An Important Message from the Child Development Bureau and the Child Care Licensing Unit

ALL LICENSED CHILD CARE PROGRAMS:

The child care licensing rules will appear on the agenda for the September 21, 2017 Joint Legislative Committee on Administrative Rules (JLCAR) meeting. However, the Department has requested a postponement and will not be presenting the rule at the JLCAR meeting in September. Therefore, licensed programs must operate under the existing rules, which can be found here: https://www.dhhs.nh.gov/oos/cclu/documents/finalrules.pdf  , and under the current law for criminal background checks, information here: https://www.dhhs.nh.gov/oos/cclu/fingerprinting.htm .

WHAT THIS MEANS:

-The deadline for completion of the health and safety and child development trainings and Pediatric First Aid/CPR certification for staff, as required under Federal Reauthorization of the Child Care Development Block Grant, will   NOT   be September 30, 2017 as the rule will not be adopted by that date. Those trainings will still be required, but the due date will depend on when the rule is adopted. We will be proposing in rule that current staff complete the trainings no later than 90 days from the date of the adoption of the rule.

A free web-based training course for the required health and safety and child development trainings can be found here:   http://nh.childcareaware.org/health-and-safety-trainings/   Resources for Pediatric First Aid and CPR can be found here:  http://nh.childcareaware.org/wp-content/uploads/2016/11/9-2017-CPR-and-First-Aid-Training-List.pdf.

-The Employment Eligibility Card is NOT required at this time, and will not be until the rule is adopted. Further guidance on when the cards will begin to be issued will follow once the rules are adopted.

LICENSED-EXEMPT PROVIDERS RECEIVING CHILD CARE SCHOLARSHIP:

Effective July 10, 2017, He-C 6914 went into effect requiring all   enrolled license-exempt providers   receiving child care scholarship   to complete the required health and safety trainings and child development trainings (a minimum of 6 hours), plus Pediatric First Aid and CPR Certification by September 30, 2017. This rule is in effect and the requirement remains unchanged.
