepted at the Street Yard from October 28 - December 2, 2017. Brush shall consist of all "woody" material, maximum 8 inches in diameter. Place brush (cut ends with the flow of traffic) at roadside. Brush and logs cut by a contractor must be disposed of by the contractor. Leaves may be raked into the street October 2 - November 26, 2017 only, weather permitting. Leaves can be bagged and taken to the Street Yard until December 2, 2017.

The Street Yard is open Saturday, April 1, 2017 and closes Saturday, December 2, 2017.

The Marina will be starting fall hours as of August 28, 2017 - open daily from 6:00 a.m. - 8:00 p.m. Hours will continue to decrease in September and October as business slows down.

NEW!! CITY OF 7 HILLS DUATHLON AND 2 MILE RUN/WALK
On Saturday September 23, 2017 the Port Washington Parks and Recreation Department will be holding the first annual City of Seven Hills Duathlon as well as the City of Seven Hills 2 Mile Run/Walk! The Duathlon consists of a 2 mile run, 16 mile bike, and 1 mile run to the finish. The 2 Mile Run/Walk is a family-friendly 2 mile course starting and ending in our beautiful Upper Lake Park! Check in starts at 8:00 a.m. and both races begin at 9:00 a.m. We are not taking any race day registrations, so make sure to sign up online or stop into the Park & Rec office before September 23, 2017 if you would like to participate! More details including the routes and fees are on our website under the "special events" tab! The Friends of Parks & Recreation Beer Garden will follow the race/run/walk.

AMERICAN RED CROSS BABYSITTER & FIRST AID/CPR/AED COURSES
This Fall we will be offering a Babysitter Training Course for boys and girls 11 and older, providing them with the information and skills necessary to provide safe and responsible care for children in the absence of parents or adults. We will also be offering a Community First Aid/CPR/AED course that will help participants recognize and respond appropriately to cardiac, breathing and first aid emergencies.
PARENTS' NIGHT OUT
Drop the kids off and head out for a date night! We will have fun activities planned for the kids from a fun craft, tasty snack and movie to keep them entertained while parents have some time for themselves. HALLOWEEN CUPCAKE DECORATING WITH THE CUPCAKE-A-RHEE
Get into the Halloween spirit by decorating cute and creepy cupcakes on Saturday, October 28, 2017. Each child will be able to bring home 6 of their deliciously decorated cupcakes.
ADULT SPORTS LEAGUES
Women's Volleyball ($300 per team). Games start in October.
Men's Basketbal ($575 per team). Games start in November.
POLAR EXPRESS
All aboard! Hop on the "train" for a magical journey to the North Pole. This tri-community event, sponsored by Port Washington State Bank, will take place on December 9, 2017 and will be hosted in "Your Home Port" this year. Tickets can be purchased at the Port Washington, Grafton or Cedarburg Parks & Recreation Departments as well as Port Washington State Bank in any of those communities. The cost is only $6.00. Tickets go on sale November 13, 2017.
WINTER PLAYGROUND
Don't know what to do with the kids while you're at work during winter break? No worries, we have you covered with our Winter Playground program. Kids will enjoy all kinds of activities and games outside and be able to warm up in the Veterans' Memorial Park shelter. Don't miss out on 4 days of wintery fun, from December 26-29, 2017.
PICKLEBALL
Indoor Pickleball is ongoing every Thursday night at Lincoln Elementary School from 6:30 p.m. - 8:30 p.m. starting September 7, 2017. Only $3.00 to play.
YOGA & MORE
Our Yoga & More classes are continuing through December 31, 2017. Attend any one class during the time slots offered - or attend them all. - Aging Mastery Program (AMP) Dates: October 12, 2017 - November 16, 2017at 2:30 p.m. - 5:30 p.m. This national program aims to help baby boomers and older adults take key steps to improve their well-being, add stability to their lives and strengthen ties to the community.
- Card and Game Groups include: Cribbage, Sheepshead, Mexican Train Dominoes
- Chicks with Sticks & Crafters: Knit, crochet, sew, or craft? Join the program and share patterns, idea, and friendship! Make items for the Fall Craft Sale, especially knitters and crocheters to use donated yarns. Meets on Wednesdays from 1:00 p.m. - 2:30 p.m.
- Lakeside Tea Society is a monthly club on the 3rd Wednesday of the month featuring a theme tea topic followed by tea & a sweet. Reservations required by the preceding Monday. Upcoming themes:
