Carmel Valley Kiwanis Fiesta 2017
 
The Fiesta full detailed schedule is available online at cvkclub.org . Traditionally, the Fiesta occurs on the first weekend of August with the Hoopla BBQ starting on Friday evening at 6pm at the beautiful Trail and Saddle Club. The next day the Fiesta moves to the Carmel Valley Community Park for two days of activities. The Mountain Run is held in Garland Park on Sunday morning August 13th. 

The Fiesta is a fundraising event whose net proceeds go to charitable and community support oriented organizations within the confines of Carmel Valley. A full list of over 30 beneficiaries is available for review at www.cvkclub.org .

Docent-Led Tours to the Former San Clemente Dam Site:

The Carmel River Watershed Conservancy and Monterey Peninsula Regional Park District are co-hosting tours of the Dam Removal and Reroute Project site every other Thursday through the end of the summer. To register for one of these tours please go to the MPRPD web site and click on its Let's Go Outdoors Programs.

CVCYC will be offering 4 two-week sessions beginning Monday, June 5th.
Group lessons for ages 4 and up in levels 1,2,3, Pre-Team (levels 4 & 5), Mommy & Me, as well as private lessons for all ages will be available. Lessons are Monday-Thursday only. Sign up online beginning April 1st, or in person during pool hours starting June 3rd.

Point Lobos

Visitors of all abilities are invited to experience the Easy Access Trails at Point Lobos. You are welcome to tour at your own pace, whether you walk fast or slow, are pushing a stroller or walker, using a cane or wheelchair.  
We also have a presentation that we can show to your group or staff at your
location.

Thanks to the Point Lobos Foundation we are now offering an entry waiver grant to many
organizations

CVA Appeal of County Planning Director's "Interpretation"
That Allows Hilltop Ranch Vineyard
to Hold Special Events in a Residential District
Will Be Heard Wednesday, July 26th.

Monterey County Resource Management Agency Director Carl Holm has issued an "opinion" in which he "interprets" the County Zoning Code in a way that would allow special events at Hilltop Ranch vineyard in the Low Density Residential district. Hilltop Ranch is located at 62 E. Carmel Valley Road up a private shared residential driveway. Mr. Holm's "interpretation" is contrary to the Carmel Valley Land Use Advisory Committee (LUAC) recommendation of denial of the special events use.

CVA, represented by attorney Molly Erickson of the Stamp / Erickson law firm, has filed an appeal of Mr. Holm's "interpretation."

Valley Issues Update
Short-Term Rentals in Carmel Valley

The county is searching for answers to the complicated questions surrounding the issue. Among those being considered are: How should the difference between owner-occupied and absentee-owner properties be dealt with? Should there be limits on how many days a unit could be rented? What effects are short term rentals having on overall housing market prices and on affordable long term rentals?

The Carmel Valley Association Land Use Committee has made several suggestions:

1. That the county consider Carmel Valley as a special area with an ordinance reflecting its unique character. 

2. That permits be required, and that STRS comply with established building, health, and safety codes, and that renters pay the required Transient Occupancy Taxes.

3. That there be a limit on the number and density of STRs permitted in Carmel Valley.
 
4. That there be an effective system to deal with neighbor complaints about violations of allowed occupancy numbers, noise or parking.

5. That there be enforcement of the ordinance.

6. That there be an effort to reduce adverse impacts on affordable long-term rentals.

It is very important that residents of Carmel Valley express their thoughts to the Planning Commissioners. The draft ordinance and correspondence relating to this discussion can be found HERE.

Rancho CaƱada Opening Brief
Filed in Superior Court

Attorneys William Parking and Yuchih Pearl Kan filed an opening brief July 7th on behalf of CVA, pointing out the following flaws in the permitting process:
  • The County Is Long Overdue in Meeting Its Responsibilities in Enacting Measures that apply to a Multitude of Developments in the County, Including the Project.
     
  • The County is in Violation of the Mandatory Terms of the 2010 General Plan because It Has Not yet Established the Required Development Evaluation System.
     
  • The County's Affordable Housing Ordinance Is Inconsistent with the 2010 General Plan's Affordability Mandates.
  • The Project Fails to Comply with the General Plan Because the County Failed to Score the Project Against a Development Evaluation System, which is a Mandatory Process Under the General Plan.
  • The Project Was Exempted from the General Plan's Requirements for Affordable Housing, applicable to Other Developers, and the Project Does Not Even Comply with the Current Affordable Housing Ordinance.
     
  • The Environmental Impact Report for the Project Failed to Comply with California Environment Quality Act.
The hearing is set for October 6 in before Judge Lydia M. Villarreal.

Another Change in Val Verde Proposal 

After requesting postponement of his appeal of the Planning Commission's denial of his 31-unit project on Val Verde Drive to September 11th, developer Brian Clark is now asking for a hearing as soon as possible. We understood that had purchased adjacent acreage from Carmel Presbyterian Church with the idea of a larger development with no affordable housing. Apparently, County staff was "lukewarm" about the change, so he is asking for a ruling on the original proposal.

CVA testified before the Planning Commission concerning the project's inconsistencies  with the General Plan and submitted a 14-page letter outlining the defects of the project and the inconsistencies in the Final Environmental Impact Report.

Carmel Valley Association is one of the oldest, largest, and most successful community organizations in Monterey County. We are entirely volunteer, with no paid employees. Our mission is to defend the beauty, resources and rural character of our beautiful valley. We do that by working with residents, businesses, and government.
 
CVA was instrumental in the adoption of the Carmel Valley Master Plan and recently settled a lawsuit with Monterey County regarding traffic measurement and capping future development on very favorable terms for our valley. Our volunteer experts represent Carmel Valley's interest, testifying before governmental bodies concerning development, water, traffic, road signs, and other quality of life issues.

We keep valley residents informed about important issues and events with our online Calendar, our weekly email Bulletin, which goes to over 850 residents, and our quarterly Newsletter, which is mailed to over 7,000 valley addresses .

To provide a venue for differing perspectives, we are starting to publish letters and guest commentaries in our E-Bulletin. Let us hear from you so that we can include your thinking in our deliberations.

We also encourage you to provide informational items, topical essays, and photos related to the Carmel Valley and the Carmel Valley Association's mission.
