The Board of Education meeting was called to order by Board President Ralph Martire at  
7:33 p.m. in the Roosevelt Middle School Library Learning Center. Judy Deogracias, Barb Hickey, Ralph Martire,  Rich Moore, Nicole Thompson, and Stacey Williams were present. The meeting adjourned at 10:05 p.m.

Below is a summary of the Board of Education meeting highlights. Board Packets containing meeting details are posted on the  District 90 website prior to each meeting. Full meeting minutes will be posted on the website once approved.
Recognize Visitors and Public Comments

Julie Moller shared that District 90, with the support of the Good4Green Committee, diverted nearly 16,500 lbs of compostable waste to compost sites in the 2016-17 school year. She expressed appreciation to Dr. Condon; Anthony Cozzi, Director of Finance and Facilities; building engineers; and Dawne Simmons, Communications and Community Outreach Coordinator, for their support of Good4Green's efforts. Ms. Moller also expressed appreciation for the work behind the sustainability presentation by Gary Cuneen, Executive Director of Seven Generations Ahead, which will be presented later in the meeting.  

David Davis, the recommended Assistant Principal for Lincoln and Willard Schools, shared his enthusiasm in joining District 90. Mr. Davis stated that he is looking forward to working closely with the teachers, staff, and families of the District. 
Approval of Agenda

Board members approved the agenda.  
Communications

Rich Moore read two messages to Board members. Martha English expressed her gratitude for the gifts of appreciation distributed at the recent Staff Appreciation Dinner. 

Kim Bruzek expressed her appreciation to the District's staff, faculty, administrators, and Board members. Ms. Bruzek stated that she will always have fond memories of her time at District 90. 
Consent Agenda

Board members approved the Consent Agenda as revised, which included Minutes from the Tri-Board Town Hall Forum on May 1, 2017; the Board of Education Meeting and Closed Session on May 15, 2017; and the Committee of the Whole Meeting and Closed Session on June 6, 2017; Payrolls; Orders Relating to Payrolls; Bills; and Treasurer's Report. Stacey Williams identified several changes to the consent agenda that were addressed in the "approved as revised" action.

Rich Moore relayed there hasn't been an Education Committee Meeting since the March 2017 meeting.
 
Personnel
Ralph Martire stated that personnel issues would be addressed later in the meeting. 
 
Policy
Stacey Williams stated that there was nothing to report. 
 
Finance
Nicole Thompson stated that there was nothing to report. 

Equity
Ralph Martire stated that there was nothing to report. 

Facilities
Judy Deogracias stated that  there was nothing to report.

Communications
Barb Hickey relayed that the communications issues would be addressed during the report about the Subcommittee on Collaboration. 
District Calendar Review

Dr. Condon relayed information about the slow-down of activities during the summer. He explained that Committee of the Whole meetings are on hiatus during July and August. The next Board of Education meeting is on July 17. A dditional information can be viewed in the Board Packet.
Outside Organization Meetings
 
Council of Governments - Ralph Martire
The next meeting will be scheduled in the fall 2017.

OPRFHS Community Council - Rich Moore
The next meeting will be scheduled in the fall 2017.

Youth Network Council - Barb Hickey
B arb Hickey reported that the next meeting will be September 14. 

District PTO Council - Barb Hickey
Barb Hickey stated that the next meeting of the PTO Council will be in the fall 2017.

Inclusiveness Advisory Board - Stacey Williams 
The next meeting will be scheduled in the fall 2017.
 
River Forest Service Club - Nicole Thompson
Ralph Martire attended the last River Forest Service Club (RFSC) meeting and reported that the organization is considering changing its status from a club to an association. The next meeting will be in the fall 2017.
 
Citizen Corps Council - Judy Deogracias
Judy Deogracias reported that the Citizen Corps Council is looking to grow its membership. The next meeting is scheduled for September 2017. 

West Cook Governing Board (IASB) - Ralph Martire
Ralph Martire reported that the West Cook Governing Board is holding its June meeting on the same day as the Board of Education meeting. The date of the next meeting is still to be determined. 

ED-RED - Ralph Martire
Ralph Martire reported that ED-RED has been reviewing the progress of SB 1 through the General Assembly. SB 1 provides an evidenced-based model for funding education. The next meeting is scheduled for October 6 .

TriBoard Collaborative Committee - Ralph Martire
Ralph Martire reported that the TriBoard Collaborative Committee is working on an agenda for its first meeting. The date for the first meeting is still to be determined.

River Forest Subcommittee on Collaboration - Barb Hickey 
Barb Hickey reported that a consultant from Jasculca/Terman attended the last meeting of the River Forest Subcommittee on Collaboration. The consultant presented a draft of the survey that included questions from all participating taxing bodies and will be distributed to the community. The next meeting of the Subcommittee on Collaboration is in the fall 2017.

Resolution, Compliance with Prevailing Wage Act 
Dr. Condon presented a resolution calling for District 90 to comply with the Prevailing Wage Act. Board members approved the Compliance with Prevailing Wage Act Resolution. More information is available in the  Board Packet.

Resolution Authorizing Permanent Inter­fund Accounting Transfer from the Operations and Maintenance Fund to the Capital 
Projects Fund
Anthony Cozzi, Director of Finance and Facilities, presented the Resolution Authorizing Permanent Interfund Accounting Transfer from the Operations and Maintenance Fund to the Capital Projects Fund. Board members approved the resolution. More information is available in the Board Packet. 

Resolution, Authorizing Permanent Inter­fund Accounting Transfer from the Educational Fund to the Debt Service Fund
Anthony Cozzi, Director of Finance and Facilities, presented the resolution  Authorizing Permanent Interfund Accounting Transfer from the Educational Fund to the Debt Service Fund. Board members approved the resolution.  More information is available in the Board Packet.

Semi­-annual Review of Closed Session Meeting Minutes 
Anthony Cozzi, Director of Finance and Facilities, presented a list of closed meeting minutes, including audio recordings, that were recommended to be kept closed. Board members approved maintaining closed session minutes as closed. More information is available in the  Board Packet. 

Destruction of Closed Session Meeting ­ Audio  Tapes
Board members approved the recommendation by Anthony Cozzi, Director of Finance and Facilities, to destroy closed session meeting audio recordings from January 2015 - June 2015. More information is available in the Board Packet.
 
Approval of District 90 Title 1 Plan
Dr. Condon explained that the Board must approve the District's application for Title 1 funds. Board members approved the District's application for Title 1 funds.  
 
Ratification of Contract Terms between District 90 Board of Education and the River Forest Education Association, 2017­- 2020
Dr. Condon reported that the contract terms between District 90 Board of Education and the River Forest Education Association (RFEA) had been ratified by its members with  a large majority. He thanked the members of the negotiating team including Ralph Martire, Anthony Cozzi, Director of Finance and Facilities, Anne Gottlieb, and Dr. Alison Hawley, Director of Curriculum and Instruction, for their support in building a positive negotiating environment. Dr. Condon also complimented the RFEA negotiators for their partnership during the process. The resulting collective bargaining agreement values the District's faculty, while remaining true to District 90's stewardship of community resources.  Board members ratified the terms of the contract. Superintendent's Performance Goals and Indicators ­Completion
Dr. Condon explained that as part of his contract, the Board of Education established performance goals that must be accomplished. Separately, he provided a self-evaluation of those goals. Ralph Martire reported that Dr. Condon's self-evaluation was very thorough and diligent. Mr. Martire stated that Dr. Condon's stewardship of the District's resources is greatly appreciated. Board members approved that Dr. Condon achieved his performance goals satisfactorily.  
 
University of Illinois Mathematics Coaching Services Agreement, 2017-­18
Dr. Condon reported that for several years the District has had a partnership with the University of Illinois to assist in refining the math curriculum. The University has supported the District with coaching for math teachers and providing assistance in implementing the math pilot. Ralph Martire reported that the Coaching Services Agreement was also discussed during the negotiations with the River Forest Education Association. There was some discussion among the Board members about the coaching services, Illinois Learning Standards, and the response of the faculty. Board members approved the agreement. Informational Items


Plan­It Green 2016 Report Card Presentation ­- Gary Cuneen, Executive Director 
Gary Cuneen, Executive Director of Seven Generations Ahead, presented the biannual report card on the state of sustainability in Oak Park-River Forest and in District 90. Appearing before the Board, Mr. Cuneen provided a high level overview of issues and accomplishments applicable to the District. Among the District's sustainability accomplishments were its composting program, addition of solar panels on school buildings, and the green roof that is tied to classroom instruction. Dr. Condon also reported on the visioning meeting that was recently held for the Green4Good Committee (G4G). He said that the meeting outcomes indicated that sustainability is highly valued in the community. G4G representative Beth Cheng thanked Dr. Condon; Anthony Cozzi, Director of Finance and Facilities; and Dawne Simmons, Communications and Community Outreach Coordinator, for their support. There was some discussion among Board members about the sustainability report card, G4G efforts, and next steps. More information is available in the  Board Packet.
 
Roosevelt Middle School Advisory Program
Roosevelt Principal Larry Gartski and Roosevelt Social Worker Mandy Ross presented information about the school's Student Advisory Program, which will start in August 2017. The program's main objective is to help build student relationships between students and staff in developing stronger social-emotional skills.   The Advisory Program partially stemmed from the Inclusiveness Advisory Board's previous survey findings that a number of Roosevelt students indicated that they did not have a trusted adult in which they could confide. Roosevelt will be one of only a few schools in the country with this type of program. Every Roosevelt teacher will be assigned an advisory period. Lesson plans, activities, and a curriculum have been developed to help teachers implement the program. Dr. Condon complimented Roosevelt Principal Larry Gartski and Assistant Principal Tina Steketee for their efforts and implementation of the Middle School Advisory Program.  Additional information is available in the Board Packet .

2017-18 Budget Calendar
Anthony Cozzi, Director of Finance and Facilities, presented the calendar for the District's budget process. Along with a Finance Committee meeting in July, the formal review of the budget is scheduled for the August Board of Education meeting. The approval of the District's budget is scheduled for September 2017.  Additional information is available in the  

District Enrollment Report 
Dr. Condon reported that enrollment data has not changed substantially since the last Board of Education meeting. He will continue to monitor class sizes in preparation for the coming school year.  Additional information is available in the  Board Packet .

Current D90 Employment Vacancies
Dr. Condon relayed information about current vacancies in the District. There are several positions that have already been filled or will be recommended for approval this evening.  

Board of Education Vacancy
Dr. Condon presented Board members with information about the process and timeline to fill the Board vacancy created by the  recent resignation of Anne Gottlieb. He explained that information about the application process had been posted on the District's website. There was some discussion by Board members about the process of selecting a Board member to fill a vacancy,

District 90 Strategic Planning Community Scorecard
Dawne Simmons, Communications and Community Outreach Coordinator, presented the progress scorecard that provides information about the first year's results of the Strategic Plan. She reported that the scorecard was designed to be reader-friendly and concise. Additional information can be found in the

Negotiations Training for Board of Education
Ralph Martire suggested negotiations training to other members of the Board of Education. Mr. Martire explained that currently he was the only Board member who had received training for participating in formal negotiations. There was some discussion by Board members about the the type of training provided and the need for such training. Negotiations training will be offered at the upcoming  Triple I  Conference (joint annual conference of IASB/IASA/IASBO).
Closed Session

Pursuant to 5ILCS120/2(c) for 9) Student disciplinary cases, Board members entered into a closed session.  
 
Personnel Report

Board members approved several personnel matters. The approved personnel actions included approving the appointment of two certified staff members and one classified staff member; FTE adjustment for a certified staff member; the entry level salary schedule; and the Non-Bargaining Unit Member Salaries, 2017-18.
