By now you have heard of the changes in responsibilities for the elected officials of the Board of Equalization (BOE). But how do these changes affect local businesses?  

On July 1, BOE responsibilities were transferred to the newly created California Dept of Tax and Fee Administration (CDTFA):

As a result of the restructure, business owners will now file sales tax through the CDTFA website at:  cdtfa.ca.gov . Select "File a Return" and use the express login or resale number previously used on the BOE website. 

While the BOE, with its five elected board members, will retain its constitutional responsibilities, established by constitutional amendment in 1879, including taxpayer assistance, most functions have been transferred to the new agency.

The Office of Tax Appeals (OTA) was also created as part of the restructuring of the BOE.  The longstanding right of California taxpayers to have their tax appeals heard by BOE officials, answerable to the voters, will now be transferred to OTA officials appointed by the Governor.

Diane Harkey, BOE Chairwoman since 2015, shared her dismay and concerns of the reformation in an article posted by the OCR, dated July 8, 2017. I encourage you to read the article entirely as we navigate this new system of bureaucracy.

Palomar Health in  Escondido  will continue to support the medical group it helped to create seven years ago despite mounting losses that have reached $82 million. While it might seem intuitive for the North County hospital operator to pull the plug on a relationship that has run in the red for seven years now, experts said market forces that require doctors and hospitals to work together more closely are keeping partnerships like this one intact - even if they bleed cash.

Governor Jerry Brown has signed the bill authored by Assemblywoman Marie

Waldron, R-Escondido, the Voter Integrity Protection Act. The law will go  into  effect January 1, 2018.  She said, "I am pleased to announce that the Governor has signed AB 4, the Voter Integrity Protection Act, into law.  The bill will allow counties to notify voters via text or email if their voter registration information has changed.  "Private sector companies have been notifying their clients via electronic communication if their information has changed for years" said Assemblywoman Waldron, "It is time that the elections process takes a step into the 21st century and I believe Assembly Bill 4 accomplishes just that."
The Voter Integrity Protection act passed through both houses with unanimous bipartisan support and was sponsored by Riverside District Attorney Mike Hestrin.

On July 11, 2017,  the president of the American Society of Civil Engineers, along with dozens of local water leaders and stakeholders, celebrated  the San Diego County Water Authority's Emergency & Carryover Storage Project winning ASCE's top international engineering award with a plaque presentation ceremony at Olivenhain Dam near Escondido.
Ambassador of the Month

Congratulations to Chamber Ambassador Marie Hill, Marketing Director of Vista Del Lago Memory Care Facility for being selected as the Ambassador of the Month. Marie has hosted the Ambassador breakfast meetings for the past year. When she changed jobs last month, Marie included the monthly breakfast as part of her employment agreement. We are grateful for Marie's commitment to the Chamber and to the team of Ambassadors.
