THE FY 2018 CITY OF SOUTH BUDGET PROCESS BEGINS
The City of South Fulton will begin the Fiscal Year 18 budget process, with the first work session to be held tonight, Wednesday, August 30, 2018 at 5:00 p.m. at 5
600 Stonewall Tell Rd., College Park, Georgia 30349.

This budget workshop is open to the public but solely for presentation and discussion between the staff and council. However, t
he public will have an opportunity to provide input on the proposed budget prior to adoption.

Consul-General of Japan Visits the
City of South Fulton
Mayor Bill Edwards welcomed Consul-General of Japan Takashi (Thomas) Shinozuka to City Hall on August 21 for a discussion about potential economic partnerships in the City of South Fulton.
“There are more than 600 Japanese companies in Georgia,” said Consul-General Shinozuka. “Due to the City of South Fulton’s proximity to major interstates as well as Hartsfield-Jackson International Airport and Charlie Brown Airport, the City of South Fulton is a great place for economic development.”
Additionally, Shinozuka discussed the importance of embracing different cultures and how the City’s youth can benefit from learning about Japanese customs and the language. He also shared details about the Japan Exchange and Teaching (JET) program, which allows college students opportunities to teach English in Japan’s public schools, at no cost to the students.
“The City of South Fulton has the potential to become an international hub for businesses and commerce,” said Mayor Bill Edwards. “We are enthusiastic about the great opportunities for growth in the City of South Fulton and we look forward to welcoming new businesses and families to the City.”

The Atlanta Regional Commission, in partnership with Fulton County is developing a Transit Master Plan that will determine the potential for expanded transit services within Fulton County. If you did not attend the transportation meeting, you still can complete the survey and share your most innovative ideas from other cities/countries as we plan for transportation for the next 40 years.

Se
veral resolutions were passed and are as follows:
- Authorize the city to obtain general liability insurance coverage through the Georgia Municipal Association (Res 2017-40)
- Adoption of a new city seal (Res 2017-41; sponsored by Baker was vetoed by the Mayor to be reconsidered on 9/12)
- Envision the City of South Fulton as a Smart City (Res 2017-42; sponsored by Rowell, Willis and Gumbs)
- Approve monthly budget reports (Kamau)
- Require Council authorization for expenditures of Council funds (Kamau)
- Hire a permanent city manager effective December 31, 2017 (Kamau)
The resolution to provide pay parity for city council aides (
Res 2017-039 sponsored by Kamau, was approved on August 8, 2017 and vetoed by the Mayor on August 9, 2017). The Mayor's veto was overturned with a 6-2 vote.
The resolution (Res 2017-043) to approve a city intern program failed for lack of four votes.
The Personnel Ordinance 2017-05 as originally passed and recommended by staff provided for all
persons employed by the city to be at-will but have the opportunity to participate in a grievance procedure. Councilwoman Jackson's amendment passed and maintained at-will status for all employees except police and fire personnel who will operate under a merit system. The Gilyard A
mendment also passed and calls for
a workplan to be developed in conjunction with the budget; a personnel handbook to be ratified by the council in order to be effective; and when practical a representative from the HR department to be present when city employees are hired. A motion was also made during the meeting and approved, and stipulates that a
ny municipal employee who works in the office of Mayor, serves as an aide to a City Councilmember, or as an assistant to an appointed official, may be reassigned at the request of the newly-elected or newly-appointed official.
Additional ordinances passed to rename the Board of Code Enforcement (Ord 2017-16) and establish Municipal Courts (Ord 2017-17) for the new city. Ordinances made available for first reading including those to:
- Establish general rules of the road in the new city (Ord 2017-18
- Enter into a franchise agreement with Coweta-Fayette EMC (Ord 2017-19)
- Provide for guidelines for vacant and foreclosed property registries (Ord 2017-20; sponsor Rowell)
- Adopt a financial policy (Ord 2017-21; sponsor Rowell)
- Adopt a debt policy (Ord 2017-22; sponsor: Rowell)
Ms. Chata Spikes is the city's new Director of Communications, and she has been given the responsibility of designing the process that will be used to engage citizens to finalize the name of the city by December 31, 2017.
