A Lost Decade in Higher Education Funding State Cuts Have Driven Up Tuition and Reduced Quality

The national trend to defund public higher education over many years is illuminated in this report, which draws explicit links between state funding cuts and higher tuition. Only four states fund higher education above pre-Great Recession levels, and Michigan is not one of them with a deficit of 16.3 percent. Tuition at Michigan universities, however, rose only 26.7 percent over 2008-17, ranking in the lowest third of states.
